The meeting was called to order by Mayor Fleharty. and upon roll call the
following councilmen were present: Anthony, Smith and Fleharty. Absent:
Councilmen Holyfield and Simons.
City Attorney Cibula and City Manager C'owden were also present.

MOTION: Made by Councilman Anthony, - seconded by Councilman
Smith that the Proclamations be approved, and Mayor Fleharty be
authorized to sign Proclamations declaring January 22nd through
29th, inclusive as Y. M. C. A. Week, and January 14th through
21st, inclusive, as -Jaycee Week. The Vote: Unanimous Ayes.
PUBLIC HEARING ON PROPOSED .ZONING ORDINANCE /
G�Mayor Fleharty opened the Public Hearing on the proposed zoning ordinance at
8:00 P.M.

PUBLIC HEARING - Rancho Park Addition
The hour of 8:30 P.M. having arrived, Mayor Fleharty opened the Public -
Hearing .on the, annexation of the Rancho Park Addition.
There were no protests on this proposed annexation from the floor, -and
the City Clerk advised no written protests had been received.
Mayor Fleharty declared the Public Hearing closed.
It was moved by, Councilman Holyfield, seconded by. Councilman Smith that
the City Attorney scan Ordinance No. 492 authorizing and approving the
annexation' of certain territory known and designated as the "Rancho Park
Addition" to the City of Redding. The Vote: Unanimous Ayes.
Councilman Simons offered Ordinance No. 492 for first readings
RESOLUTIONS - Granting Parking Privileges, during, Conventions
Resolution No. 1981'= Shasta Cascade Logging Convention
February 15th to' 18th inclusive
Resolution No. 1982 - Loyal,Order of Moose Convention

MOTION.: Made by Councilman Simons, seconded by Councilman
Anthony that Resolutions No. 1981 and 1982 be adopted.

COMMUNICATIONS
Card Table -License `
R. L. Porterfield, partner of Twomey' s, requested that
license for one poker table be issued in the name of Jerry
W.. Twomey and R. L. Porterfield. License now in the
name of Matt Twomey (deceased). License No. F-.95
MOTION: Made by Councilman Hol *field, seconded by Councilman
Anthony that Jerry W. Twomey and R. L. Porterfield be authorized
to continile to operate under License F-95, subject to -the approval
of the Police Department. The Vote: Unanimous Ayes.
Request for Removal of Tree - Mrs. E. R. Nicholson
MOTION: Made by Councilman Anthony, seconded by -Councilman
Simons that Mrs. E. R. Nicholson, 1837 Garden Avenue, be per-
mitted to remove one tree growing at end of driveway; now obstruct-
ing view, at her- expense. The -Vote: Unanimous Ayes.
For -Get -Me -Not Drive
The Disabled American Veterans requested ,approval of a Forget -Me -
Not Drive March 9th and 10th,- 1955, for the purpose of raising funds
for rehabilitation program.
Request approved, .and the City Clerk was f1equested to so advise the
Disabled American Veterans.

Recomi-nc idations of the Recreation -Parks Commission
a. That city's water tanks be hidden by trees planted'this
winter, if possible, '
b. 11iat two large cottonwood trees located -in the barbecue area
of Lake Redding Park, severely damaged by snow, be removed.
c. That Commission concur with council on plan to provide city
water to the picnic grounds of Lake Redding Park.
MOTION: Made by Councilman Holyfield, seconded by Councilman
Smith that permission be granted for the removal of two cottonwood
trees located in the`barbecue area of Lake Redding Park. The Vote:
Unanimous Ayes.
Recommendations of the Planning Commission
a. Variance Request Gordon Buck, SW corner lot Olive and Eureka
Way to construct. multiple dwelling in R-1 district.. (Unanimous
approval of commissioners present)
MOTION: Made by Councilman Smith, seconded by Councilman
Simons that the recommendation of the Planning Commission be
approved, and variance granted to Gordon Buck to construct a
multiple. dwelling SW corner lot Olive and Eureka Way. The Vote:
Unanimous Ayes.
b. Variance Request Paul Doyle, 1745 Verda Street, to locate
trailer house on Sequoia Street in back of property, temporarily;
(Denied by Commissioners)
MOTION: Made by Councilman Smith, seconded, by Councilman
Anthony that the recommendation of the Planning Commission be
approved, and request of Paul Doyle for the location of a trailer
house to the --rear of his property on Sequoia Street be Denied,

Acting on the request of Councilman Anthony, this variance request
was deferred pending further study and recommendation.
Forward Redding Executive Committee
Mr. Sherman Fulkerth, chairman of the Forward Redding: Executive
Committee, requested that recommendations from any of the
committees be deferred until the Executive Committee can recon-
cile the several reports and are in.a better .position'to consider
and act.
Requests for Fund Transfers: -
A. Resolution No. 1984' - Sum of $500.00 fromUnappropriated Reserve
to Police Dept; Account, prisoners meal's and care
B. Resolution No. 1985 - Sum of $1200.00 from Unappropriated

Holyfield that Resolutions No. 1984, 1985 and 1986 be adopted,

It was the City Managerts recommendation that a Master Land
Use Plan on the Benton Airport property, be completed as soon
as possible, and as a second project, the development of an
up-to-date off-street parking program for the downtown business
district.
City Manager Cowden emphasized that Benton Airport comprised
but a small amount of property known as "Benton Airport" and the
development of a land use plan for this area did not Mean it was
the intention of the council this site be abandoned as. an airport.
Re Road Abandonment - Andrews Subdivision,
The City Engineer was authorized to prepare an estimate of cost on
the proposed road abandonmeijt, as requested by Mr. Orr M.
Chenoweth, acting on the recommendations of the City Manager
and Councilmen Smith.
Request for Removal of Trees
MOTION: Made by Councilman Simons, seconded by Councilman
Anthony that the recommendation of the City Manager be approved,
..,and the request of Miss Isabelle Joseph to remove three umbrella
trees at 2123 Market St. be approved, removal to be at property
owners expense. The Vote: Unanimous Ayes.
Revision of Ordinance - Tree Removal
MOTION:. Made by Councilman .Simons, seconded by Councilman
Anthony that the present ordinance for the removal of trees be
taken under advisement, and the Parks -Recreation Committee
submit their recommendations on.the revision of the present
ordinance. The Vote: Unanimous Ayes.
RE POWER City of Redding X23
Under 4Lte of February 3, , 1956, 'City Manager Cowden submitted the follow-
ing: Survey Proposal of California Water and Power Users Association,
Honorable Members of the City Council
of the City of Redding,
City Hall, Redding, Calif.
- Gentlemen:.
In accordance with your recommendation I attended a n-).eeting called
by the California Water and Power Users Association, held in the
City of Willows, On January 27, 1956. A number of cities and
representatives of a number of irrigation districts attended the
meeting. Mr. Eldridge W. Sinclair, a power consultant, for the
.California Water and Power Users Association, attended the
meeting. The basic purpose of the meeting was to discuss the
possibility of reducing, wholesale power costs to the several cities
and _irrigation districts_ interested.
One specific purpose was reviewed in considerable detail. It
included 1.
1. The possible financing with revenue bonds by the Glenn-Colusa
Irrigation District, using its existing legal authority to finance
power generating facilities to develop new low cost power supplies
to s'prve certain public agencies in Northern California.
SPECIFICALLY, THIS WOULD_ INCLUDE:.- ,
4(1) ::fit(<3:j } Bidding on Trinity falling water, .and construction of power
facilities on the Trinity River project.
(2) Construction of steam generation to 1Pfirm up" Trinity power, and
to supply an additional power source for public systems, which cannot
be obtained in the foreseeable future from the Bureau of Reclamation
power sources.
While I fully realize the importance of the City of Redding reaching
a definite course of action, .prior to the expiration date of our pre-
sent contract with the Pacific Gas and Electric Company for the
purchase of wholesale power, forsale at retail to the customers of
the municipal system, I have no definite recommendation to make
to you concerning wvhether or not we should participate in the pre-
liminary survey. I would,, however, like to make the following ob-
servations, which I feel.are .worthy of consideration by your
Honorable Body in arriving at a determination in this matter:
(1) While participating in the preliminary survey is not binding
upon the agency participating, it is well to stress the fact that a
detailed engineering survey, which might be made, if the preliminary
survey is favorable, might possibly cost as much as, $50, 000.00.
Since our pro -rata share of the preliminary survey is 11. 510 it is
logical to assume that our cost of participating in a final engineering
study would be based on a similar percentage. If we elected to
participate this would represent a rather substantial, investment,
whether or not the program was ever implemented.
(2) With sixteen (16) or more political subdivisions of Government
participating in the formation, and operation, of a power generation
and distribution system, extending over an area from Palo Alto to
Redding, I could envision certain rather persistent obstacles, both to
the implementation, and operation, of such a system.
(3) Since it would apparently be necessary to arrange for the
financing and construction of steam generating facilities, as well as
transmission facilities, to supplement such hydro -electric power as
might be available, this cost too .would be rather substantial.
In conclusion, I would like to again stress the fact that while I
appreciate the necessity -of :the City of Redding arriving at an early
determination, as to the possible availability of sources of electrical
energy other than the one currently utilized, I believe that we should
thoroughly analyze, and exhaust, all possible sources of supply before
we commit ours elves• financially to either our inclusion in a large
Utility District, encompassing many political subdivisions of govern-
ment, and/or before we invest any substantial sums of money for
feasibility, or economic studies.
Since Mr. Sinclair would appreciate an early reply, as to whether or
not we may elect to participate, early action will be sincerely appre-
ciated.

The following communication was presented by Mayor Fleharty:
Honorable Members of the City Council
City of Redding
Subject: Power .Contracts. Recommendations for present and future
actions. Additional suggestions relative to California Water and
Power User_ s Association
Gentlemen:
There has been considerable discussion in recent weeks regarding
possible purchase of power from the, Federal Government. The For:
wand Redding Committee has made certain recommendations, and others
have hinted that we could now obtain power from the Bureau of Re-
clamation.
I took occasion to discuss the subject with Mr. Clyde Spencer, Regional
Director of the Bureau. Also present during a portion of this discussion
was the U.S. Commissioner of Reclamation, Mr. W. A. Dexheimer.
RECOMMENDATIONS RE. SPECIAL FREEWAY REPORT
Mr. Joseph L. Smith, . chairman of the Streets and Highways Committee
submitted a communication idated° February_ 3rd on recommendations re-
garding report of the Special Freeway Committee. It was his recommendation
that the City Council take the following action:
1. Appear before the State Highway Commission and present
our traffic and freeway problems to them
a. Facts relatingto the problem
b; Our observations and recommendations as to temporary
solutione to these problems as we see them
c. Advise that any temporary relief that might be afforded
would be permanent in character insofar as the benefit derived
by the motoring public, since when the freeway is finally built
Market Stre°et will serve as an important access road for local
traffic and will be a valuable ingress and/or egress point on the
freeway,
2. TIat a delegation should be appointed to attend State Highway
Commission Hearing
3. That the City Manager and City Engineer be empowered to draft
presentation to the Highway Commission, with the further suggestion
that visual aids be used in the oral presentation„
4. Determine who will make presentation in order that the person
may become fully familiar with all facts relating to the presentation,
It was suggested that the City Manager, or Mayor, make the presentation,

The City Attorney requested the Council to make their specific recommendation
regarding the amount of fee to�becharged for water connection.

It was the recommendation of the City Attorney that the City accept the ease-
ment that has been offered, and tie in with the Peck Subdivision for the: ex-
tension of Locust Avenue, east of Akard to Canal Drive, with no commitments
from the City..
The matter was referred to the City Attorney for his recommendation on
what is to be done to com-olete the extension of Locust Ave.
PROPOSED CHANGES ORD.- 455-A
City Attorney Cibula stated he was awaiting instructions from the Council
before submittal of the draft on the proposed amendment to Ordinance -No.
455-A, .Street Improvement Ordinance,
RE CHANGES BUSINESS LICENSE ORDINANCE
City Attorney- Cibula requested establishment of a basic policy regarding
amending the business license ordinance before submittal of the draft. `
RE HOLIDAYS - City of Redding Employees
.MOTION: Made by Councilman Simons, seconded by Councilman Anthony
that February 12th, Lincoln Day, be designated as a holiday for the City
of Redding employees, and the City Attorney be authorized to prepare a
Resolution declaring that holidays for City of Redding employees coincide
with the.State political code.
Voting was as follows:
