The meeting was called bo order by Mayor Anthony and upon ro1L call the following coixncilmen were present: ' Holyfield, Simons, Williams and Anthoriy. � Late: Councilman Srnith. , PROTEST ON ASSESSMENT � Mrs. Helen p�. Williams, .owner of home 1404 Chestnut Street (facing,on alley between Willis and .Chestnut) protested the increase of assess.ed valuation on her property, Mr. Chas. Barry, assessor, explairied to IVIrs: Williams his method of arriving at the assesse.d valuation of property., and explained her total assessed valuation_equaled only_$1595. 0'0 rather than the $�800. 00 she had understood.' Mrs: W�.11iams admitted she had.not understood the replacement cost was not the assessed valuation, OFF-5TREET PARKING _ _ : � .Lilliam:IDobrow.sky, secretary to the Parking Comm�_ssion, and_council�discussed way�s�:and means'for improvernent of the off-street parking pxoblem. Councilman Simons, Chairman of the Finance.Committee, rep:ortgd on the State Retirement plan for City em�loyee.�.,- and- stated that the council were favoring, at this time, consideration of the 50°jo retroactive service. , MflTIO:Nt Ma.de by.Councilman Simons, e,conded by Councilman. Williams to request an actuary survey on the S.tate E ployees Retir�ment System be made, cost .of the survey to be taken from the c ntingency fund. Voting was' as follows: Ayes: Councilmen - Holyfield, Simons Smith, Williams_and Anthony : _ Noes: Councilmen - None _ _. Absent: Councilmen- - None It was stated that after .the actuary repor is rnade, full explanation will be given to all em�loyees .on the State Retirement System and the Federal Old Age and • Survivor"s Insurance p1an, with employe s then to have an election, voting by department, with the regulation voting b oth for privacy. At the hour of noon, the meeting was adj urned until 2_;00 P.M. , July 7th for further discussions.
