City Council, Adjourned Meeting
Council Chambers, City Hall
Redding, California
November 23, 1959 4:00 P..M,
The ineeting was called to order by Mayor Fleharty with the following
' Councilmen present: Fulkerth, Kelly, Purye�.r, Simons and Fieharty.
City Manager Cowden, City Attorney Coshow, City Engineer Ward,
Finance Director Courtney & Purchasing Ag�nt Stewart were also present.
PROGRESS REPORT - H & H Audit
City Attorney Coshow reported that Mr. George Lipp, C. P. A, ; is contin-
uing the audit of the financial records of H & H Flying Service and he expects /�/ �
it will be coznpleted by December 15th. Mr, Coshow advised H & H is
cooperative and recommend'ed that unless something develops that requires
a Hearing, the matter be held in abeyance pending'completion of the audit.
MOTION: Made by Councilman Simons, second"ed by Councilman Kelly to
delay further action regarding H & H Flying Service, Benton Field' Lease
until the audit is completed. �
The Vote: Unanimous Ayes.
BOARD OF EQUALIZATION
In a letter dated November 16th, the State Board of Equalization advised
City Will receive a refund in connection with Board services in directing � � t�,�
the application of sales and use taxes during the 1958-59'fiscal year.
Board had withheld a tentative estiinat'ed 1. 72 per cent of collections as
administrative c�st. The actual cost turned out to be 1. 64 per cent.
BUTTE STREET STORM DRAIN = Division of Highways
' City Attorney Cosho'w presented a Resolution 'formalizing approval of
Agreement with Division of Highways for State participation in cost of
construction of the Butte St. Storm Drain as approved at the last Coun'cil
Meeting.
MOTION: Made by Councilman Kelly, seconcled by Councilman Simons
to adopt Resolution No. 2650, a Resoiution of the Ci.ty Council of the City
of Redding for the authorization of the Mayor of the City of Redding contract- � '8-
ing with the State of Califor.nia Division of Highways fo'r a cont'ribution of
the Division of Highways to the cost of the Butte 5treet Storm Drain.
Voting was as follows:
Ayes: Councilmen - 'Fulkerth, Kelly, Puryear, Simons and Fleharty
Noes: Councilmen - None
Absent: Councilrrien - None
Resolution No. 2650 on file in the office of the City Clerk
CHAMBER OF COMMERCE - Publicity Stunt
Ted Garlington, Manager of Redding Chamber of Commerce requested ���
Council approval of promotional stunt whereby Burt Train would hover in
a helicopter over the City of Redding Christmas Tree located in the center
of Market St. at Yuba St. ; a giant measuring tape to be dro�pped from the
helicopter to measure the heighth of the tree. Publicit�r in national publica-
tions is expected from the proposed event.
MOTION: Made by Councilman Kelly, seconded by Councilman Simons,
authorizing the Chamber of Commerce and Burt Train to stage stunt of
measuring the Christmas Tree as outlined, providing approval is granted
by the C.A. A, .
The Vote: Unanimous Ayes,

SEWER LINE EASEMENTS
City Attorney Coshow presented easements for sewer line purposes, granted
to the City of Redding from the following: Shasta County Title Coxnpany,
Ronald L. Farley & Mary E. Farley, Ardell W. Tribou & Valerie Tribou,
Dalbert D. Hughes & Lois R. Hughes, Jess M. Foreman & Rose A, Foreman,
James W. Mann & Mary D. Mann, Grant A� Engstrom & Kathleen M. Engstrom.
MOTION: Made by Councilman Simons, seconded by Councilman Kelly, autho-
rizing Mayor to sign acceptance of easements as outlined.
The Vote: Unanimous Ayes.
BUTTE STREET STORM DRAIN - Radial Gates
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth
that Resolution No. 2651 be adopted, a resolution of the City Council of
the City of Redding providing for the purchase of radial gates and coritrols
'7, 1� by direct purchase because of an emergency.

ELECTRIC BILL DISPUTES
By letter dated November 17th, Electrical Supertendent Gene Dais recom-
mended that Dr, Weicher's disputed Electrical Bill for July-August be
settled in full in the amount of $3. 64,
Councilman Puryear expressed complete confidence in Gene Dais and he
5 �� recommended that future disputes where customer claims Electrical Bill
°L is excessive, should be referred immediately to Mr. Dais for dispos�tion.
City Attorney Coshow and Mr. Dais were directed to draft a Resolution out-
lining appropriate procedure to follow in such disputes for presentation
to Council on December 7th. .
A luncheon meeting to discuss Water Rates was set for Friday, December
4th at 1Z:00 Noon,
There being no further business, on motion of Councilman Simons, seconded by
Councilman Kelly, the meeting was adjourned,
