MINUTES - PREVIOUS'MEETING
MOTION: Made by Councilman Hol'yfield, seconded by Couricilman Fulkerth
that the minutes of the previ�us meeting of October 15th be approved as
mailed to each of the councilmen. The Vote: Unanimous Ayes. �
RE SUNSET TERRACE IMPROVEMENTS
Mr. Harold Finkler, representing tYie Suriset Terrace Improvement Ass'n. ,
requested extension of time that contact could be made with all property
owners on the proposed improvem�nts to their district, �

that the request of Mr. Finkler be granted for extension of time on proposed
street improvements under Ordinance No. 455A to the first day of February,

Mr. J. A. McKenna submitted a letter requesting water service to
his property Lot 2, Block 9, Alta Subdivision, stating that in March,
1948 arrangements had been rnade with the Argonaut Liquor Company
to,tie into their water main aft�r an agreement had been made with the
City that water would be supplied, ��y `

Protest One-Way.Street Pattern, Market & Pine - ,
Mr. E� F. Parker, owner of Hotel Redding Barber Shop lpcated at
Market and Sacramento Streets, protested the proposed one'-way traffic 3 j,`
for Market and Pine Streets as being detrimental to hotels, and as many ��
of his customers wer.e .guests�of the hotel, that his business w.ould suffer.
Re Library Park and Retention of P�alm Trees � r - ,
The American Legion Auxiliary, Shasta Unit No. 197, Reddin,g, advised
they had voted unanimously to go on record oppo5ing the removal of the
Library Park as a park, _ _. .
The Shasta Historical Society adopted Resolution protesting the removal
of the palms at the rear of the county library building and the conversion "�`.��
of the Library Park into a parking lot. �

Councilman Fulkerth read a communication received by him from Phillip
Flynn, M, D. , Pathologist of Z005 Court Street, regarding th�ree epidemics
in Redding since one year ago. The letter states "The.point is that perhaps .
we have been fortunate in being invalved with a few epidemics of�relatively
mild diseases. This should serve as a warning that .we could become involved �I�'
with a water-borne disease of more; serious magnitude. At the present time,
aur water sources as well as sewage disposal are entirely inadequate and we
will continue .tfl exper.ience further:epidemie,s,. -;If this-ar.ea gr.ows as anticipated,
it is time to start planning now to avoid a. catastrophe, !' ,

with the recommendation of the two city officials, the Fire Marshall and the
Building Inspector, regardin,g condemnation proceedings on the two sub-standard
structures located at 2Z18 Railroad Avenue and rear of.property .173Z East St, `���

Mrs. Edith Hill, owner of property Z218 Railroad Avenu,e, b;e gr;�:n�ed a ninety
day extension of time from this date, of execution of condemnation action th�at
tenants have this time to build; demolition to then start immediately. The Vote:

MOTION: Made by; Councilman Simons, seconded by Councilman Holyfield that
Mr. Carl Lechner, owner of storage shed rear of property 173Z East Street be
granted a ninety .day extension of time from this date, .for order-of execution of

of the �City of Redding have been queried regarding its possi�ble effect -
on their depar.tmental operations,. and busines,smen as wel-1 as4pr•ivat�e
citizens�have been approached for their viewpoint and suggestions. In
some instances �there has been a marked diuision,of �opinion, in other
instances a majority was in favor of the on-street parking plan, :espe.cially
on a trial basis. . .It seemed to.be the.;gener-al,concensus.,that;feas.ibility of

the plan could best be determined by �a tr.ial,period w.here�the-�.plan•.�could
be put into effect as soon as possible, . , �
It is interested to note that the National Retail Drygoods Federation

In conclusi�n, we wish to .point out that the implementation•of this' pr.oposed
program is rec�mmended on a temporary and./.or tria�l basi;s�, -aithoughr�
experience may well-prove that its va�lue in al�leviating our critical park-
ing deficiences may_prove to be so gratifying as to merit reconsideration
at a later date by your honorable body for retention, at least until such

RE ARCHITECTURAL PLANNING
The following is a communication addressed to the City Council, dated
September Zlst from Mitchell �Tan Bourg and Associates:
After my early meeting with tHe Forward Redding Executive Committee
and again recently with a joint session of that committee and your
city council, I would like to state that I am �eeply impressed with
the attitude and`insight of your group. �
At the request of your city manager, Mr. Robert Cowden, I am
. pleased herewith to off�r the professional services of `our organization
on your community projects which may be defined in terms �f the
following phases: '
1. Overall planning, including locati�nal and programming l

2. Preliminary economic an`d financing'analyses �
3. Preliminary architectural studies, including evaluation
of alterna�tive possibilities with relation to Phase 1 and 2

City Manager Cowden recommended that needed repairs to the roof of the

� RE.WATER SERVICE - Sunset Terrace Unit # �
Assistant Ci ty Attorney Ness pre'sented a com unication from the City
Manager on the recommended reimbursement o Mr. Tom Woads when
additional service is requested for service fro water line iristalled under
Work Order #37-W. CounciT were advised that Mr. Woods had paid the City �
of Redding: $3, 128. 88 for the constructifln of a 6" cast iron water line in �
Unit #8 of the Sunset Terrace Subdivision.

This amount represented all costs in connection with the installation;'�incTudirig
- extension from an existing City water line of a new 6" cast iron water line,
� 620' east on Pioneer Drive, the setting of a.fire hydrant and the pa,ym'ent of

owners elect to request, and pay the City for, water service from the same �

The City Attorney stated he felt keenly that„ an..Agreement between tne City
and Mr. Woods''woul�d not'be effective to bind innocerit third parties who ar�e
not parties to�the original agreement, and therefore could not"be'coxnpelled
to paymare than the service cHarge set fflrth in the existing ordinancee

Mr. Sherman Holt, speaking from the floar, .expressed interest`in the dis-�
cussion and stated he felt one of the reas�ns there was very little subdividing �
within the City was due to the high casts of subdividing within the- Ci�tyo� �
Mr. Carl Williams, speaking from the floor, gave a short resume of the
California Water Company and the first years tlie City toflk o'ver the water
system.

insurance policy be secur-ed, City to pay this cost. He further ,stated the

from the flo�r on� State's pr`oposed improvements to the Sacrament� River
Bridge, and future plans for the Cypress street intersection.
