The Reverend Ronald E. Ossmann, pastor of the First Presbyterian Church,
Redding, gave the invocation.
APPOINTMENT - C. B-. Puryear, City Councilman
MOTION: Made by Councilman Simons, seconded by Councilman Kelly that
C. D. "Bud" Puryear be appointed to the City Council to serve the unexpired
term of H. A. Holyfield. The Vote: Unanimous Ayes.
Mayor Fleharty administered the Oath of Office to Mr. Puryear, and appointed
him to serve on the committees formerly served by H. A. Holyfield, and in
the same capacity. -
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
appointment of Councilman Puryear to serve on the committees left vacant
by the resignation of H. A. Holyfield be confirmed. The Vote: Unanimous Ayes.
The meeting was called to order by Mayor Fleharty with the following members
present: Councilmen Fulkerth'', Kelly, Puryear, Simons and Fleharty.
City Attorney Cibula, Assistant City Manager -Attorney Ness and Director.
of Public Works -Marron were also present.
APPROVAL OF MINUTES:
MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly that
minutes of the regular meeting of Sept. 3rd- and the adjourned meeting of Sept.
4th be approved as mailed to each of the councilmen. The Vote: Unanimous
Ayes,
INTRODUCTIONS
Mayor Fleharty welcomed Mrs. Christine Willey and Mrs. Grace Hanson, re-
presenting the Redding Business and Professional Women's Club.
Mr. Thos. Linville represented the Redding Chamber of Commerce at this meet-
ing.
RE UNITED FUND DRIVE
Mr. Warren Smith, 3655 Altura Drive, Campaign Chairman for United IFwhds,
made the following requests:
1. Council grant permission to close Yuba Street between Market
and -Pine Sheets, September 30th, October 1st and 2nd, from
7:00 A.M. until 11:00 A.M. for "United Fund Coffee Break"
2. That Mayor proclaim week of Sept. 26th through Oct. 2nd "United
Fund Week"
3. Permission be granted to place "Red Feather Collars" on electric
light poles on Market Street, Pin:e Street, Yuba Street and Calif.
Street from Sept. 17th to Oct. 2nd, at no expense to the City.
MOTION: Made by Councilman Kelly, seconded by Councilman Simons that
Proclamation declaring United Fund Week Sept. 26th through Oct. 2nd be approved,
and Mayor be authorized to sign said Proclamation on behalf of the City. The Vote: Shy
Unanimous Ayes.
Verbal permission was granted on items one and three, Police Department to be
notified for the blocking off of Yuba Street.
PROCLAMATIONS
National Business Women's Week
MOTION: Made by Councilman Simons, seconded by Councilman Kelly
that Mayor be authorized to sign Proclamation declaring Business and
Professional Women's Week Sept. 2 i d through Sept. 28th. The Vote;
Unanimous Ayes.
Civil Defense Week
MOTION: Made by Councilman Simons, seconded by Councilman
Fulkerth that Mayor be authorized to sign Proclamation declaring
�J Second Annual Civil Defense Week the period from September 15th
through 21st. The Vote: Unanimous Ayes.
ANNEXATION - Enterprise Area #3
The Secretary of State notified that Enterprise Area #3 was officially annexed,

Z 5 to the City of Redding September 6th.
COMMUNICATIONS
State Div. of Highways request Cancellation Taxes
Under date of Sept. 11th, the State Division of Highways requested
cancellation of both installments of the 1957-58 taxes on property
purchased by them from Ernest Odermatt.
It was the recommendation of the City Assessor, Chas. Barry, this _.
request be denied as only a small portion of the property was acquired
and the acquisition did not depreciate the value of the property in any
way.
This request was referred to the Legal Department.
Request for Cancellation Taxes for Southern Pacific Co.
The City Tax Collector, Genevieve Simons, requested cancellation of the
1957-58 taxes for Southern Pacific property,. Assessment No. 4252,
in the amount of $96. 11.
MOTION: Made by Councilman Simons, seconded by Councilman Kelly
that Resolution No. 2243 be adopted, resolution cancelling 1957-58 taxes
'Assessment No. 4252 -Southern Pacific Company.
Voting was as follows:

PROGRESS REPORT - Corporation Yard Project
Under date of Sept. 12th, Mitchell Van Bourg and Associates submitted an
analysis report on the Redding Municipal Corporation Yard project. It was
their recommendation an adjourned meeting of the City Council -be called on
Sept. 30th to formally settle all aspects of policy decision.
Council approved an adjourned meeting of the City Council 7:00 P.M. Sept.
30th.
APPROVAL OF BILLS AND PAYROLL
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
Warrant Register No. 6, warrant Nos. 597-A to 598A and 694 to 778 inclusive,
in the amount of $57, 511. 26, and Warrant Register No. 6A, warrant Nos. 779
106 to 782 inclusive in the amount of $10, 144.50 be approved and paid; that salaries
August 16to to 31st, Payroll Register No. 4, warrant Nos. 3874, 4102. to 4319
inclusive, in the amount of $37, 006. 74 be approved. Grand Total: $104, 662.. 50.

Treasurer's Cash Balance
1 Councilman Simons, Chairman of the Finance Committee, reported Treasurer's
Cash Balance as of August 31st was $921, 741. 46, which sum included: $400, 000.00
in inactive accounts.

Councilman Simons advised the Director of Finance would in the future
submit to all councilmen a report on fund balances, showing amounts avail-
able in the limited and the unlimited accounts.

City Attorney Cibula outlined documents on file pertaining to this rezoning
request. There were: no protests.
MOTION: Made by Councilman Kelly, seconded by Councilman Simons that
Public Hearing on the request of .Mr. Fred Piperio for rezoning of property
be closed, and property be rezoned from existing multiple family residential
district (R-4) and single family residential district (R-1) to neighborhood
commercial district JC -1): Property located north side of Eureka Way,
bounded on the east side by property of Roberts, south by Eureka Way and
west by property of Aleck and Paterson, and on north by property of
Piepenstock. The Vote: Unanimous Ayes;

RESOLUTION - Fund Transfer Tehama St. Parking Lot
MOTION: Made by Councilman Simons, seconded by Councilman Kelly -that
Resolution No. 2244 be adopted, a resolution of the City Council of the City of
Redding appropriating $17, 340, 63 from certain appropriations and funds for
the purchase of parking meters and the improvement of the Southern Pacific
Tehama Street parking lot in accordance with the intentions of the City Council
expressed in Resolution No. 2210.

City Attorney Cibula briefed council on documents on file pertaining to
the proposed vacation of streets in the Del Mar Subdivision, in accordance
with Resolution No. 2232 adopted by Council on August 19th.
Mayor Fleharty ascertained there were no written protests nor any pro=
tests from the floor on this vacation.
Mr. K, Hazeltine, appearing as agent for the owner, requested deferrment of
the Public Hearing until the next regular meeting of the City Council.

RESOLUTION - Setting Prevailing Wage Scale • ' ' ` . ' " - -

for contractors' employees within the City of Redding effective September
17, 1957, and rescinding Resolution No, 2040 dated May 7, 1956.

Southern Pacific Company for installation of trunk sewer line, and authorizing

PROVIDING FOR THE ISSUANCE OF $650, 000 PRINCIPAL
AMOUNT OF "CITY OF REDDING 1957 SEWER. BONDS".; -
PRESCRIBING THE DATE AND FORM OF SAID BONDS AND
OF THE COUPONS TO BE ATTACHED THERETO: FIXING
THE MAXIMUM RATE OF INTEREST ON SAID BONDS AND
PRESCRIBING THE MATURITIES THEREOF: AUTHORIZING
THE EXECUTION OF SAID BONDS AND COUPONS:, PRO.-
VIDING FOR THE LEVY OF A TAX TO PAY THE PRINCIPAL
AND INTEREST THEREOF: AND DIRECTING NOTICE OF
SALE OF SAID BONDS TO BE GIVEN.
WHEREAS, all the requirements of law have-bee.ncomplied with
in calling and holding the special bond election held in the City of Redding
on April 30, 1957, at which .election the measure to issue -bonds of said
City in the principal sum of $650, 000 for .the objects and purposes here-
inafter stated was submitted to the voters of said City; and the City
Council of said City did duly and regularly canvass the returns of
said election and did as the result of such canvass. determine and de-
clare, and do hereby certify, that said measure received at said special
bond election the affirmative vote of more than two-thirds of all of the
voters voting on said measure at said election, and was thereby carried and
adopted by said election, and the issuance of said bonds by said City was
duly authorized,
NOW, THEREFORE, BE IT RESOLVED BY THE City Council of the
City of Redding, as follows: _
Section 1. This City Council has reviewed all proceedings hereto-
fore taken and has found as a result of such review and does hereby determine
that all acts, conditions and things required by• law to exist; happen and be
performed precedent to and in the issuance of said bonds have existed,
happened and been performed in due time, form and manner required by
law --,--_a and said City -of Redding is now authorized pursuant to each;.and
every requirement of law to incur indebtedness in the manner and form
as in this resolution provided.
Section 2. Bonds of the City of Redding shall issue to pay the cost
of the acquisition, construction and completion of the municipal improve-
ment of said City set forth in the following measure, to wit:
MEASURE: Shall the City of Redding incur a bonded indebtedness
(Sewerage in the principal amount of $650, 000 for the acquisition,
System) construction and completion of the following municipal
improvement, to wit: A sewerage system including
trunk sewers, intercepting, collecting and main trunk line sewers,
pipes, manholes, valves, fittings, lands, easements, and rights of way,
and all other works, property or structures necessary or convenient
for the improvement of the sewerage system of the City of Redding; .
additions to treatment plant?
Section 3. Said bonds shall be issued as hereinafter set forth, and
shall be sold in accordance with law at not less than -their-par value and
accrued interest. Said..bonds shall'.
hall be $650, 000 in aggregate principal
amount and shall be known as "City of Redding 1957 Sewer Bonds'!... Said
bonds shall be negotiable in form, and of the character known as serial,
and shall be 650 in number, numbered consecutively from 1 to 650, both
inclusive, .of the denomination of $1, 000 each. Said bonds. shall be dated
November 1, , 1957 (which is hereby fixed and: determined to be the.ldate;;_bf
the issue of such bonds`). All of said_bonds:shall bear interest from their.
date until paid at -the .rate or rates designated by .the City, •C_ouncil .of the
City of Redding at the time of the sale of said bonds, but not to exceed six
(6) per cent per annum, payable annually the first year and-t-he-reafter
semiannually. Such interest shall be evidenced by coupons attached to each
bond, and each of said coupons shall represent six months' interest (except
the first coupon, which shall represent twelve months' intere-st)' on the bond
to which it is attached. Said interest cou�ons shall be payable on the 1st
day of May and the 1st day of November/each year until and at the respective

dates of maturity of said bonds (except the first coupon on each- bond
which shall represent interest from November 1, 1957 to November 1,
1958). Said bonds shall mature and be payable in consecutive numerical
order, from lower to higher, as follows:
$10,000 principal amount of said bonds shall mature and be
_payable. on November 1 -in each of the years: 1958 and
195.9, both inclusive; =
$15,000 principal amount of said bonds shall mature and be
payable on November 1 inleach of the years 1960 to
1965, both* inclusive; 4
$20,.000 principal amount of said bonds shall mature and be
payable on November 1 in each of the years 1966 to
1973, both inclusive;
$25,000 principal amount of said bonds shall mature and be
payable on November 1 in each of the years 1974 to
1981, both inclusive; and
$30,000 principal amount of :said bonds shall mature and be
payable ,on November- 1 in each of the years 1982 to
1987, both inclusive;
Both the principal of and interest on said bonds shall be payable in lawful
money of the United States of America at the office of the City Treasurer
of the City of Redding, in Redding, California.
Bonds numbered 1 to 370, both inclusive, of said issue maturing on
or prior to November 1, 1977, are. not subject'to call or redemption prior to
their fixed maturity dates. .Bonds numbered' 371 to 650, .both inclusive, of
said issue maturing on or after November 1, 1978, are subject to call and
redemption, at the option of said City, as a whole or in part in inverse
numerical order from higher to lower, on November 1, 1968 (but not prior
thereto) and on any interest payment date thereafter prior to their fixed
maturity date or dates at the principal amount thereof and accrued interest
thereon to date of redemption, together with'a :redemption premium of 1/4 of 1%
of such principal 'amount for each year. or fraction of a year remaining be-
tween the date of redemption to the fixed maturity date of the bonds so.

such principal amount. Notice of such redemption shall be given by
publication of. notice thereof once a week for two (2). successive calendar,
weeks in a newspaper of general circulation printed and published in the
City of Redding, State of California, the first publication of which shall be
at least thirty (30) but not more than, sixty (60) days prior to the date fixed
for such redemption. After .the date fixed fort such redemption; if the' City
shall have/published notice of such redemption and shall have provided funds
available for the payment of the principal of and interest on the bonds so`

the Constitution and statutes of the State of.Gaiiforni4, and under and
pursuant to the ordinances and proceedings of said City duly adopted
and taken and a_vote and-assent of more than two-thirds of all the
qualified electors of said City voting at a-special election duly called
and held for; that.purpose. -
It is hereby-certified, recited and declared that all acts, conditions
and things required by law to exist, happen and to be performed precedent to
and in the issuance, of this bond have-existed, happened and been performed
in due time; form- and manner as required: by law, -and that the amount of
this bond, together with all other indebtedness of .said City, does not ex-

Section 6. For the purpose of paying the principal of and interest on
said bonds, the City Council of the City of Redding shall, at the time of making
the general tax levy after incurring. the bonded indebtedness, and annually
thereafter until the bonds -,are paid or -until there, is a sum in the treasury set
apart for that, purpose sufficient ,to meet all payments of principal and
interest on the bonds as,they become due, levy .and collect a tax sufficient
to pay the. interest on such bonds and such part of the principal as will
become due before -the proceeds of a tax levied, at the next general tax levy
will be available; Such,.taxes shall be levied. and collected as other City
taxes and shall be in addition to all other taxes and shall be -used only for

known,as the "19,57 Sewer Bond Fund",_ which shall be kept by the Treasurer
of said City, and all proceeds of the sale of the bonds (except premium and
accrued. interest: received on -such -sale) shall be placed by said Treasurer
to the credit of said fund and shall be kept, separate and distinct from all
other municipal funds, and shall be, applied exclusively to the purpose and
object specified in.the measure set forth, in. Section 2 ,of this resolution;
provided, however, that when such purpose and object has been accomplished,
any moneys remaining in said fund shall be transferred to the City of Redding
1957 Sewer Bond Interest and Redemption Fund and be used for the,payment
of principal of and interest on said bonds, and, provided further, that when
such purpose and object has been accompilished and all principal and
interest on said bonds have been paid, any balance of money then
remaining in said fund shall be transferred to the general fund of
said City.
Section 8. The City Clerk is directed ,to cause a sufficient
number of blank bonds and coupons of suitable gizality to be lithographed,
printed or engraved, and to cause the blank spaces thereof to be filled
in to comply with the provisions hereof, and to procure their execution
by the proper'., officers, and to deliver them, when' so executed, to
the Treasurer of said City who shall' safely keep- the same until they.. _

INTEREST Maximum six (6) per cent, per annum, payable annually the

ISSUE: voters voting at a special municipal bond election for the pur-
pose of authorizing bonds for sewerage system improvements
for the City -of Redding.
SECURITY: Said bonds are general obligations of the City. of Redding, and
said City has power and is obligated to levy ad valorem taxes

SUBMITTAL OF REPORT - Fiscal Year 1956-57
Councilman Simons, chairman of the Finance Committee, advised the Director cf
Finance had submitted Report for the fiscal year 1956-57 and recommended its
review by everyone interested as a most comprehensive report and containing much
more than cold statistics.

REPORT ON BENTON AIRPORT PROPERTY SURVEY
Hal Marron, Director of Public Works,advised the firm of Adams and Reiser
had submitted their preliminary survey on the Benton Airport property and
r this survey was now in the process of being checked.
Mayor Fleharty welcomed the new councilman and invited him to visit the City's
facilities, the water pump station, the sewage plant, etc.
There being no further business, it was moved by Councilman Simons, seconded
by Councilman Fulkerth the meeting be adjourned until 7:00 P.M. September
30th. The Vote: Unanimous Ayes.
