a. Re Tr}nity Partnership Proposal
A copy of a letter from Congressman Clair Engle dated May 7th
advised that congressional legislati.on had provided the Secretary of
Interior cantinue negatiations then in progress for the sale of :the`-
Trinity pawer potential in the form of falling water, The Pacific
•Gas and Electric Company had naw rnade an offer, the letter states, '
and such offer has been favorably recommended to. Cangress by the
Secretarye Congressman Engle stated he was strongly opposed to
the acceptance of this offer and requested, if in agreement with
him on the Trinity partnership praposal, a resalution from the'
governing body,, :expres:sing their views, would be helpful to him,

"The Council has been presented with.a proposed resolution this
evening by the City Manager and City Attorney�s Office,
This resolution is filled with policy declarat'ioris that have na't been
considered by the Council. �
This represents, wilfully or not, an invasion by the administrative
departm�nts of our City:into the policy making functi.on of the City
Council,
Unfortunately, this is not the fi.rst instance of such action` and that is
why the issue is flf some overall importance at this 'time. ' �
In this case I would recommend to Council that the proposed resfllution
be scrapped and that a council committ'ee be appointed to immediately
consider the position of the City in this matter and to make recommenda- _
� �tions for the p�sition the City should:take to serve the best interests of
the people of the City of Redding, ._
As a non-partisan body, I would further ask that the Council consider
this vitally important matter solely as to its bearing �upon the people
of Redding and our surrounding areaa Our interest should not be in
a��.�_.

CONDITIONS - Lease Agreement at Municipal Ai,rport
City Attorney Cibula advised the Civil Aeronautics Administration had submitted
a letter pertaining to the Lease with Messrs. Train and Crowe requesting the
addition of six clauses to the lease in order to meet with their requirements.
None of these clauses would make any material change in the lease, he adviseso %/,�"
A rflugh draft of the proposed Agreement with Nixon and Alimand had also
- been submitted to the C, A.A� , but to date nothing had been heard from them,
but it would be presumed these same clauses would als� have tfl be added to
their leaseo
RE CONSTR.UCTION WAREHOUSE
Councilman Simons, Chairman of the Building Committee, asked regarding the
present status of the proposed warehouse construction, and was advised the
Planning Director and the Director of Public Works had visited many corpora-
tion yards to obtain ideas on the ultimate facilities; the Planning Director .was
preparing site development plans; as sflon as this was completed the Engineer- �"Z�
ing. Department would pr.epare estimate of costs on variflus type structures,
This data would be reviewed by Mitchell Van Bourg without costs to the City, then
submitted to the City Council to determine the type structure desired.
Mayor Fleharty called attention to the council minutes of April 15th, regarding
the employment of an.ar.ehitect for the preparation af thE plans and specificatiflns,
City Manager Co r�den stated in a subsequent conversation with Mr. Simons it
had been his understanding that consideration was being given to a Butler type
building, in which case an architect would not be neetied, .
Planning Director Brenner stated it would be desirable to have the first unit
built as a warehouse, but have it so located and sa designed that it could be
later utilized as crew headquarters or garage.
