Councilman Sherman W. Fulkerth gave the invocation. �
The meeting was called to order by Mayor Fleharty and upon roll call the
following councilmen were present: Fulkerth, Holyfield and Fleharty.
Absent: Councilmen Kelly and Simons. City Manager Cowden and City
Attorney Cibula were also present.

MINUTES_ - PREVIOUS MEETING � �
MOTION: Made by Councilman Hfllyfield, seconded by Councilman Fulkerth
that the minutes of the previous meeting of Jane 4th be approved as mailed
to each of the councilmen. The Vote: Unanimous Ayes. •
PROPOSAL ON PROCEDURE - =
MOTION: Made by Councilman Holyfield, seconded by Cauncilman
Fulkerth that should any of the thr�e councilmen present object to a � � �
motion, that motion be set aside until the next regular or adj�urned -

REDDING COMMUNITY-FAIR
Mr. Lon DuMoulin, co-ordinator of the Redding Community Fair to be held
in Redding July l lth through 15th, ,stated this Fair was in essence an �Z .��
electrical promotion project and financial help of the City Electrical �
Department through �city.funds was requested.
Mr, Dick, superintendent of the Electrical Department, aclvised that on
the last electrical promotion scheme, .the City had made the connectiori and
furnished the power. Mayor Fleharty requested Mr. DuMoulin to present
a formal request at the next meeting of the City Council, Monday, June 25th.
AGREEMENT - Shasta Rfladsters, Inc.
City Attorney Cibula presented Agreement wi�h Shasta Roadsters, Inc. , for
permission to use the east parking strip of the Redding Municipal Airport,
that had been prepared in the same form as last years except that term of
the Agreement was for a period of three years. • • �

It was requested that Paragraph 7 of the Agreement be- stricken, said para-
graph permitting renewal of the Agreement for a period not to exceed three
years under the same terms and conditions. The president and secretary
of Shasta Roadsters, Inc. , approved the deletion of this section of the Agree-
ment. -
MOTION: Made by Councilman Holyfield, seconded by Councilman Fulkerth
that the Mayor be authorized to sign Agreement with Shasta Roadsters, Inc.
for use of the ea.st parking strip of.the Redding 1Vlunicipal Airport, terms
of the Agreement to be for a three year period. The Vote; Unanir�ous Ayes.

Mr. Robert E. Kelley, Scout Executive of the Mt. Lassen Area C�ouncil,
Boy Scouts of America; , thanked the Mayor, on.behalf of the City, for ���
the fine cooperation extended them during their recent Jamborall held

Application for Public`Hearing `

Public Hearing before the Public Utilities Commission will bee held on
Thursday, July 5th at 10:00 A. M. , Commission Court Room, State;Bldg. , �G�
San Francisco, on the application of Transcontinental Bus, C�ntinental
Bus and Pacific Greyhound Lines for an order authorizing increases in
passengar fares in the State of California. .

Schedule #51 - Disc Water Meters ,
Under signature of the Purchasing Agent, ,Water Superintendent and
approved by the City Manager, it was recommended that the Badger
Meter Manufacturing Company, second lowest bidder, be awarded the ��5,
bid for Disc Water Meters, Schedule No. 51, in the amount of $34, 587. 40.
The recornmendation states�"It is our belief that we shou�cl not _anly. c,on-
sider the ini�tial cost of the meters, but als.o.,�he ultimate ec.onomy to the
City, which �includes the cost of maintaining and repairing all meters. "

Mr. G. A. _Leidig, representative of the Neptune Meter Co. , .(lo.west :
bidder) spok�e on behalf of his product and introduced Mr. McCorkel .of
the McCorkel Meter Repair Shop, Santa Rosa, who spoke on facts and
figures fln the repair and maintenance costs o-#' various types of ineters.

Mr. Bill Whipple, representative of the Badger Meter Co. , spoke briefly
on the merit�s of his product.
Mr. Chas., Barry, PurGhasing Agent, and Mr. Dick, Superintendent of
the VJater Department, explained their reasoning and analysis on the
recommend�tion.

Councilman Holyfield stated it had always been his firm conv.iction to �
accept the 1�west bidder, all things being equal. .
Councilman Fulkerth m�ved that the recommendation of the Purchasing
Agent, Water Superintendent and City Manager be approved, and bid
for �chedule No. 51, Di.sc Water Meters, be awarded to the B-adger
Meter Co, in the amount of $34, 587,40_, =but this motion died for lack �f

RE CHENOWETH AGREEMENT - Road Construction �
Under date of June 7th, Orr M. Chenoweth called atten�tion of ;the City to its
Agreement regarding the construction of road or street over property in
western Redding, stating oral agreement to do this.�.work.was August 1-9th, . ���
1941, with confirmation in writing on .Ma.y 6th.;; .,1953. .
City Manager Cowden addressed_.a let,ter teo council dated 3une 8�h,. request-
ing recommendation on this request, , . . � _
This matter was referred to Monday night budget session,.� and th� City .
Engineer was requested to submit a cost estimate on this project.
Mr. McKinnon advised council of the following; If the existing pipe line
remains within the roadway, it might be necessa�r.y to lower. the pipe line
which would be a very expensive project; if the roadway were.constructed
adjacent to the fence, the dust and dirt would destroy the value of the re-
servoir, unless this reservoir would be cove-red. .
STATE RETIREM.ENT - City of Redding Employees
The City Attorney was authorized to start the necessary.-negotiations �to .
amend the .present contract with;the .California,State Employees' -Retirement
System, to include full retirement and credit for, military, service. :.: � -

City Attorney Cibula submitted his written recommendatioris�on the
administration of�the City Sale� T,ax ur�der date of June 18th. He , ,

1. Retailers permits will be on a; quarterly basis unless the retailer
pays on a monthly basis to the Sta�e and the retailer :requests a monthly
permit with the City. In the latt;er instances the retailer on applicatifln
will be permitted to pay; the collected. sales taxes.to the City ,on the
mflnthly basis. '
2. In thos�e instances where a_r=etailer.-is placed on an annual basis
by the.State..of Califczrnia �oard of Equalization, _he may_al.so apply
and receive an annua�l permit from the City._of.R.edding, with the re- ,
quirement that he report and pay to_the.City at,:the=same_ time: a_s he .

3. Effective after a retailer has made at least four quarterly payments
to the City, he may be granted, an annual permit by the City, regardless �

With regard to the collectian flf penalties for delinquencies in payments, it
was the City Attorney's further recommendation that no p-enalties be as_sessed
for �.ny r�turns which may _have come in late, either on a monthly or quarterly
basis, dur_ing the period frbm Januar_y 1, 1956 through, Ma.y 2nd, 1956; that
penalties be assessed and collected fflr any late returns either on the monthly
or quarterly basis, which were or are late and received after May 2nd, 1956.
