Mr. R. S. Ballou, president of the Shasta Historical Society presented f�r
council.consideration the following Resolution signed;by.four hundred residents

"Whereas: There has long existed in the City of Redding a building
owned by that City, and now devoted to.,the uses flf a county library.
This building is set in an attractive small parlc, . wliich
is the only.park in the business part of the City, and which should
be preserved for publi.c enjoyment. . .

�G (�, to other and possibly more ad�quate quarters. .
The City of Redding has now existed for eighty-five years,
and.the prese.rvation of its history, fflr which.no present provision is ,
made is a matter of increasing urgency and public interest. �
The Shasta Historical Society exists to preserve for future
generations .the heritage of our honored past, and has collected and
desires to display for. public enjo,yment numer.ous recflrds and relics-

Now Therefore: The Board of Directors of the Shasta Historical Society

Mayor Fleharty thanked Mr. Ballou and members of the Society for their interest

� The Central Council of Labor, Shasta County, Ho L, Weingartner, re-

approval of a franchise for Pay TV, pointing out this would work untold
hardship on a large segment of the population,
City Manager Cowden advised that to date no firm had made applicatifln
for such a franchise , but should application be received, credentials
would be carefully investigated,

REQUEST FOR CAPI'I'AL OUTLAY - Water Dept.
Councilman Puryear, Chairman of the Water Committee, advised the request
of the City Manager for $30, 000. 00 for Capital Outlay for new mains and re-
placements - Water Department, had been deferred pending further studye
There was considerable discussion on replacement and piece-meal replacement
of water lines, and the Director of Public Works called atterition to the fa.ct
that wliile the department is not limited in the amount for maintenance, there
has not been any allocation for replacement and capital�outlay.
Councilman Kell�y suggested an interim increase in water rates, however this
was deferred pending submittal of Water Survey Report now being prepared by
Stone and Youngberg. City Manager Cowden indicated he would telephone Mr. �3 ��
Wells askzn� that report be submitted as so'on as' possible: Action deferred

Resolution No. 2292 be ada�ted, a resolution of the City Council of the City

The Water Department Expenditure Report for the month of N�vember was sub-
mitted t� all councilmen, arid the Chairman of the Water Coxnmittee called �j'
attentifln to the fact that maintenance costs for the first five months of this -��/
fiscal year totaled 62% of the total appropriation for this work for the entire
budget year, and this figure did not include the recent break in the water line

at Shasta and West Streets. '

It is the recommendation of the Plannin� Commission that the City Council, in

providing for the sale of the four lots on the west side of Olive
Street, being part of Benton Airport property owned by the City
of Redding, a portion of Block 22, Shasta View Addition, make it
subject to the prflvisions of the Zoning Ordinance, and particularly
subject to Section 1302 of said Ordinance; and further subject to
purchaser or developer signing an agreement to record protective
covenants, which shall include but not be limited to the following:
1. Land Use and Building Type
No lot shall be used except for residential purposes. No building
shall be erected, altered, placed, or permitted to remain on any
lot other than one detached single-family dwelling not ta exceed
two stories: in height and a private garage f�r not more than two
cars. ..
2. Architectural Control
No building shall be erected, placed, or altered on any lot until .
the construction plans and specifications and a plan sh�wing the

for recommending that the prospective purchaser or developer who is the � '
successful bidder for this property sign the above suggested a,greexnent
recording protective covenants is because of the fact that the general

character of the neighborhood wh�ere these lots are located is such that
any lesser standards would not be in keeping and character with the
neighborhood, as currently developed by the property owners in the
area.

by the Director of Public Works on about the first of April, he stated, which

Councilman Simons asked about the flushing of streets, and Mr. Marron said

of the morning. � '
ENGINEERING AID - State Funds
Director of Public Works M.�.rron explained the use_ of State_Highway Engineer-
ing Aid Funds and requested that the first project budgeted in 1956 for curb

cellation of the existing lease (expiration date March 1, 1958) on portion of
the Schuchert Building at 1322-26 Shasta.Street now oc�cupied by the Engineering

Councilmen were advised the County Planning Cornmission had requested that
City defer the sale of City owned �roperty bounded on the west by West Street,
Z� �. the north by Shasta Streetl the south by Tehama Street and on the east by the
alley between West and Court Streets for sixty days pending their further
study for a site for the new C�unty library.

SIDEWALK CONSTRUCTION - Regulations & Legal Opinion _
Under date of December 13th, City Manager Cowden submitted to all Council�

construction, including the legal pflsition of the City with regard to

The problem of contractors violatin,g the building code on Resolution No. 12 :

was under considerable discussion, and it was felt some penalty should be
given to the contractor who works in violation of the code, otherwise the
administrative officers of the City would have no control.
Mr. Carl McConnell, speaking from the floor, agreed to abide by the. decision
of the council, and stated that contractor was working,under his orders and
he agreed to be responsible for any actions of the contractor.

certificate of occupancy be issued on the Carl McConnell building Northeast �,j�
; corner of East and Yuba Streets, p�rovided, bui�lding passes final inspection:
