� Councilman Anthony spoke highly in favor of this.-annual, event, �held for,the past
eight or ten years, and commznted t�heir only mea�ns of revenue were strictl.y the

�eoncessions. Councilman Anthony moved, seconded by Councilman Holyfield
that.authorization be granted the Jr. Chamber o� Cornmerce to, hold their annual
. picnic and regatta.At Lake Redding Park Jul.y 4th and 5th-with th�e concession for
the sale of beer, but this motion was withdrawx�,when:the question of roping off the
park.was under discussion.
The council were in accord that an unroped entrance and exit to the park was essential, �
and the location of this roped off section was referred to the Parks Commission for
their recommendationo
CALA.B OOSE CREEK - HILL. & SONOMA
Mrs. Faye Generes requested council consideration of the improvement of Cala-
boose Creek at Hill, �Market and Sonoma Streetso Mrs. Generes informed the council
she planned to.build this fall and felt plans sh�:s�uld be undei.taken at this time to "
eliminate a dangerous traffic hazard before any future development is done. ,
Mrs. Generes spoke in disfavor the building of a retaining wall, and submitted to
the council a proposal dated Feb. 28th, signed by Marion V. .Allen, contractor, for
the building of.a 246 ft. concrete culvert over Calaboose Creek.
Mayor Williams referred the subject of the City of Redding participation in,the cul-
verting of Calaboose C.reek at Market, Hill and Sonoma Streets to Jos. Smith, chair-
men of the•Street Committee.

Re;presentatives�of-the�Kiwanis Club informed the-council tYiey were-anxious
for action, but�felt t�ie location in the park-.area north'of town darigerous for
boys 'cr.ossing the-bridge - and that�safety should be the first`conside�ation -`
in the d.ecision for the location.

he had been,informed there had been no allotment in the present budget
for tennis court improveinents, however, he did suggest that the proposed
n�ew tennis�courts, when buiT�, b�e placed East of�the present courts; leaving

�CitST Manager Stite-s stat�ed a surface treatment for the two nortH cburts
and the installation of a drinking fountain were being considered in this
year's budget,� and he would submit the figures�for tliese improvements

Mayor�Williams• informed Mr, �agner that the Recreation and�Parks ,
Commi�ssions, together'with the City. Council, would give full consideration �
in next year's budget for the const�ruction of two new tennis courts. �
Redding Tigers and Tiger Field - �- �

On �ehalf of the Redding Tigers who are slated to play, bas�eb�all in the
� Sacramento Valley League this summer, and who will�make possible
excellent recreation for Redding citizens by ineans of the riational pastime
sport, I wish to m3ke .the following recorrimendations. to your �.onorable ;
body:
a. that our city�s excellent baseball stadium �enown as Ti�;er Field have
all riecessary repair and development work to make it the credit it can be
to our community and to make it entirely servicable to our valley league �
visitors and to our local ball players and their supporters.
b, that the Redding Tigers be given prior rights in the use of Tiger jF'ield '
and be given the. con'cession rights, pos,session of the adver�ising-:fund
raising po`ssibilities of the .outfield fen'ces, office sgace; and dressing "

, c. that electric power for hot shower water, grandstand lights, field �
lights, concessiori stand lights and power be the r'esponsibility of tlie
Redding Tigers'and`all .outside use of electric'power be the responsi'bility

_ vance from outside groups who�secure �ermission to use Tiger Field
from the Redding Tigers. �

Redding.Post #1934 requesting council approval that the 1955 encamp-
ment be held in Redding. It was stated this would bring between three
to four thousand .men and women to Redding from all parts_of the State.

, proportion in this City, and I. respectfully reco,mrnend that your Honorable
_Bodg adopt an ordinance-requiring the contrql of such dogs ,and animals.

ariy animal shall allow the same to stray, or roam, or in any, other manner
to be at large, in or,upon�any street, or:.public, place, or,:upon any .unen-

� The following communication dated April 6th from City IVIanager Stites was

. Regarding the water service connection fee on four parcels of land outside
of the South C,ity boundary, I wish to report that investigation discloses
that the cost to the applicants for the extension of water lines exceeds the
connection ,charge of $l. 50 per front fo.ot, normally paid by property owners
within the City. .
Inasmuch.as a portion of this connection fee is expected to be used for the
construction of wa'ter production facilities and transmission mains, I
respectfully recommend that 50% of the fee to be paid by these �property
owners be returned as reimbursement for the, connection of the water
service. � _ _ _ _

Mayor Williams instructed the City Attorney to p�repare a resolution:that a policy'' '
be established that the Gity of Redding not go into new subdivisions for the con-
struction of curbs, but the.sub'divider construct-the curbs in accordance with plans

City :Manager Stites reported he had received no further'word from Mrs. Hinds on
the new Benton Airp.ort Lease agreement and was instructed by Mayor Williams to
contact Mrs. Hinds that the deadline date was April lst.

City Manager Stites reported.that bond had been posted in the Superior Court on the
co�demnation suit for the Ballard and lA.tkins property.
REMOVAL OF TREF�- Mrs. Ada Forrester _ ,
A request from Mrs. Ada Forrester for the removal of two old and unsightly trees
from the corner of Chestnut and B,utte Streets was presented by City Manager Stites.
Authorization for the removal of these trees at Mrs. Forrester's expense was grarited
by the Council, provided they were located in the parkway.
ENCRO:ACHMENT STORM WATER CHANNELS �
Gity Manager Stites recommended the adoptionof an ordinance making it unlawful to
fill or obstruct the natural storm.water channels, stating tha�;itiwould be possible
to get 'rid .of probably 50%'more water if the flow:were not restricted.
- Mayor;��Williams referred this matter to Councilman Smith, Chairman of the Street
Corrimittee. - -
B LVD� STOP SIGN .- PLACER & _COURT
Councilman Smith. recommended the erection of a boulevard stop sign at the corners
of Placer and Court Streets, .making this a four way stop to slow traffic.
Mayor Williams authorized City Attorney Cibula to draw up a Resolution authorizing
the erection' of Stop Signs at Placer and C.ourt Streets.

Mayor"Williams reported that a:site had been agreed upon for the proposed estab-
lishment of an .aggregate plant along the river near the Rodeo Grounds, property
owned by the estate of Kate Benton; cost to be $200. 0:0 per year for two acres, plus
10� per cubic yard.
MOTION: Made by Councilman Simons,. seconded by Councilman Smith.that the City
Attorney be instructed to draw the neeessary papers.for the negotiating qf a lease
with the estate of Kate Benton for a site for the new aggregate plant, river frontage
near the Rodeo Grounds.
