The meeting was cal.led t� order by Mayor Fleharty with the following council-
men present: Fulkerth, Holyfield, Kelly, Simons and Fleharty. City Manager
Cowden, City Attorney Cibula, Assistant City Attorney Ness, Director of
Public VtTorks Marron, Planning Director George Brenner, Engineer. Don
Sixnpson, Assessor Charles Barry, and Parks and Recreation Director Merritt
Nelson were als� present.

ORDINANCE NO. 523
An ordinance calling a special Municipal Bond Election in the City of Redding for
for purpose of submitting to the electors of said city the measure of incurring a
bonded indebtedness of said city for the acquisition, construction and completifln
of the following municipal improvement, to wit: sewerage system; declaring the
estimated cost of said municipal improvement, the amount of the principal of
said indebtedness to be incurred therefor, and the maximum rate of interest to
be paid the�eon; making provision fflr the-levy and collection of taxes; fixing the
date of said election, the manner of .holding the same, establishing election pre-
cincts, polling places for said election and appointing boards of electifln therefor,

' WHEREAS, the City Council of the City of Redding, by resolution duly
passed and adopted b•y affir.mative vote of more than two-thirds of all of its
members, did determine that the public interest and necessity demand the
acquisition, construction and. completion of the municipal improvement here-
inafter mentioned, and did further determine that the cost of said proposed
municipal improvement will be too great to be paid out of the ordinary annual
income and revenue of said municipality, and that said municipal improvement will
require an expenditure greater than the amount allowed therefor by the annual tax
levy and will require the incurring of a bonded indebtedness therefor, which
resolution w.as duly entered on the minutes af said meeting of said City Council,
and is now on file and of record in the Clerk's office of said City; now, there-
fore, .
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN as follows:
Section 1. A special municipal bond electi�n be and is hereby ordered and
will be,held in said City of Redding on Tuesday, April 30, 1957, at which election
. shall be submitted to the qualified electors af said City the question �of incurring
a bonded indebtedness �f said City for the �bject and purpose set forth in the
following measure, to wit: ' �

, The estimated cost of the municipal improvement set forth in said measure is�the
sum of $850, 000, and the amount of the indebtedness proposed to be incurred for
said municipal improvement is the sum of $650, 000. The estimated cost of
said improvement is--based upon the assumption that the City will contribute
approximately•$200, 000 from its general fund in aid of said improvement and
said estimated cost accordingly ind ades the application of the proceeds of the
sale flf said bonds tog-ether with said moneys to be contributed from the general
fund. In the event it appears inadvisable or inappropriate to 'contribute all of�
said moneys from the general fund, the City Council reserves the right to reduce
the work to be done to that capable of being constructed from the proceeds of the'
sale of said bonds. The estimated cost of said municipal improvement if con-
structed solely from the proceeds of the sale of said bonds is $650, 000 and.the
City will not incur bonded indebtedness therefor in excess of said sum. It�is
however the present intention of the City Couneil to increase the work to be done
by said conternplated contribution of approximately $200, 000 and accordingly the
estimated cost of said improvement is the sum•of $650, 000 plus the amount of
said contribution by the City.
Section 2. The City Council does hereby submit to the qualifiec�
electors of said City of Redding at said special municipal bond election the said
measure set forth in Section 1 of this �rdinance, and designates and refers�to
said measure in the form of b'allot hereinafter prescribed for use at said election.
(a) Said special municipal bond election shall be held and con-
ducted, and the votes thereat canvassed, and the returns thereof made, and the
result thereof ascertained and determined as herein provided and in all parti�culars
not prescribed by this ordinance, said election shall be held as provided by law
for the holding of municipal elections in said City.
(b) All persons qualified to vote at municipa]. elections in said
City of Redding upon the date of the election herein provided for shall be qualified
to vote upfln the measure submitted at said special municipal bflnd election.
(c) The polls at the poliing places hereinafter designated shall be
opened at seven o'clack AM of said day of election and shall be kept open con-
tinuously thereafter until seven o'clock PM of said day .of election, when the polls
shall be closed (except as provided in Section 5734 of the Elections Gode), and the
election officers shall thereupon proceed to canvass the ballots cast thereat. '�

(d) For the conduct of said special municipal bond election the City ��'JC
of Redding is hepeby divided into seven (7) special election�precincts, and the
general state and ;county electian precincts into which said City is divided for
general state and county election purposes are hereby consolidated as herein-
aftex provided, to wit: the election precincts hereinafter de'signated by numbers
, are:the election precincts as now established of record by tlie Board of Super-
visors of�Shasta�County, State of�California, for general sta�e and eounty election
purposes in said City of Redding, and the consolidated rnunicipal election precincts
hereinafter designated by letters consist of one�or more of said general election
precincts so numbered and designated for general electian purposes in the City pf
Redding by said Board of Supervisors of Shasta County. Said consolidated pre-
cincts and polling places therein and the electifln officers appointed to conduct said
election thereat are as follows:

� Section 3. The City Council proposes to issue and sell bonds af
said Ci'ty of Redding for the object and purpose, but not exceeding the amount,
specified in said measure, if twa-thirds of the qualified electors voting on such
measure at said special municipal bond election shall vote in favor of said
measure. Said bonds shall be negotiable in fflrm and of the character knawn
as serial, and shall .bear interest at a rate not to exceed six .(6) per cent:per
annum,' payable semi-annually (except that interest for the first year after the
date of'the bonds may be made payable at or before the end of said year). Pro-
vision i:s hereby made for the payment of:the principal of and interest on. said
bonds as follows: At the tirrte �of making the general tax levy, after incurring
the bonded indebtedness, .and annually thereafter until the bflnds are .paid; or
until there is a sum in the treasury set apart for that purpose sufficient:to
meet all payments of principal and interest on the bonds as they become due,
the City Council of the City of Redding shall levy and collect a tax sufficient
to pay the interest on the bonds and such part of the principal as will become
due before the praceeds of a tax levied at the f.iext general tax levy will be
availabTe; provided, however, that if said bonds are authorized to be issued
at said 'election, and it is expected that all or any part of said bonds will ;be _
sold at such time that the principal or interest on such bonds will become
due before the proceeds of a tax levied after such sale would be available� to
, pay such principal or interest, the City C�uncil at the time of fixing the annual
tax levy., may levy a tax in an amount clearly sufficierit to pay that portion of
the principal of and interest on said bonds which it is expected will become due
bef�re the proceeds of the next succeeding tax levy will be available.' If the
earliest:maturity of the bonds is more than one year after the`date of issuance
the City;Council shall levy and collect annually a tax sufficient to pay the :interest
as it fal�s due and to cons'titute a sinkin� fund for the payment of the principal on
or befor�e maturity. Said�taxes shall be levied and collected as other City taxes
and shall be in additi�n to'all other taxes, and shall be used only for the payment
of the bonds and interest. ' �
. Section 4. The City Clerk of the City of Reddirig is hereby directed,
upon the: passage�and adop'tifln of this ordinanc�e, to publi�s;h the same once: a day
for at least seven (7) days in the "REDDING RECORD-SEARCHI.IGHT" (t:he
official, newspaper of said'City), which is a newspaper of general circulat:ion
published at least six (6) days a week in said City of Redding, and such p�blica-
ti�n shall constitute notice of said election. No other notice of the election hereby
called need be given.
Section 5. This ordinance shall be forthwith entered upon the minutes
of this City Council and in the Ordinance Book of said City. This ordina�ce,
being an ordinance calling and ordering an election, shall take effect from and
after its final passage and approvalo

INTRODUCTION
Mayor Fleharty introduced Mr. Chas. Bull, representing the Chamber of
Commerce, and advised that Mr. Henr:y Keefer would also be in attendance
later in the evening as a representative of that group. .
SUNSET TERRACE AS5ESSMENT DISTRICT - �� 'j�
` Mr, Harold Finkler, representing the Sunset Terrace Improvement Ass'n. ,
filed •with the City Clerk petitions for the formation of an assessment district
under the Improvement Act of 1911 for street improvements Sunset Terrace
Subdivisifln Units Nos. 1 and 2. This improvement would be the .installation
of concrete rolled cui:bs and gutters, base preparations, 1 1/Z" plant mix
surfacing, 6" concrete vertical curb around park areas, and miscellaneous
drainage structures, Petitions were signed by seventy three property owners,
Mr. Finkler stateci, representing over sixty per cent requested by the City.
The City �ttorney was directed to contact Mr. 5turgis as bond attorney, to
prepare the necessary Resolution of Intention to form an Assessment District.
COMMUNICATIONS ���
Fluoridation of Water ``
Robert E. McKenzie, D.D.S. , requested that a group of representatives
of Northern Calif. Dental 5ociety meet with council to discuss the feasibility
for establishing a program f�r adding, fluoride to Redding's water supply for
the prevention of tooth decay, .
This matter was referred to Councilman Holyfield, chairman of the Water
Committee, to arrange a joint meeting with dentists and council. Dr.
McKenzie stated it v�ould take approximately one hour to present the program,
. adequately handle the question and answer period.

/ / Annexation - Enterprise Public Utility District
�U�'J` A cornmunication dated March 25th, signed by Paul Hague, Chairman,
and T�m Davis, Secretary, Enterprise Annexation Committee, advised
the County Boundaries Commission had approved proposal to request the
annexation of the entire Public Utility District of Enterprise.
A list of ten questions were submitted and it was requesbadthese be answer-
ed before the committee proceed�:.t� with the circulation of-the Petition for
annexation. Mayor Fleharty stated many of the questions submitted were
;;"t:::-p`ol�i�c�.y:•.de:ter-:rriin�tion by the City Council, and it was suggested there be a
study session. A tentative time-table will be submitted.
� Request of H & H Flying Service - Rental Cars
��� Under date of March 27th, Mrso. Al-ma Hinds, �H & H Flying Service, re-:
�%1 ���`� quested permission to operate a rental car business to provide rent car:
�r� � service for Benton and Municipal Airports from a central down town .
location, with the principal place of business the H & H .office at Benton
Airfield. Avis rent car franchise far the Redding area had just recently,
been giv�en to -them, the letter states..
Mr. Chas, Bull,, owner and operator of the Yellow Cab Company and Hertz
Rent-A-Car Agency, stated he had operated rent ,cars in Redding since
1949 and had incorpor.ated this business with th'e' Yellow Cab busin-ess
as tlie only feasible way the business could be operated. He now applied
ver.bally for an .exclusive franchise to `operate a rerital car business in the
City of Redding, and would submit an application in writing the next day. .
He proposed a payment to the City of $100. 00 per month, flr $l, 000. 00
per year, or a percentage of the gross, whichever amount was the greater.
He requested council '"'reject tlie proposal �f Mrs. 'Hinds, who is'not in
the rent car business, and accept the proposal of a man who is. "
This subjec.t w.as referred to the Airport Corr}mission for report and
recommendation. .
Request for Sewer Connection Enterprise.Area
�!� Standard Oil C�mpany,. under date. of March Z8th, requested permission to.
connect a line to the sewer main lo.cated on the south. side of Highway No.
44, Enterprise, to_ serve leased interest in Lots 1 and 2 of Bloek 3, Cypress
Subdivision. (Outside of City Limits) . . " "
The City Manager was directed to write to Standard Oil Company that re-
�quest had been denied because of an established policy that only areas
within the city limi�ts would be. served,, due to inadequate facilities existing,
throughout many sections of the city.

Recreation and Parks Cammission Recomznendations
�� Landscaping of Median Divider Islands
Recreation and Parks Commission submitted plan fflr landscaping
of the intersection islands of Highways 99 and 44 at the south
entrance to the City of Redding, and M-r.� Nelson, Sup't. of
Parks and Recreation,posted a map showimg area involved and
briefed the proposed program.
MOTION: Made by Councilman Holyfield, seconded by Councilman
_ Kelly that the recommendations of the Recreation and Parks
Commission be approved, and City accept the responsibility for land-
scaping the area involved, the Division of Highways to be so informed.
The Vote: Unanimous Ayes.

Simons that the City Attorney be authorized to prepare a Lease be-
tween O. David Scrimshire and the-City for playground adjoining

Request Redding Employees Association • �z��
The City of �Z.edding Employees Association, under date of March 28th,
submitted letter requesting a raise incr•ease to all exnployees, other than
departrnent heads of 15%, and that a survey of wages and salaries be ,
undertaken through,facilities-.of the State of• California Personnel �Board. ' -
Letter was signed by George C. Moore, president of the association,
and 128 City employees.
Under date of March 28th,:. Ci_ty Manager Cowden.submitted. to all_council-
� men report regarding the present salary structure, together with charts
showing.(a) the total costs .to the City for the years shown for saiaries,
including .retirement pay,. .holiday and vacation pay, and merit salary in-
creases, and (b) the additional costs to the City if Council should elect �
to approve a ."blanket increase" to City employees on a percentage basis,'

Louis J. Kroeger and Associates, or other qualified management con-
sultant firms to conduct a job classi£ication survey and develop a well
integrated basic pay plan.
Any increases in salaries of necessity could not be put into effect during �
the current fiscal year, Mayor Fleharty stated, however councilmen were
of the opinion that if salary increases were warranted they could be made
retroactive to July 1, 1957. -

ESTe OF POLICY - Formation Assessment Districts
�� � Mr. Hal Marron, Director of Public Works, suggested that Council adopt a policy
establishing the use of the 1911 improvement act for the formation of assessment
districts not covered by the Subdivision Ordinance. This could include streets,
sidewalks, alley and drainage improvements, but would exclucle water and sewer �
improvements.. City to contribute 1Z 1/2°jo of the total costs of the improvement.
He further suggested the City set up a revolving fund, that City could purchase
warrants of small assessment districts when cost, of. imp'rovement was $5, 000. 00
or less. This would be a separate budget item, over and beyond the-street main-
tenance budget, and City's participation would be limited to the amount in the '
budget. - .
A motion was made by Councilman Simons and seconded by Councilman Kelly
auth�rizing the City Attorney to prepare a Resolution on the formatiori �of small
� assessment districts and the establishment of a palicy; but this 'motion and
second were withdrawn pending further study of this matter..
Mr. John Claybflurne, 1813 Linden Stree:�, asked how residents of the Boardman
Addition could obtain much needed imprbvements. He stated there were no
streets, open sewers, and drainage from the�.dump caused this to be a critical
year-round problem.
Mr. Marron stated in a case such as this, an asse"ssment district could be formed
under the 1911 Act, and the City could conceivably is�sue and buy the warrants
for a longe,r period of time, extending the pay-back period. Action deferred until
next council meeting. .

on the insurance program for the City.
1. That the fire insurance remain with Nye & Oxley on the basis of .
51% of the coverage with the balance to go to the Insurance Agents
Association for division among the other agents, in return for which
Nye � Oxley would continue to service entire insurance account, other
lines as well as fire.
2. That all other coverage carried by the City should go to bid when the
renewal dates c�me up. This would include at the present time the Blanket
Honesty B�nd and the False Arrest policy which was renewed by Nye &
Oxley on March lst.
He further asked consideration for plate glass coverage for the Municipal Air-
port and Moneys and Securities Coverage.
