The Forward Redding Executive Co.mmittee, in a communication dated
October 31st signed by Paul C. Bodenhamer, Chairman, urged council
consideration that City wareh�use and corporation yard be b�ailt%. near-the -
rodeo grounds, rather than the Cyprass Avenue sitee The land is zoned �� �
industrial and is so scheduled on the._proposed Master Land Use- Plan,
the letter states, and adjoins. a sand and gr_avel plant makir�g the �area
unsuitable for- residential, commercial o� cu],tural uses, but would not
interfere_w.ith warehouse and corporation ard uses;,that Butte Street,
connecting th� area with the center of the �`ity, carries truck traffic and

Under date of N�vember l�st the City Manager submitted a resume
of the rodeo ground prop�erty as leased by the Sh�.sta County Sheriff's
Poss�, and the areaebetween Cypress and Parkview Avenues from
the Sacramento River to Market Street, together with a map showing
public land leased �or de�ded to the State or Federal Government by the
� City of Redding.

of Diestelh�rst River frontage prope 'rty lying betw�en the north Market-
Street bridge and the Diestelhorst bridge, and to the west of the Diestel-
horst bridge on the south side of the river across from Lake Redding
Park. -
A comznunication from Jim Rountree, Realtor Carl A� Williams, Inc. ,
dated October 31st, offered the Hawkey Transpartation Yard (South,
Thames and Lacust Streets), a plot of land approximately nine acres
for $150, 000. 00, flr if this site is too large, to sell approximately six
acres, with all buildings, for $135, 000;00, •

Re Replacement Sidewalks, Curbs & Gutters-Calif. & Placer
Mr. H. V. Thatcher, firxra of �'hatcher & Lowden, 1729 Calif�rnia
5treet, advised that exten�ive remodeling was being undertaken on
their building southeast corner of Placer and California Streets and
asked council_consideration tha.�t if they replaced sidewalks at tf�eir ex-
pense, if City could 'replace curbs a�d g.utters their expense. Attention
� was called to;the fact that sidewalks, curbs and gutters around the build-

WATER DEP`I'o EXPENDITURE REPORT ` . �
City Manager Cowden submitted Water Department expenditure report for the •
month of September, 1957, and advised that maintenance casts for the first quarter
of 1957-58 totaled 54% of the total appropriation for this work for the ent�ire bud-
get year.
Director of Public Works Hal Marron gave a progress report on cast iron pipe
replacement on Shasta Street from West to Pine and Shasta Street to So�th on Pine, -���
Stone and Youngberg, Financial Consultants, are preparing an analysis of wa-ter
rates and their rec�mmendations, to be subrnitted for council consideration.

Under date of November lst, City Manager Cowden called to Council's attention
that a certain number of property owners in the�Sunset Ter-race Subdivision had
used blacktop mlterial for sidewalk c.onstruction, .and that Mr.. ;Wo A, Constans,
905 Sierra Vista Drive, had requested permission�to do the,.same, Section
388 of the -Municipal Gode �of the City of Redding specifies_.that cflncrete be used
for sidewalks and Resolution #1Z, 1922, sets farth the specifications.for .the
concrete to be used. The City Manager'further advised�that no encroachment
permits had been obtained as required by Ordinance No. 445, -.
��-� Mr. Warren Srnith, 3655 'Altura Averiue, Presicl.ent� of the Sunset Terrace
Improvement Assaciation, speaking froxn the floflr, advised c�uncil that con-
struction of sidewa�ks had been discussed, however residents of the area had
turned the suggestion down; that the use flf blacktop was nflt really a substit�te
for a sidewalk, but rnerely� a walking space between the _curb and _the retaining
wall to get out of the mud, and asked if it would nat be pflssible for council to
approve a ten year temporary permit for the use of blacktop in this areao
Mr, Hal Rflberts, 3330 Sunset Drive, stated he together with fflur other prop erty
owners had a serious erosion problem; that together they had contx�acte'd with
M.,,W,.., Brown,t:o.le�el,.pr,o,perty. to.the. corner, preparatory to blackt�pping,

that dirt had been removed, in some locations; fill had been placed�in other `
locations, and the problem was now acute and that blacktopping would solve �

,Mr. C. T. Ross, . 3240 Sun�set Drive,' stated��he had l0 T/Z`ft, between the curb
and retaining wall, and requested permission to blacktop between the curb and

The Director of Public Works recom�nended permits be obtained for the
construction of four foot standard sidewalks, and the remaining distance to
property line be.blacktopped, or planted in lawn or shrubs.
MOTION: Made by Cour�cilman ,Kelly, seconded by Councilman Simons that
in the area between the back of the curb and the property�line no material
may be used for sidewalk purposes other than concrete. I:f the property
owner elects to construct a four foot minimum width concrete sidewalk in �
front of their property connected to the curb, they may use'blacktop and/or
any other suitable material to pave the area between the inner edge flf th�
sidewalk and their property line•
That those property owners. who have constructed blacktop sidewalks in the
public right-of-way between the inner edge of the curb line and the property

line since the constructifln of curbs, gutters and street paving in Sunset
Terrace, using materials other than concrete for the portion of the paving
that is a sidewalk are�:, sha11 be given a reasonable length of time for the
removal of the blacktop or other material that is in the sidewalk area.

That in regard to those property owners who sozne years ago installed blacktop ,
in the aforementioned area, the portifln of the blacktop that was removed at� the

top, insofar as the portifln of the area designated as a sidewalk is concerned:"

It was the decision of the Council that insofar as a definition of what constitutes
a "reasonable length of time", the property owner should determine what
con'stitutes a reasonable length of time, knowing the affected property owner
will cooperate fully with.the ,City in this matter;
Mayor Fleharty excused himself at this time, and turned the meeting over to
Deputy-Mayor Sixnons, who took the chair. `

City Manager Cowden advised of the meeting of the Technical Advisory Committee
in Redding on Thursday, November 7th and Friday, Nflvember 8th, California
Motel, 4660 Highway 99 South.

this to 15%.

REPORT ON SCHOOL ZONE SPEED LAW
City Attorney Cibula reported on a letter addressed to Assistant City Attorney
Ness from G. A, Strader, Deputy Attorney General, regarding speed limits
in school zones. The letter states:
"Section 511. 3 specifically provides that local authorities may
increase the 25 miles per hour limit under certain circumstances by
prov�iding a prima facie speed lirnit of 30, 35, 40, 45 or 50 miles
per hour except that such local authorities shall not increase the
25 miles per hour`'prima facie speed limit which is applicable in.ithe
vicinity �f school buildings or grounds. Section 511. 3 further provides
that local authorities may decrease the 55 miles per hour prima .
!G� facie speed limit under certain conditions by providing for a prima :
� facie speed limit of 50, 45, 40, 35, 30 or 25 miles per hour. It is : t
our opinion that the language of this section does not authorize local .
authorities to decrease the prima facie speed lixnit tfl less than 25 .
miles per houre
The fact that the prima facie speed limit near school buildirigs and
grounds has been set by the Lebislature at 25 miles per hour and
that such prima, facie speed limit cannot be changed by local auth-
orities does not, of course, preclude a finding in particular instances
that a speed of 25 mile•s per hour or even less is an unsafe speed near
school buildings or grounds at certain times and under particular
conditions. "
REQUEST DIVISIVION OF HIGHWAYS - Road across City 1�roperty
Councilmen were advised the Division of Highways were interested in providing
for an access road under the proposed new Eureka Way ove�pass from the
terznination of Oregon Street to the Pehrson property on the north of Eureka
Way. This road, if constructed, would be of benefit to the City owned property
�r�� located immediately s�uth of Eureka Way and east of Oregon St�eet, as w'eTl. as
to the Pehrson property. Map attached to a letter from Peter W, Harker,
Associate Right of Way Agent, indicated that a portion of this proposed road
would be constructed over the northwest corner of City property, and it would
be necessary for the City to make arrangements or enter into an agreement
allowing the road to be constructed, �
This request was referred to the Street Committee, for re�:ort and recommendation
November 18th. ,
