The Vote: Unanimous Ayes. , REQUEST - Operation of Armored Car Service , Mr. Merit Espy requested the granting of a franchise to operate an armored car service in and araund Redding. Under the signature o£ M. L. M. at the Golden Eagle Hotelv Guest speaker, Senatflr Regan to speak on "1957 Legislation". � � � Re Expansion of City Water Works and Di'stribution 5ystem Under date of 5eptember 25th, the State of Calif, Department of Public Health, �� q Bureau of Sanitary Engineering, submitted their recommendations on the con- templated improvement and expansion of the city water works and distribution system, � � Forward Redding Executive Committee - Re Increased Water Rates Under date of October 3rd, Paul Ca Bodenhamer, Chairman of the Fflrward Redding Executive Committee, submitted their recommendation on the pro- �� posed increased on city water 'r.ates: "That the water rates be increased � enou-gh to mal�e the water system, including replace�rien�=flf mai�s, self- . supporting; and that rates for each class of service fairly r-eflect the cost of rendering that service, " • . , The City Manager was directed to write to the Forward Redding Executive Committee regarding analysis report to be undertaken by Ed Wells, Stone and Youngberg representative. � A report on water sde�artment expenditur�s for the 1956-57 fiscal year wa,s submitted to all councilmen, showing the cost of rendering service to our existing consumers, including the monthly operatiflnal loss per customer now served and the annual operating loss per customer serveds Re River Frontage Property - T. R. Woods • �-S v Claude Caldwell, Chairman of the Recreation and Parks Commission, sub- mitted Commission's recommendatian r•egarding the proposal of T. R. Woods to sell river frontage to the City of Redding. It was the majority opinion property should be acquired if it does not affect ability of the City to acquire the Diestelhorst property. • � � Under dates of Sept. 30th and Oct. 4th, City Manager Cowden submitted to all� councilmen a'-memo r-e acqu'isition of this property. _Attentifln was-calLed property wo�ald -sell for $16, 000. 00, $1, 000. 00 down payment with=the li'alance to be ;paid over the coming years at no inter�est. Mr. Ovid Holmes, r�ember of the Parks and Reereation Commission, and speaking on behalf of Claude Caldwell, urged council consideration of Mr. W-oods' pr_oposal for the acquisition of,this land ( �proximately ten acres). He spoke of the great need for additional recreational facilities in view of the increased population in California and, more particularly, the anticipated growth of this area. Evans, Secretary to the Planning Commission, submitted _their recommendatioris on the adoption of a Master Land Use Plan by the City C ouncil. � Under date of October 6th; Sig Kriegsman, Jr. , Chairman of the R.edding Planning Commission, submitted a letter advising their C�mmission had held its second public hearing on a Master or General Plan for Land Use. ,/ The letter states: "The Planning C�mmission has not formally accepted the �`�� Planned Ind�strial Zone amendment to the Zoning Ordinance, however, this Planned Indus`trial District is included in the Land Use Plan as a guide for future development as outlined in the proposed regulations and general pro- visions of the Planned Industrial District. " The letter further states the Master Plan will become an important aid to the planning efforts of the City for the following reasons: < � . AGREEMENT - Install & Maintain Trunk 5ewer Line ' Director of Public Works Hal Marron submitted Agreement with the Redding ' Cemetery Association to permit the City to install� trunk sewer lines across two parcels of their land, in consideration for which City would construct approximate- ly 45 feet of 4 inch vitrified clay sewer lateral and.one 5 ft, le�ngth flf cast iron ,�,�� pipe with clean-out plug and necessary fittings complete and in place.
