Council of a realtors' educational conference to be held in R:edding, and requested
Council consideration' on the d,eclaring of "Realtor Week" June lst through 6th.
Mayor Anthony was issued an invitation to attend the opening of the conference
at 9:00 a: m. Wednesday, Veterans Memorial Hall_ --- an expected attendance of
approximately one hundred realtors.

PLATE GLASS. IN�UR:ANCE POLICY
Mr. Ralph Sharp, 'representing the 5hasta.County Insurance Agents, requ_ested from
the-Council infor-mation on the past three year experience on the plate glass insurance
policy held by the City. - - .. _ _ � _ �
City Manager Stites stated-the character loss on this tgpe of policy wa.s distinctly
limited, and vyith=a full time attendant at the airport where the greatest loss would �
occizr, he questioned the advisability of renewal, stating the City could.carry the
risk. .
Reference was made to the minutes�of the_last Council meeting, when preparation
of the neces`sary specifications and li.st of property to be insured had been referred ,
to City�Manager Stites.
Mayor Anthony questioned the continued appearance of "Insurance" on the agenda,
and requested consolidation of policies. that the subject have limited appearance.
The subject of plate glass insurance coverage was referred to Gity Manager Stites
for his'written recommendation. �
RE�DDING .CUB5 - REQUEST
Mr. James Richardson, ,representing the Reddirig Cubs, requested approval from the
Council for their use of Tiger Field Sunday afternoons. He stated Shasta .College
field, where the cub games have been played, has no seating capacity.

Merritt Nelson, Recreation Director, stated the Tigers had been granted prior
rights to the field, however not exclusive rights, and that it was good to use the
field to, its,n�iaximum�capaeity.: However, the splitting,of the..audience because _
of the afternoon and eyening scheduled games would be to the disadvantage of the
Tigers. - ; ,
This subject was referred to City Manager Stites to confer with the Recreation
Department and a tentative date was set for Thursday, noon, this week.

Recent experience.s in our Police Department represent such_an occasion,

the service of:Officer Record, for his excellent wo'rk in .the. apprehension '
of the Cascade Coffee-Shop Robber, and,,;Officers Maley and Snow, xn the
handling of a dangerous prisoner at .the Police Station.
In cominending these men, I should like to recognize the fact .that.though�
the work of some' Officers justify special rnention, successful..law enforce-
ment is the.re:sult of team work, and.hours of training,and pre,par,ation.
The whole Department, therefore, should share in.any honors brought to

A recomrnendation dated June lst from City Manager Stites that despite
the fact only one bid was received on pipe and.one on fittings, the
price quqted was below the Engineer's estimate by some $300. 00 and '

Basis of'the complaint is alleged damage suffered by,_pla' tiff on Sept. �-
20, 1951, to his airplane at Benton Field, claiming tliat �ere w,as a hole `
in the parking area of a depth.of eighteen inches into which his airplane
fell. . Plaintiff,claims. repairs to his airplane cost $1, 888. 07, that he

FENSION .PLAN - CITY EIVIPLOYEE5
Councilman Simons reported that the Federal Old Age and Survivors Insurance ,
benefits�at�the��pr-esent time were r'etroactive to January 1951, .but this would .expire
December 3 1, 1953. He further .stated that 47°jo�of a1T benefits under this plan were
paid to the survivors; according to�Mr. Sturm, ;local manager.
City Manager Stites_ stated there we're advanta e�s. with either lan: That the State .

Councilman Holyfield .suggested a supplemental plan to the F. O. A, with C,ity

Mayor Anthony requested the City Mariager to work with the Finance Corrimittee to
get data. on pension� plans�and�repqrt back to the Council as soon .as possible., It , .
was the unanimous decision of the Council that a secret ballot for city employees
� would be advisable, and a.joint meeting between employees and the Council. , _

- CityManager-Stites reported that to date no answer had been received from the
State on the proposed irnprovement o,f Akard and Cypress Streets. -
SALE .OF BEN'I'ON POWER LIN�S '
City. Manager Stites reported •he had received .a letter frorn Cominissioner I�ul's that
application for purchase of the B:enton P.ower Liries from the P. G. & E;. by the
Gity of Redding would receive the active support of the Commissioners in order
to �expedite the sale, and that probably rio public hearing woizld be� necessary.
City Attorney Cibula stated :it would probably expedite the matter if the City Attorney
and/or the City Manager appear before the Cornmission re this sale. �
PARKING METER.S -. "OPEN DAY" -
Mayor Anthony requested legal opinion from -the City Attorney on,the elirnination
of parking meters for R.odeo Days, Friday and Saturday.
City Attorney Cibula stated that officially, sixty days were necessary to amend_an
ordinance - two readings with a.lapse of thirty days before the ordinance became
effective - however, the Parking Meter Ordinance did except Sundays and Holidays.
Councilman Holyfield said he felt a policy should be w,orked .out and the issue met as
this sarne question arose about twelve times each year. '
C.ity Attorney C;ibula suggested an amendment to the present ordinance, giving the
Council power to ,declare hoods placed' over par,king Meters as a "Welcorne to
R:edding. ��
Couneilm�an Williams stated revenue was the main factor in the Parking Meter
Ordinance and.suggested courtesy stickers for out-of-town cars to be by-passed
by the 'Police Department.
EIVFORCEMENT OF D.OG .OR:DINANCES
City Manager Stites rep.orted the P,oundmaster was enforcing the existing code.and
ordinances on the regulation of dogs within the City, and had picked up eighty-five
dogs without licenses last month. However, he added, to carry out successfully
this program .of prohibiting dogs running loose on city streets, it rnay take two men.

terriporary relief and that permanent r.elief would require the financing .and con-
struction�of an adequate sewer system. By increasing the Engirieering:Department
budget, a master sewer'plan and a,master'water glan could be done in_ab'out ninety
days. Financing of such construction, he further stated, could be th�rough the �
Improv.errient Act of 1911 or through bond issue. � �
C'ouncilman Smith inquired regarding the sewer plan prepared by former City -
Engineer Hill and City Manager Stites stated a report, nor plans, had .been
recelved. Councilman `Smith then inquired as to the cornpensation,: if any, Mr.
� Hill had received fqr this report.
