Councilman Smith called attention to the minutes of the previous meeting.of February

Mr. M. G. Fitzgerald of 1545 Court Street requested couneil consider,ation of the in-
. stallation of a Traffic Signal at Court and Placer Streets, terming the:inter_section a

Mayor Williams referred this subject to the Street Committee,

Mrs. 011ie Asplund requested�council consideration of the connection of city water to
four parcels of land on Russell Street. ,
City Manager Stites reported this could be done with, no additional outlay of� costs and
would not.detract from�the city water supply, but it might be .objectionable to establish
a broad city policy regarding water connections outside. of the city. .
Councilman Smith opposed this connection in view of the dire need for'water in other
locations, and particularly lower Market Street, ' ,

Report of Inter-Gounty Chambers of Commerce
The January monthly meeting report of the Inter-County Chambers of.C:ommerce ..
of 1Vorthern Calif, was presented. A news release regarding meeting to be held
in Cottonwood, Feb. 17th�was also brought to the attention of the council.

� A letter calling attention to the B.ulletin ''Analysis of Refuse Collection and
Sanitary .I:,andfill D:isposal" compiled by the Dept. of Engineering, University
of Calif. was presented. j
Resolution - R.edding Recreation Cornxnission '
A ;Resolution passed by the Redding Recreation Commission January 20th
was presented for council consideration. This Resolution recomm�ended that 1
Commission .be charged with Parks and Recreation, composed of tlie City Manager,
Re.dding,Elementary School Sup't. , the S. U. H. S. District Sup't. , one council
member, and th'ree lay persons appointed by the Mayor of the City of R:edding.

He further recommended that 1953-54 budget provide .for the purchase of an

certain comments regarding these protests are necessary on my part.

This error'on my part would normally necessitate reassessment of all

„ 3. Protests Concerning Actual Construction Features;``Seve�ral.grot'ests

ha:ve also el'iminated the necessity for the conc-r`ete dips, but this procedure
was-not economically'-possible, .and�I pointe'd out ve�ry early in the project -
that it wa's' my interitiori �o"instal��only the.minimum of undergro�nd drainage�

There were a few protests, concerning the fact�that some of the�lots w;e'r.e��higher
or lower than the�streets. � Regarding this, I can only sag that�it is impos sible -
in a developed area to do any st=reet improvement work'and rrie'et the existing
grades o� esch and every lot. The onl�r solution to �his problerri is to,install -
all of the street improvements prior to the building in �ny subdivision. -
With regarcl to the protests con�cerning the plugging of,-the catch bas.in � . �
grates, this is largely a'maintenance problem; and during the first storm :
the gutters t�_U3 a great deal of debris in them which did cause tr-ouble. This -
condition can be remedied, however, with regular maintenance, In addition
to "this, the cateh basin gx�ates at the 'intersections of Garden and South Sts. ,- - ,.
and Gold and Garden 5ts. , definitely did not have adequate capacity during the
first storm. I have replaced.both of these m-�self with.steel grate's with :
larger openings that will give adequate capacity. � � - -
I conclusion I would like to say I will be at the disposal of tl�e City Couricil ,
. collectively or individually, now o"r at anytime in the future, to-discus5 the � --
protests in general or singularly as may be desired. - - �

', , As,sessment District #2 as ,incorp.qrated in the minutes of February 2nd, Former City
Engineer Hill informed the eouncil that only one assessment had been in error (R.
R. Chatfield); and that ,the cracks in the sidewalk were mostly shrinkage cracks and
not much could be done about that.

charge, but this motion was withdrawn in view of the fact that it was contrary to
the recently adopted ordinance� re water connection charg.es, ` �
Councilman Holyfield requested that he be placed on record favoring these•water
connections without charge, Councilman Anthony was of the same opiriions
Councilman-Simons suggested an amendment to the present ordinance to take care
of these homeowners, but M.ayor Williams referred the xnatter to the City'.Attorney
for his legal opinion and r'eport�and recommendation at tlie riext council meeting,

Mayor Williams suggested .delaying action on the estabiishment .of a Gravel Plant
as there was now the -question• of site, and'to give am-ple tirne to investigate
