water main installation had been completed, and curbs and streets would be finished

� Minutes from. the_ Planning Commission were read, stating unanimous approval of
all .Commissioners,pr:esent of the final plan on Unit #8,` Sunset Terrace Subdivision,
subject to the technical.approval of the City Engineer, , _ `

Planning Commissionts recommendations be accepted, and map of Unit #8, .Sunset

Mr. Hill further< stated Mr, Woods had suggest_/the Go.uncil consider the. renaming
of certain geographical areas, .stating the historic name was not always in keeping
with the development of the area and quoted such examples as ''Slaughterhouse
G.ulch" and �'Hobo G.ulch'�,
Mr. T. Y. Booth, speaking as a ,citizen of .Redding; stated the.historic name had
historical interest and decried attempts to standardize the colorful, local connotations.
C.OMMUNICATIONS
Carl McConnell Lot, corner East and Butte 5ts.
A letter dated June 29th from Carr and Kennedy, _atto:r.neys for
Carl R. McConnell, was presented to the Council,,.,_.This. gave
notice to vacate�lot corner of Butte and East Streetsy(Lot. l, Block
66, Frisbie Addition) within 3D da.ys, after receipt of .the letter,
and to post property with signs that parking was no longer permitted,
Reasons for thi,s action were given that the Council had been negligent
�in- the execution of l,ease submitted in October, 1952, and that the mew
Agreement of Lease submitted to Mr. McConnell by the City Atborney
had not contained ayprovision reciting that it was not the.intentiorn of the
City to condemn said;property for parking lot purposes., Furtker, it
had been understood. and agr,eed that the lease would contain a-pr.qvision.
for renewal at six months periods in order that exclusive possession of
the property would be held by the City, by leas.e, rather than by month
to month tenancy. _ , _ � ,

City IVI�:nager Stite's informe'd the Council that it was.necessary for the City to secure
easement for sewer 'connection•to th'e western-sec.tion of the City, and it. was his
r.�ornannendation that easc- •.����': '_� . R. A. Cockerill, 311 1
Street at a cost of $150. 00: Mr.��Cockerill could then use this money to pay for
his water connection charge.
City Manager Stites stated the engineering department were making a s.urvey :of this
proposed -easement fox submittal to the council approximately W�ednesday of this
week.
Mayor Anthony withheld ac.tion on� this subject, pending survey report.
APPOINTMENT O:F .COITNGILMAN TO P�LANI�TING.: COMMISSION
MOTIQN: Made. by Councilman-Simons, seconded by Councilman Holyfield that the
appointment of Councilman Jos. Smith to the Planning C.ommission for the coming
year as an ex officio member be confirmed.

PEN5ION PLAN CITY EMPLOYEE,S.
Councilman Simons, Chairman .of the Finance Committee, reported a meeting of
the Committee had been held re' Pension plan for city emplo.yees, but at the present
time there was nothing definite to report and rio recomrnendation.
This subjeet was deferred for discussion by the entire council during their budget
ses sions.
GR.AVEL PLANT
. City M�.nager�Stites reported that due.to delay in the delivery of wire, operation of
the new gravel plant had been delayed; however, within thirty days the plant would
be in partial operation, and within six weeks full operation. He added that approxi-
ma:tely $8, 0"00,00 had been spent to_ date on this� project, �
PROPOSED STREET PROJECTS
City Mariager Stites stated the Engineering Department were working on estimates
of cost on all proposed projects of street repair arid maintenance, and this estimate
of costs would be subrnitted for council consideration and recommendation within the
next few days.
SEW,AGE PRQBLEM - HIGHLAN�D ADDTTION
City Manager 5tites 'r.eported that. the solution to the problem.of sewage in the Highland
Addition could only be s.olved by more extensive leaching fields and more adequate septic
tanks, He estimated the cost for adequate leaching fieid�s would run in the .neighborhood
of $200. 00 to $304.00 a piece+
He further added, if it was the CounciTts decision for higher standards, he would be
very glad to enforce the rules. The master'sewer plan, now in process of cornpletion,.
would take an additional six months before it was ready,

Councilman Williams expressed gr'eat dissatisfaction on the condition of the down town
streets, statin�g the new street sweeper was unable.to do an adequate job:due to parked

Councilmen discus:sed the possibility that",certain_down town streets be,posted with
signs "N.o Parking between 2:00.A. M. and 6�(or 5:00�A. M. )". on certain days, vary:-
ing the days with the location. - •
