The. meeting was called to order;. by. Mayor Williams and -upon -roll call. the following councilmen were present: Anthony, Holyfield, Simons, Smith and Williams. City Attorney Cibula was also. present. _. MINUTES - PREVIOUS: MEETING There being no objections to the minutes of the previous meeting of January 5th, Mayor. Williams waiv._ed,the reading and the minutes stood approved as mailed to each. of. the councilmen. -ARE.A S. HIGHWAY Street Lighting & Walkways Mr. John Reichard of 2744 Lanning Avenue requested council consideration of the possibility of providing; walkways and adequate lighting on the South Highway and in the park for the safety and convenience _of residents -of the Park Subdivision. Mr. ReWhard further registered. a,-complaint._regarding the.problem. of owne-rs keep- ing. dogs in. multiple dwellings, said dwellings having been erected prior- to__t-he present zoning laws ;and with yard space, -at a.premium.. _ Councilman Simons and Mayor Williams spoke on the need for adequate lighting and sidewalks for the South Highway and the -ball park area;-- The rea:- The City Council approved Mayor William's -suggestion that City Manager Stites be authorized to .start a house-to-house canvass to determine that all dogs within the city limits are licensed. FOOT BRIDGE -...Linden Street Mrs. Dorothy Clayborne, 2244 Linden Street, requested council consideration for the construction of a foot bridge over the creek on Linden Street across from -West Street for .the use of residents of --this area. She, directed. attention tQthe Matt that overflow- ing_storm_ waters made access_ to their property a hazard: to small children. -_ Mrs. Grace. Gilmore;_ -spokesman- for the Ni A. A. C. P. spoke on the Toor condition of the streets in this area, and the extreme danger of the creek. Mayor; Williams asked if the .condition of the streets_ had not been -apparent before buy- ing and was told "yes" but that residents were.under the impression that property taxes would cover. ,street improvements.- He then informed the delegation ,the City of Redding was under no obligation to assume responsibility for street. improvements, but in view of the hazardous condition instructed City Manager Stites to construct a foot bridge. for the convenience. -and safety of the residents. COMMUNICATIONS Methodist Church letter of appreciation A letter of appreciation from the official board of the Methodist Church dated _. January 5th.was presented. It thanked the City. Council. for their cooperation in -having the sewer work of�the new Methodist_ Church completed in time for the ground -breaking ceremony.. Final Report - Repaving of Pine Street ._A final report on the repaving of Pine Street =.-J. P. Brennan, Contractor, was submitted to'each councilman by. City -Engineer Stites. Treasurer's- and Tax Collector's report_- month of December _ The T'reasurer's and Tax Collector's report for .the month of .December -was sub- mitted by Louise Fancher, City Treasurer and Tax Collector. _ M Parking Commission_:Re-commendation A recommendation dated January 16th on the establishment of 12 minute parking "express meters.," on Market Street was submitted. The Parking Commission;,re6ommerided.•that ;the four corners of Market Street (where feasible) at the intersections of Placer, Yuba, Butte and Tehama Street be .zoned 12 minutes for the convenience ,of persons doing a' limited business— Mayor Williams informed Mrs. D.obrowsky, Secretary to the Parking Commission, that the corners on Market Street were under, State control andi did not fall under jurisdiction of the City, and further stated he was in favor of 12 minute parking, in front of the two banks and 30 minute parking on Market. Street. City Manager Stites suggested -the first space beyond -the red.zones be set aside as 12 minute parking. Mayor Williams referred this subject back,to the Parking Commission for further study. Benton ,Airport .Lease Specification Recommendations A communication signed by, City Attorney Cibula and City Manager Stites with a list of factors for the.proposed lease bn the Benton Air. Field attached, :•was-. presented for -council consideration. It, was their sugg.estion.these items, meet- ing council approval, be incorporated in the specifications- for the leasing of the Benton Airport. This subject was referred -to _ the Aviation Committee,for their recommendation. Proposed Construction of Aggregate Plant The following communication' dated January19th was submitted for council con- sideration; . Honorable. Members of the City Council of the City of Redding Gentlemen: c _ In'order to reduce the cost of aggregate for .the. construction and maintainarice of streets, I respectfully recommend that. the, Street�Depaxtment:be authorized, and instructed, to construct an Aggregate Plant - from used materials, at a cost (not to exceed $13, 5.00..00, .as. shown on the. attached:estirnate.' I further recommend that the property occupied.by the Electrical Department, on:Oregon Street; for an Electric Distribution'"Station and Pole Yard'. be sold to -,the Electrical -Department ,for the -.sumof '$12; 0.00,.0:0, and, this .amount be appropriated to augrrient the funds of the. City Manager Stites assured councilmen -that the proposed site, was 2 feet -above high water level of the Sacramento River, Mayd-r `Williams expressed disapproval. of,this.�proposed--construction -on the, basis that -the City -of -Redding 'shoul&not enter -into the field of private enterprise and requested his formal protest be placed on record., MOTION: Made by Councilman Smith, 'seconded by Councilman -Simons that a Resolution be adopted-appropriating,money for the construction of an";Aggregate Plant as recommended by: City. Manager Stites. Voting was as follows: Aye,s: Councilmen - Anthony, Holyfield, Simons; Smith =N.oe.s= Councilmen - Williams. Absent: Councilmen -, None 1 7 Access Road - New Mercy Hospital A communication signed by City Manager Stites dated January 19th on the pro posed construction of an access :road to.the new, Ivlercy:Hosp'ital was submitted for council consideration. It was his recommendation that Rosalind Street be extended. to its inter -section .with.Court Street. - He further recommended that the sum of $15, 250.:00 be appropriated"from the, unexpended balance of the budget appr.op.-riation for the repaving of Pine Street and that the City Manager be authorized to purchase lots numbered 8, 9,. 17, 18 and 19, Block W, Park -Boardman Addition for the sum of $12, 000.00. After completion of the project, he further stated, the balance of the property could be sold for an estimated sum of $7, 00.0. 00, which would be returned to General Fund. MOTION: Made by Councilman Smith, seconded by Councilman Holyfield.that a Resolution be adopted appropriating money for the acquisition of Lots 8, 9 17, 18 and 19, Park -Boardman Addition and an access road to the new Mercy Hospital be constructed by extending Rosalind Street south to its intersection with'Court Street, as recommended by City Manager' Stites . Councilmen •- Anthony, Holyfield,; Simons, :Smith and,-Williaxns Noes: Councilmen - None Absent Councilmen - None ORDINANCE ON .RE;FI�LLING OF BUTANE , TANKS' MOTION:_Made by Councilman .Simons, seconded: by Councilman Holyfield. that the Ordinance of the City of Redding amending Article 1 of Chapter XX 1 V of Part VI I of the Municipal Code and relating to regulations for compressed and liquefied gases other than acetylene be adopted; Voting was as follows _ Ayes:- Councilmen = Anthony„-Holyfield,c Simons,- Smith and _Williams Noes: Councilmen.- None Absent: Councilmen - None Ordinance No; 448 relating to regulations for compressed and liquefied gases 'other than acetylene -on file ;in the- office -of -the City Clerk. INACTIVE ITEMS ON AGENDA REVISION'OF HEAL;T,H_-;CODE City'Attorney Cibula reported he was working on the revision of the Health Code 'and hoped -to have it,ready for 'council.consideration at;the-next meeting, •BALLARD & ATKINS CONDEMN'ATION SUIT City Manager. Stites reported that steps were being taken to locate funds for allocation to this project. SIGNAL AND ;LIGHTS SHASTA.,STo, CROSSING City,Attorney Cibula reviewed the subject of the installation of signals and lights at the Shasta Street crossing, of the S. P. railroad. tracks, informing the council it was -hoped a better deal could b-enegotiated than the'$13, 800; 00 estimated cost given by the 5oiithe-rn 'Pacific Company, the; cost to: the city 1 /Z'or '$6,-900-.'00-. Mayor Williams stressed the urgency of this installation due to the extremely hazard- ousz condition and requested, that a, solution be submitted for council consideration at the next council meeting.. BLUE GRAVEL. MINE LEASE' The problem -of the Blue Gravel Mine lease was held over for a subsequent council meeting, pending furtherconsultation. consultation. -.7 HOUSES-.W.A.LD'ON.STREE T- (Eads -property) -'There-. was no further; repo rt' submitted on the -Eads property on Waldorf -Street. OPENING'OF BIDS - Compactor -Dump Type Garbage Refuse- Collector Truck Body Bids were opened at .8:30 P.M. by the City Clerk on the Compactor -Dump Type Garbage Refuse Collector- Truck body submitted by the -following companies:- - Gar, Wood -Industries, Inc'. -4th and Wright Avenue - Ri_chmong, California - - - Sullivan.& Crowe Equipment Co. Angelo and Market Streets Redding, Calif. - - - Lou --Gerard. Motors 1265 Market Street - - - Redding, Calif. - - Mayor Williams: referred-theso. bids to,the City Manager for his ,recommendation and report at the next council meeting. TRAFFIC COUNTS City Manager'Stites reported that it was necessary to have fair'weather for an accurate report on traffic=,counts, - and said counts- would be taken irnme-diately when the weather' changed.. .ADVERTISE FOR BIDS - Garbage .Collection Service - City Manager Stites reported that the enforcement of the segregation'of''-garbage would enable him to proceed on writing up: the. speeifications ,for the advertisement to bide_ on garbage collection service on a three-year contract basis, - BENTOW"POWER LINES City., Manager 'Stites informed .the --_council (that a signed.draft of the P. G. &-E. Con- tract .on the proposed purchase of.the Renton power.dines' had been`submitted and subsequently a conference had.been held by the City Attorney, the City Manager and Mr. Dick, superintendent of the electrical department. It was their recommendation that acceptance of this contract be delayed in order that the betterments be clarified and a firm figure established and made a part of the contract. A conference, was to -be=held on Thursday or Friday' of this -week -to workout the de- tails of this contract with P. G. & E. officials, and Mr. Dick, Mr. Cibula, Mr, Stites .and all councilmen were invited to attend. SALEOF FERTILIZER, Sewage Disposal Plant Mr. John Reichard requested information regarding the possible sale of fertilizer for use of home gardens from the Sewage Disposal Plant. City Manager Stites reported it.would be necessary to purchase: a grinder before this material could be sold. There ;being. no further business, it was moved by Councilman- H'olyfield,- seconded by Councilman Simons that the meeting be adjourned. The voting -was in the affirmative. APPROVED:- _ Attest: All
