MrsO Jake Garman, 1602:Cottonwood Avee , appeared repr.esenting other
. Cottonwood Ave, r��iden�s, She stated a City surveyor had surveyed Cotton-
wood Ave. last week and indicated the City has tentative plans to widen .the
Street from.30 feet to �:40 feet;�,. . The residents want it to remain a� 30 foot
`g$ alley but would like the holes filled and street paved and restored to original
condition, prior to the inst,allation of sewer' lines�last spring.
City Engineer .Ward e�xplained that Street had been surveyed as ordered by
Council on June =1ste He advised the �widening:of the street would require the
removal of 33 tree�, one house, one hydrant, 870 feet of fence and nin�e power
polase He therefore-r,ecornmended tlie Street width remain as is.. � .
With reference to im�roving the �Street, �he advised that it is not the policy of
the City to im�rove unimproved streets, however the City would as�sist the�
�-� property owners in the f�rmation of an Assessment District and would provide
preliminary engineering, free of charge.

PROTEST - Electrical Bill � '
Dr, C, Ao Weichers speaking from the floor, protested payment of his July.-
August electrical bill for his office at 182Z California Street, He stated the bill
was in excess of previous billing even though his office had been closed from
� 3uly 3rd to Au,gust 1;Otha. He further� advised that all plugs had �been pulled as

Assistant to the City Manager Preaseau stated the Electrical Department k�ad
inspected the meter which proved to be in perfect order and that he was con-
vince�l the juice_went thr.ough.the. metero '
Mayor Fleharty referred the matter to Superintendent of Electrical Department
Gene Dais for recommendation.

COMPLAINT - Oil Spray Damage
Dr. C. A, Weichers stated his new 1958 car had been c�vered with a fine coat
of oil spray when South Street was oiled in 1958. He claimed that he and his � z�
Insurance Carrier, State Farm, had conferred with the City at the time'��ut that
he has .received no further word from the City since that time. ,
Mayor Fleharty referred the complaint to the City Attorney to contact the Insurance
Carrier and to report to the Council at the next meeting,
PUB LIC HEARING - Rezoning Lot 12, Blk C, Dakyn Addition .
'Ihe hour of 7:30 having arrived, Mayor. Fleharty opened the Public Hearing:
Rezoning request of Glenn Fultz to rezone certain property from R-Z (Duplex '
Residential� District to R-� (Restricted Multiple Family Residential) Distxict;
more generally described as follows: Beginning at a pnint located approxi- ��y
mately 140' north of the northeast corner of Orange and Butte Streets, xhence
continuing east a distance of approximately 198', thence north a distance of

requested the City of Redding to extend the present lease for city property in
South Redding Park, corner of South Market & Parkview Streets one year. to �/�

existing lease for city property in South Redding Park with the Shasta-Cascade
Wonderland Association, for one year to Feb�ruary 28, 1961 and the Mayor be
authorized to sign.

Wade presented a report on the status of Sub-,standard structures at 2159 South
East st, Report advised property had been posted against occupancy on November
3rd, 1959, that owners must either reconstruct the property and bring it up to �,��
code or com�mence demolitione

Mr. A. E. Ward, speaking from the floor, requested a six month extension of
time in order to obtain enough income from the property to pay the taxes for
this year. � "
MOTION: Made by Councilman'Kelly, seconded by Councilman Puryear to
grant six months extension of time from November 3rd to May 3rd before
condemnation proceedings are completed.

Mayor be authorized to sign agreement with State of California, Division of
H�ghways for joint participat�ion in cost of construction of the Butte Street Drain
facilities, the :State's share being 15. 22 percent of the total. :

City Attorriey Coshow presented contract prepared in accordance with verbal
agreement between the City Attorney, the City. Engineer and the Anderson �
Cottonwood.Distr.ict.
MOTION: M�.,de,by Councilman Kelly, sec�nded by Councilman Fulkerth to
approve and authorizing the Mayor to sign agreement between the City of�Redding
and the Anderson Cottonwood Irrigation District whereby the District grants
to the City of Redding:.��,the right to discharge storm water into the District's

POLICE DEPARTMENT - Temporary pay increases .
In a memo dated November 5, 1959, City Manager Cowden recommended+�a:..
temporary increase in pay to Acting Police. Captain Nixon to Step "D" at a � `�l
salary of $570. 00 per month in Range 30; a temporary increase in pay to acting /�,�
Police Sergeant Dawson, to 5tep D at a salary of $469. 00 per .month in Range 26; �� �

no one appeared to express any interest. .
