Councilman Wilber D. Sim,�ns gave the invocation.
The meeting was called to order by Mayor Fleharty and upan roll call
the' following Councilmen were prese nt: Fulkerth, Holyfield, Kelly,
Simons and,Fleharty. City Manager Cowden and City Attorney Cibula
r were also present. ,
MINUTES - PREVIOUS MEETINGS �
MOTION: Made by Councilman Holyfield, seconded by Councilman Simons
that the minutes of the Regular Meeting �f August bth and the IAdjourned
r.MPeting of August 13th be approved as mailed to each of the Councilmen,

UNION LABEL WEEK _ :
MOTION: Made by Councilman Holyfield, seconded by Councilman Simons
authorizing Mayor Fleharty to sign a Proclamation declaring the week of I:J �
September 2nd through September 8th as Union Label Week.
The Vote: Unanimo.us Ayes.
ENTERPRISE PUBLIC UTILITY DISTRICT - Re Sewage Flow ;
Mr. Gene DeArxnond, representing the Engineers for the Enterprise
Pa U. De stated that the President of the District has submitted a pr•oposal
- to the Council re the economic feasability of the C ity accepting.Sanitary
Sewage Flow frflm the District. The prflposal concerns use of City trunk
line sewer, disposal plant and a maintenance fee. He requested a pfllicy
determination concerning the City accepting Sanitary Sewage Flow from
areas outside the.City Limits; //
Mayor Fleharty advised Mr. DeArmond the decision of the Council would � 97`
depend on facts we dan't have .and cantt have without the advise of a City
Engineere It hinges on the capacity of-the sewage disposal plant and con-�
sideration flf the future needs of the City„
, Mr. DeArmond requested that the Council indicate a date at which time
; they would stu�ly the probleme
Mayor Fleharty stated that the arnouncement of the employrazent of Director
of Public W�rks will soon be made and probably two or three weeks -af ter
his arrival, he will be in a position to give an opinion.
SUNSET TERRACE, UNIT 3 - Final Map
Tom Woods submitted the final map of Sunset Terrace, Unit 3.
Planning Director `Brenner reported th� Planning Commission has
approved the xnap. ` .
MOTION: Made by Councilman Fulkerth, seconded by Councilman Holyfield � � �
to accept::. the map of Unit 3, Sunset Terrace pending approval of the new
City Engineer. ,

ALLOCATIONS - City Advertising Rz Promotional Funds
. Councilman Simons adv.ised that Council has received copies of the
Financial Reports of the' Shasta Cascade Wonderland Association and the
California Kamloops, Inc: .
MOTION: Made by Councilman 5imons, seconded by Councilman Kelly �L;��
approving the allocation of $2000. 00 to the Shasta Cascade Wonderland
Association and $500, 00 to California Kamloaps, Inc, for their 1956-57
, operations.
Voting was as follows:
Ayes: Councilmen - Fulkerth, Holy.field, Kelly, Simons and Fleharty
Noes: � Councilmen - None

but it was impossible to know until the completion of plans.
Mayor Fleharty stated the City of Redding has only so much money to
spend on Stre.ets. It can not s.pend more than 100°�0 of it's Budget on one
section of town. . .
MOTION: Made by Councilman Kelly, . seconded by Cou.ncilman Simons
. to approve the Plans and Specifications .and authorize _the City Manager
to advertise for Bids. .
Councilman Holyfield stated that he could not give an affirmative •vote
unless the property owners would assume the extra cost. .
Assistant City Engineer Simpson suggested that he call.for informal bids
from_Contractors in order to compare prices.
Councilman Kelly withdrew his motion. - _
Mayor Fleharty instructed Assistant City Engineer Simpson to obtain
informal quotations and present them at an adjourned meeting,at which
time the.problem can be w.orked out with the people. The problem.will
be solved if everyone. has.a coo�erative :spirit,
WATER & SEWER CHARGES - Adjustment ,
Assistant City Engineer Simpson reported that sewer charges had been
made to Ed Webb inadvertently as the. area has already paid for sewers.
The charges have been dropped, However, Mr. Webb. is protesting .the
charge made far the installatifln of Water Lines based on front .footage.
Due to the difference in.the .shape of the lots, it.appear.s to .be an, inequitable �

charge. Mr, Simpson requested an interpretation of the Ordinance which ' �
calls for an assessment of $1, 50 per front foot for Water Line installation.
He suggested that �the charge be made on.an area basis.
City Attorney requested the Engineering .Depar.tment to list possible
sfllutions, conf�r with his.office and. bring a recornmendation to the next
regular meeting. ,
ALLEY IMPROVEMENTS - Block 118, Garden Tract
ASSISTANT City Engineer. Simpson reporting�that the present cost estimate
for Improvement of Alley in Block 118, Garden Tract exceeds the original
estimate, offerec�,two solutiflns to the praperty owners. .
1. Instead of using Ordinance #455A, form an A.ssessment District.
2. Undertake minimum improvements such as blading the Alley
. for. access with the understanding the City would not accept
the Alley for maintenance.
Dr. Richard D. Reynolds stated the second solution would be a last resort / / 7
but better than the existing weed patcho .
Mayor Fleharty advised that several months back, znflney. deposited under
Ordinance #445A,had ,been returned.to the .residents and they had been
told that they could make any minimum improvements desir.ed but the
Alley would not be accepted far maintenance, If the people desire at this
time, the City can do the grading and the property awners rnay gravel the
Alley, all on a cash basis. �
City Manager„C�wden was instructed,to. bring in an estimate of cost for
such minimum improvements. , , . . , , , ,

MOTION: Made by Councilman Holyfield, seconded.by. C�ouncilman Simons
authorizing the Mayor to sign a letter prepared by City Attorney Cibula ,
which gives authorization to the A, D,:.T,� Co. to install signal equipment
in the Redding Fir.e Headquarters Building and permi.tting th.e $15. 00 ser;vice � ��
charge to be paid directly by the United Grocers, Ltd, .
The Vote: Unanimous Ayes. .

ENTERPRISE P, U. D. - Water Service Ag:reement
City Attorney Cibula reported that the E, P, :U. D. has s.ubmitted.for
Council consideration an�'=.agreement re Water Service to the City area East
of the Sacramento River.. , _ ,
�ouncil g.ave tentative approval to the agreeanent subject to the removal of
paragraph 16. Said paragraph stipulates that sevent.y customers must be '� � 7
served by March 15.,.. 195�7 or the Gi.ty_w.ill b`er:ree�uired to pay the equivalent
of the service charge for that many customers.• �. ;� .
Action on the agreement was 'deferred until the adjourned .meeting to be
held Monday, August 27the

adopting Resolution No. �Z086 declaring Inten#ion to Vacate and Close:a ,.
portion o£ Sierra Vista Drive. The City is to retain�an easement for:

SHASTA COUNTY .SHERIFF'S POSSE�t= Lease - Roc�eo Grounds _
MOTION: Made by Gouncilman Simons, seconded by Councilman Kelly
authorizing the cancellation of the existing lease with the Shasta Cour�ty,
Sheriff's Posse for the rodeo grflunds at the end.of Butte St. and ap:proving .
a new ten year lease for said property. Any money due under the 3°jo � �L/
clause of:the__old. lease is to be cancelled and the affective date of the new
lease will be. September lst, 1956,. At,the. termination of the lease, the
grounds are to be restored to the condition as existed in 1949e
