The Reverend Dennis Rickard, pastor of the Christian Church of Redding, gave
the invocation.
The meeting was called to order by Mayor Fleharty with the following members
present: Councilman Fulkerth, Kelly a.nd Fleharty. Absent: Councilmen Simons
and Holyfield. City Manager Cowden, City Attorney Cibula, Assistant City
Attorney Ness, Planning Director Brenner, Director of Public Works Marron
were also present. .
MIIVUTES - PREVIOUS MEETING • � �
MOTION: Made by C�ouncilman Fulkerth, seconded by Councilman Kelly that
the minutes of the pr�vious rizeeting of February 4th be approved a� mailed to
each of the councilmen� The Vote: Unanimous Ayes.

WATER SERVICE TC7 PORTION ALTA SUB'D. �
Mr. Broderick Haskell, realtor, spoke on water service to a portion of the
Alta Subdivision, stati•ng he lcnew City's policy to not make further water con-.
nections outside the City lirnits. Mr. Haskell presented Affidavit, un�signed, ���—�
stating the council's intention in 1941 to serve that portion of the A�lta Subdivision
then being serviced by the California Water Company. (Affidavit, to be signed by
Carl Williams, Broderick Haskell, Ray L�wry and Ivan Dunlap, couricilmen in
1941, to be filed Tuesday). • � �
City Attorney Cibula ad�ised that a search of the minutes of this period, Yshr,w-ed �
no entry to this effect, and Mr. Haskell advised it had been an informal agree-
ment. Mr. Haskell further stated the portion of the Alta 5ubdivision in question
was west �t3f'$-iighway 99, between the Highway and the railroad tracks, south to
and including Longfellow Furniture Company and north to the city limits.
Mr. Cibula requested that Affidavit, when filed, contain exact descriptifln of
property involved by lot number, if possible. Mayor Fleharty advised Mr, Haskell
that if the City was obligated, there would be water connection, if there was na
obligation on the �art of the City, there would be no water connection,

Request of 20-30 Club to Paint Signs B�siness Intersections
MOTIOlV: Made by Councilman Fulkerth, seconded by Councilman Kelly
that the request of the 20-30 �Club of Redding to paint "Watch Your Step"
signs on school and downtown business intersections be granted. The
Vote: Unanimous Ayes. -��
.. Mr. Bo�b Richards, speaking from the floor, advised there w�uld be no �.
cost to the City, and was an aid to pedestrians only.
Mayor Fleharty. commended the Service Clubs on their public spirit,
stating that "Progr.ess comes hard and sl�w" but the activity in the
public playgrounds were now reflecting the generosity of community
effort.

Re Parking Problems Shasta C�unty. Court House
Under date of February 12th, Bill G, Minton, County Executive
Officer, County of Shasta, requested cflnsideration on the parking
problem around the Shasta County Court House. It was his request
regular parking strips be painted on both sides �f Yuba St. between
C_our:t.:and V1+est Streets, and on Butte St. between Court and West
��� Streets, with the exception of the loading zone. A loading zone
area (30 minutes) was also requested, immediately north of the �
Court House on Butte Street, 35' long, to be designated as a lo,ading
zone Monday through Friday from 8:00 a.m. to 5:00 p, m.
This request was referred to the Parking Commission, and if
recommended by them, it was requested the City Attorney prep.are
the necessary amending ordinances.
Request for Exemption on Taxes
Mr. D. B. Rickard, minister of the Christian Church 2391 Placer
St. , advised the Church had purchased property from J. H. Trisdale
in March, 1956, however, due to legal difficulties did not secure a
deed to the property in time to file for tax exemption� He requested
J�� tax exemption.
Mr. Barry, City Assessor, advised exemption on the 1956-57 taxes
� had not been granted as property was:not recorded in their name until
after the first Monday of March, as required by law. Tax amount in- .
volved, Mr. Barry added, was $98. 62. -
This m�.tter was referred tfl the City Attorney for report and recommend-
ation at the adjourned meeting of the Council February 25th, Rever,end
Rickard to be notified if any action will be taken at this meeting,
Card Tables - Name on Existing License
MOTION: Made by Co uncilman Kelly, seconded by Councilman Fulkerth
that the rec�mmendation of the Chief of Police be approved, and license
��!I for card table be issued in the name of Mr. Thomas W. Loftus, Roosevelt
Club. (This is an existing card table license now issued in the name of
J. Buchea). The Vote: Unanimous Ayes. .
Protest - Traffic West & Eureka Way
�,- Mrs. Harriet M. Henderson, 1157�::;.r West St. , requ�sted council to study
the traffic pattern at the corner of West and Eureka Way, with.particular
/� t�'' � attention to be given to the Triangle Drive-In traffic.
This letter was referred to the City Manager, the Director of,Public .
Works for conference with the State for recommendation on this tr.affic
situation.
Re Architectural Consultant Agreement ,
Mr. Milton T,. Pflueger, architect located 580 Market St. , San Francisco,
advised he had noted the appointm�nt by Council of the firm of Mitchell
j Van Bourg and Associates tfl act as architectural consultants to the City
`�,� �G of Redding. He further advised he had submitted sketches and drawings,
and had charges of approximately $2, 00.0. 00 against the program of .
community projects for the City. He further asked to be advised if
their firm was no longer under consideration, and if so, what were the
circumstances that caused the termination.
City Attorney Cibula advised there had been no agreement with this
firm, and was directed by the Mayor to so infflrm Mr, Pflueger. .
Parking Commission Recommendations
Under date of February 14th the Parking Commission submitted the
following recommendations for council consideration:

that the City Attorney be authorizecl and directed_ to pr`epare the necessary
ordinances in. accordance with the recommendations of the Parking
�flzr,rnission as itemized, for council action at the adjourned meeting

� . Request of, Forward Redding-EXecutive�Committee �
A communication dated February 18th sign�d hy Paul C. Bodenhamer,
Chairman of the Forward Redding Ex�cutive G�mxnittee, stated that
because the civic planning work was now approaching its final stages�,
their eommittee had voted t� request the council to direct the City
Manager to att•end t•he Forward Redding Executive Committee mieetings
as a means of maintaining close liaison. Meetings are held from 4:00 �f�+�
to 5;30 p. m. on Mpndays, Gfllden Eagle Hotel. ��-'

City Manager�Cowden advised that Mondays'were"a ve'ry difficult day •
at the City �Hall, due�to Council meetings, and Planning Commission
xneetings, however s.ome talk was made -by the Forward'•R.e�lding' -g'roup'
that theix m�eting day xnight be changed to Tuesday.
� Council .suggested that the City Manager, Mr. Ness, or Mr, Marron '
try with diligen:ce to attend these meetings, stating�however, there would
be times when the City Manager would beunable to attend.

SITE - NATIONAL Cr�UARD ARMORY
Planning Director George Brenner submitted map,of the proposed site for
the National Guard �rmory, and advised the Planning Commission desired
Council to consider this location and to further give an indication of their .
collective thinking whether site location should �be conveyed�by deed; �as> opposed
to a long-term lease. Propos,ed site would contain 4 acres, approximately.

Major Richard Riis, speaking from the floor, advised that April l st was the
budget fund allocation, and stated it was hoped recommendation on the site
could be submitted before that time that building program was not deferred
for this area. He stated further, deed to property was preferred, however.
a 99 year lease would be acceptable. , � .

Benton airport facilities, in which case consideration could be given that tli'e �
armory be located on the east side of the existing facilities.

the matter of the proposed site for the National- Guard Armpry be presented to

the Planning Commission next Monday night to finalize the future site and tfl
obtain specific distances by metes and bounds. The Vote; Unanimous Ayes.
RE SEWER CONNECTION.ON WALN.UT. AVENUE.. -�� � �-
Director of Publ'ic Works Marron recommended to Council that it would be
possible t� connect the McGraw property, Z035 Walnut Street, to the sewer,
and if and when 'they were desirous of making such a .connection, the City. -
��� secure the necessary easements to construct a 6" sewer from Olive Avenue
to the easterly boundary of the McGraw property. This tfl be at City's expense.
He further stated it would be the obligation of the property owner to extend
sewer from their property to the street.

Mr. Marron advised report will be ;completed sometime this week,- that there
were sixty-seyen miles .of street within the City, with 95% deficienc.y. �
ORDINANCE - Planning Commission Meetings
A communication signed by George Brenner, Secretary to the Planning Com-_ �
mission was submitted, advised the Commission .approved proposed Ordinance:

Ordinance No. 515 be adopted, an ordinance which prescribes the time and place
of ineetings of the Planning,Commission of the City. of Redding. .

City Attorney Cibula presented a pr�pose�d Ordinance No. 517 relating t� the
Unifflrm Building Code and the permit fees to be charged ther-eunder and ex-
em�ting certain agencies from payment of said fees. / �.

the full reading of Ordinance No. 517 be waived, and the City Attorney be �

LEASE EXTENSION - Shasta Cascade Wonderland � . � .
MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly to approve
the extension of Lease for one year with the Shasta-Cascade Wonderland Ass'n.
and the M�ayor be authorized to sign said lease extension on behalf of the City. �`'�/

BELLA�.VISTA WATER DISTRICT
City Attorney Cibula advised that the Board of Supervisors had excluded all
property in the Bella Vista Water District of property owners wh� had �rotPste"d�. � "
The District now having been formed, the City Attorney advised, we can�now
get information from the government what can be done, and submit recommendation -���
to the City.
Mr: Frank Magaldi, realtor, speaking from the floor, advised he had a client
interested in leasing a portion of the airport land for industry, providing proper
ruling could be obtained from the Civil Aeronautic Administration.
City Attorney Cibula advised if the City had a concrete proposal to submit to C.A.A.
it would not take long for approval or disapproval. �/�
Mr. Magaldi was advised to work with City Attorney Cibula on this proposal for
presentation to the C.A.A.

SUNSET TERRACE STREET IMPROVEMENT
City Attorney Cibula advised the Sunset'Terrace residents desired to form
an assessment district, and requested council recommendation on the formation
of the district. under the 1911, or'the 1915 Bond Acts. The 1911 Act, he stated,
bonds each piece of property individually, tlie 1915 Act bonds the district as a
whole. - ` - .
A resume of previous action by the Council on street improveinent to this area
was submitted, and council reiterated that City would be obligated to Z5°jo of
� j,� total cost of project.

MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth that '
the City Manager be authorized to contact Mr. Wells, �representative of the
firm of Stone and Youngberg, financial consultants to the City, for the purpose
of getting his report on evaluation of the Sunset Terrace District for bonding
purp�ses. .
