The meeting was called to.order by Mayor Anthony and upon roll-call the following
councilmen were present: Holyfield, Smith, Williams and Anthony. Absent:
Councilman Simons: �

MIIVUTES - PREVIOUS'MEE.TING
MOTION: Made by Couneilman Williams, seconded by Councilman Holyfield that
the reading of the rninutes of the previous meeting.of April 20th be waived, and
the minutes be approved as mailed to each of the councilmen.

PR:OPOSED ANNEXATION - South
Attqrney Dan Carlton, spokesman for the residents of the Adams Tract territory,
filed with the City Clerk petitions signed by 215 persons, representing 90%' of the
residents of this area, protesting the inclusion of their territory in the proposed
annexation, This area is bounded on the north by the present city limits, East
by the Sacramento.R.iver, �South by Wyndham Lane and West by the A. C,I.Dp
canal, He further stated the residerits had expressed thei:r satisfaction with the
present services, claiming water, sanitation and the streets were entirely ade-
quate. ,
Mayor Anthony informed th:e`group present (approxixnately 75 persons) that the
City had no part�in the proposed annexation at this time, and.commended the
group for their attendance and interest in civic affairs,
Councilmari Williams stated that between 25 to 40, 000 persons per month were
, entering the State of California, and'that expansion must of necessity follow, He
anal.yzed the advantages of being within the corporate limits of a city, claiming
electric rates we"re Z5% lower, �and that adequate water and sanitation facilities
were possible through the bonding.ability of the areaa �

League of Calif. Citie s
progress report dated April �24 from the League of Calif. Cities
on legislation affecting cities was presented.
City IVlanager'Stites reported that it was not objectionable to the ''`
� City if the proposed arnendment to the bill affecting court costs
were passed. He stated the League had taken a neutral position
in the adoption of legislation affecting court maintenance costs
'- (inferior courts) and that a formula o£ 25°jo to county,, 75°jo to city
. � had been adopted. The proposed amendment would reduce the
County costs to 22°'/o and be advantageous to the City of Redding. .

The delinquent tax report for the rnonth of April was submitted
by Louise Fancher, Delinquent Tax Collector.

Notification was given of the request of the Pacific Service Employee's -
Ass'n. for'use of the park May 22nd. '
Mayor Anthony requested.'City Manager Stites to assist the Jr. Chamber of
Cornmerce and the subject was referred back to hirn. It was suggested the roped
off area would follow`the south side of road to leave both entrances open.
Parks Administrator - workmen fiscal year 1953-54
A recommendation dated May 4tri :that an admiriistrator and City
parks'workmen be budgetted for the.fiscal y,ear 1953-54. in order
to ca'rry out the �maintenance arid management of parks wittiin the
C;ity of R:edding„was presented. '
This subject was held for Council consideration during budget preparation
for the, fiscal year 1953-54. �

City Manager Stites requested that all subdivision maps submitted be accompanied

stating the �Commi.ssion had approved unanimously the request of -
' Mr. Roy Robert-s of South and Continental for variance setback was
presented.for council consideration. Application had been made
to construct a dwelling with a front set back on 5outh St.` of 14 ft. � �
side abutting the Methodist Church 15 ft. and.the rear 10 feet.
This subject was held for two weeks, pending a,full council and familiarization
with the problem.
RIGHTS OF WAY - City Water Properties �
City. Attorney Cibula requested this subject be held over for the next council
meeting as the agreemexits were_with Mr. Chenoweth's-office -and should be
ready by that time. �

Gentlemen; � � -
You have instructed me to prepare a new Ordinance making more stringent our
� regulatory laws on animals, especially dogs. Pur.suant to your instructions,
- I have checked the Ordina�ces whiah.we now have in our Muriicipal Code and
- find the following: � - . _
1. Under C;hapter V�of Part V„ Section 146b makes�-it a misdemeanor for
any person owning:any dog, m;a.le or female, or having the same under hi�s
control, to permit such dog to run at�large or -to be upqn any street, alley,
sidewalk or other place in the City of Redding, unless such dog is secure d
by a leash.or line uncler the control of the person in cha:rge of said dog, -or
be securely fastened to some permanent fixture, or confined or restrained
in some ot�zer secure manner.- Section 1465 requires any person owning; �
or having under his aonbrol; any vicious or dangerous dogs, sl�iall keep the' �
same securely muzzled.during the day and within his enclosure dur-ing the
night. VioTation of either qf these provisions is a misdemeanor and the
person responsible for, a.,v'iolation rnay be prosecuted.
2. A'rticle .IV of Ghapter '.11 of Part 11�, through 5ections 295 through
Sections 312, deals with the operation of a public-pound by the City of Redding,

specifically pr.ovides, in .5ection 29,6 that any animals, found.running at '`�.
large upon any public street..�etc. ,,,or trespassing .on ,any. p,ri'vate en=
closure, shall be taken up;by,the Pound Master, and.the article sets
forth the conditions`�under :which. s.aid animal may.be redeemed. Like-
wise, the Pound Master and his. deputies,� in Section 308, are required to
first take and carry to the public pound all vicious and dangerous dogs
found running at large and not muzzled, at any time. -
, `3. Section 78Zb is.the section which,provides for a license fee for dogs ,
within the .city. The license. is granted.under'o.ur .Ordinance.to persons
owning or having .custody.or:control of one or more dogs for the privilege
of keeping such dog or dogs. I believe there is a gerieral misconception
' which.leads people to believe that the purchasing of a.license is for the
„_ purpose of permitting the dog or dogs to run at large. Such is not so. :
Tlie penal provision and.the provisions for picking up strays and tres- .
p'assing dogs applies where the dog carries a license. The license, Qf ._

course, carried by the dog will permit ready identification of the owner. ``
It appears to me,:that our 'Municipal Code ,as�..it now stands will take care
of the.complaints which have been receive5d by the C:ity Council, if the
same are enforced. I have prepared and can pres'ent tonight to the Couneil
an Ordinance which would perhaps be more s:trin;gent r.ra its terms with
respect to. s_traying dogs, and confinement of dogs at all times, and I am
prepared to present same for passage if the �'�uncil deems it necessary.
A draft,copy of which I consider to be a more s�r.ingernt provision than our
present law is attached hereto. _

City Manager Stites stated a large number of complaints would be taken care of by
restricting the number of dogs maintained by a householder, stipulating the number
of dogs that would constitute a kennel, and prohibiting the licensing of kennels
in residential zones. He added this would apply only to new,kennels. •
May.or Anthony requested that tentative orders be issued on the enforcement of the
present ordinances and that a program of an educational campaign be started to
acquaint the people with_said,ordinances. , ',

PRO, ORDINANCE RELATING T_O PARKING METER5
City Attorney Cibula presented a proposed ordinance amending Section 1356 of
Article 1, Chapter 111, Part 1V of the Municipal Code relating to parking
meters . This proposed.ordinance gives the breakdown in the parking meter�
zones of the one and two hour limited parking. ,
Gouncilrnan Williams offered this proposed ordinance for the first reading.

, City Attorney Cibula requested further time on the proposed ordinance creating
a parking meter zone ;on���h:�:tH sides of East Street between the intersections of
East Street an.d Placer and Butte and Eas.t Streets. Councilmen were in accord
this should be two hour time limit parking..

..City Attorney Cibula presented a proposed ordinance adding a new Section 1435
to Chapter 111 of part V of the Municipal Code, making it unlawful to fill ar
obstruct natural water channels. .
Councilman Smith offered this proposed ordinance for the first reading;

the Street Committee were in accord that Hill Street could be �widened by a very
minor amount of work,and ample;rights of way obtained without,the expense of

City Mariager 5tites reported the B,oard of Direetors of the A. C. I. D. were re-
ceiving a recommendation that an additional siphon barrel be placed under the
canal about 500 ft, south_of parlcview Avenue, money to be budgetted from the
maintenance of flood control.

City Manager Stites 'reported on a proposed extension of an 1$�ineh.water line,,
estimated cost of material $36, 955. 35 and recommended the advertising of bids
for 7200 ft. of.,18 inch. single dipped and wrapped cement lined steel water
.pipe. A tabulation of quantit�es and estimate of cost on this proposed project
was submitted to each of the councilmen,
This proposed water line would run from the tanks to Placer Street, down to the '
Benton Airport at the east line to Gold Street, east along Gold Street to West
and north. on West to South, where it would join the 12-inch pipe that loops.the
business district.
Before concurring in the plans for the water main extension, it was decided to
wait for the full council to review the project in the field, In order to avoid delay
in obtaining material, the following motiori was presented:

Gity Manager 5tites repqrted he had heard no further word_from the County
regarding the construction and connection to the water mains for the proposed
plant in Vets. Housing. ,
5ALE OF B:ENTON .POWER LINES P. G. & E.
C,ity Manager Stites 'reported`the-Pacific_ Gas &..Electric Co. had been requested
to advise the City_imanediately upon the signing .of the contract fqr the sale
� of the Benton power lines in order to secure. as early a date as possible for
the Fublic Utilities Commission Hearing.
ENFORGEM�E;NT OF PARKING. ORD. 2:00 a,m. -5;00 a, m.
Councilman Williams. reported on the dirty condition of the streets, and suggested
the enforcement of the present ordinance prohibiting cars from parking on streets
between 2:00 ao m, and• 5;00 ao m,
Mayor Anthony instructed the City Attorriey to prepare the necessary legislation
to provide fox the� establishment of a policy whereby parking tickets could be pl.aced
on all cars parked between the hours of Z;0.0 and 5;00 a.m.
City Manager Stites reported the down town streets.would be hand cleaned during
this period before the legislation becomes effective.
RENEWAL LEA,SE - Campfire Hut, Lake R.edding�`Park
Mr. W..rn, Port.er.,. .representing the Carnpfire Girl Council; reported the lease had
expired on the. Campfire Hut, Lake Redding.Park, and requested an extension or
renewal of this lease.
