The meeting was called to order by Mayor Fleharty with the following members present: Councilmen Fulkerth, Holyfield, Kelly, Simons and Fleharty. City Attorney Cibula, Assistant City Attorney 1Vess, City Manager Cowden, Direct�r of Public Works Marron and Planning Director Brenner were also present. SITE - NATIONAL GUARD ARMORY � A memorandum from the City Attorney dated February 25th recommended the City tender a long term lease if the site for the National Guard Armory ' is on City owned property. He states "Although the City is normally re- �-G'r� stricted to 25 years in its powers to give a lease to property, Section 37392 of the Government Code specifically permits a lease up to 99.years to the State Adjutant General for military or armory purposes, .for not to exceed 99 years --- " ,, . MCTION: Made by Councilman Holyfield, seconded by Councilman Kelly that the recommendation of the Planning Commission be accepted, and site for the National Guard Armflry, located on the south side of South Street � West of Pleasant Street extended, and having an area of approximately four , acres,� be approved (site in accordance with map previously submitted). Legal description of the site. was ordered and form of g�vernment lease for a ni�,t-yn�i�ne (99) year period to be prepared by the City Attorney. The Vote: Unanimous Ayes. PR.OPOSED ORDINANCE - Parking & Loadi�g Zones �"/�� City Attorney Cibula submitted proposed �rdinance No. 518 relating to park- ing and loading zones at 1725 East Street, Church of the Nazarene. Councilman Holyfield offered Ordinance Na. 518 for first reading. RE LOADING ZONE5 - Downtown Hotels ' �/� MOTION: Made by Councilman Kelly, seconded by Councilman'5imons that the recommendatiflns of the Parking Commission (their letter to Council dat�d February 14th) and the City Manager be approved regarding loading zones and respacing of parking meters at the following locations: Lorenz Hotel, Golden Eagle Hot�l and the Temple Hotel, and the City Manager be directed to carry out instructions as directed. The Vote: Unanimous Ayesa RE ARCHITECTURAL CONSULTANT , �,a� � City Attorney Cibula submitted a copj� of a letter sent to Mr. Milton T. � Pflueger, architect, 580 Niarket Street, San Francisco, in accordance with instructions of the City Council under date of February 18th. (Copy of letter on file with the City Clerk). RE GENERAL OBLIGATION BOND ELECTION �,JC'� City Attorney Cipula submitted a Resolution of Intention. to hold a sewer bond electi�n prepared by Mr. Harrington,bond attorney, together with a tentative timetable for election. Mr. Paul Bodenhamer, chairman of the Forward Redding Executive Committee, stated his committee was of the opinion that all action on an election should be deferred pending submittal of the financial report by the firm of Stone and ' :` Youngberg, financial consultants to the City,; That a bond election would be more `.�.';;,;; attractive to the voters if a complete program was presented for the construction of city hall, auditorium, streets, storm drains, water and sewer facilities, to- gether with plans for the acquisition of land and facilities for the parks. He further questi�ned what affect a bond electiori at this time would have on lease- purchase. e�",'A . A.�:s.��� � George A. Martin, M. D. spoke ci:a the overwhelming health problem faced y),�� by the City with water pollution, stating this must be cleared up at the first `a possibile opportunity. "�oday is too late, it s.>�uld have been done yesterday" he added. Mayor Fleharty stated he had always considered sewers as the number one problem.of the City, however very serious thought should be given to tlie opinions of the Forward Redding Committee. ' A meeting of councilmen and the Forward Redding Executive Committee was scheduled for Monday, March 4th, 2;00 P.M. C.ouncil Chambers, City Hall. �°� PROPOSED ORDINANCE - Holding Period 2nd Hand Goods � City Attorney Cibula presented proposed Ordinance Nb. 519 relating to the holding period for second hand goods, changing the holding days from ten days to three days. It was requested Ordinance be amended to read "excluding Sundays and Holidays". Councilman Kelly offered Ordinance No. 519, as amended, for first reading. �r� WATER SERVICE TO A PORTION ALTA SUB'D. , Ir► Mr. Hal Marron, Director of Public Works, advised Affidavit regarding the City's obligation to serve water to the Alta Subdivision had been received. MOTION:� Made by Councilman Simons, seconded by Councilman Kelly that the Affidavit of former Councilmen Ray Lowry, Broderick Haskell, ,Iv�an Dunlap and Carl Williams be accepted as proof of commitment by the City t:o furnish water to the Alta Subdivision and consumers of water therein for that portion thereof lying between U. S. Highway N�. 99 and to the West thereof to the railroad tracks of the Southern Pacific Company, ending with m Lots 6 and 7, Block 3 on the South; and the recommendation of the Director of Public Works be accepted that an assessment of $1. 50 per front foot of property be levied, plus the following: $75. 00 for the installation of 5/8" x 3/4" service 100. 00 for installation of 1 " service 150. 00 for installation of 1 1/Z" service : 225. 00 for installation of 2" service to said consumers in that portion of the Alta Subdivision as �ierein mentioned. Voting was as follows: Ayes: Councilmen - Fulkerth, Holyfield, Ke11y, Simons and Fleharty Noes: Councilmen - None Absent: Councilmen - None There being no further business, it was moved by C�uncilman Simons, seconded by Councilman Holyfield that the meeting be adjourned.
