The State Governor declares area a major d'isaster area, followed by a similar'Pre'sidential Proclamation with the federal go'vern- ment steppirig in to give their assistance. 2. City declares area a disaster area and requests aid to private parties under Small Business Act of 1953 by guaranteeing bank loans at a low interest rate. A resolution had been prepared, he stated, asking for aid under the Small Business Act, and it was his suggestion that City officially request the State to declare this area an area of emergency that assistance may be received from the Federal Government. ' " MOTION: Made by Councilman Puryear, seconded by Councilman Fulkerth that Resolution No. 2627 be adopted, a resolution of the City Council of the City of Redding declaring the City of Redding a disaster area resulting from the ex- cessive rainfall and flash flood damage occurring on September 18, 1959. A memo from the City Manager to all councilmen dated September 21st, gives follow-up action regarding the flash flood of Friday, September 18th, and advises that representatives of the City, the County of Shasta and the Bureau of Reclamation, among others, would accompany the corp of Army Engineers on a ground and air reconnaissance of_ the area on �ednesday, September Z3rd, commencing at 11:00 A.M, � Mr. Cow`den's memo states as follows: �'I strongly recommend and urge the Council give serious and �'avorable consideration to asking the electorate to approve a rather substantial general obligation bond issue in order that the necessary funds will be available for the City to commence a long range flood and drainage control program. " The Mayor said the City was in no.position for a G, O. Bond issue at this time. � BUTTE STREET STORM DRAIN PROJECT A memo from the City Engineer to the City Manager dated Septeznber 18th ad- vised the`construction of the Butte Street Storm Drain had been delayed,because �� O the city cannot dischar,ge water from�the d�rain into the A. C. I. D. Canal without first receiving'permis`sion from the District. � � ` He states it`would be necessary for the Cit`y .to stand the bulk of the cost of the ��f'g pro`tective device if they want to dump in .the canal; the most costly alternative is to ext-erid the drain over or`under the canal to the river,_ even more costly than the storm drairi proposed to be put in riow. � City Erigineer Ward said it would probably be possible to have the A, C. Io D, � permit us to build the Butte Street Storm Drain to the canal befor`e the canal structur'e is built, if we are able to show evidence that�the other work will be done and that in some manner we will protect the canal during the interim. It was his further recommenda'tiori that he be aufhorized to advertise for bids�to be received October 13th; if a`bid of $50; 000 was received, (as expected) and if council would approve the spending of as much of the balance of the $80, 000 as necessary to build the ditch structure, he was under the impression the A. C. I, D. would approve. - - J ` . Councilman Kelly offered Ordinance No, 626 for fir.st reading. 462 It was requested the City Clerk have ordinance pertaining to the salary of ' the City Clerk reviewed for appropriate action prior to the next election for City Clerk. � LEASE - Shasta County Peace Officers Association City Attorn�ey Coshow presented proposed Lease with the Shasta County Peace � /� Officers Association covering property located at the Redding Municipal Air- port. Former City Attorney Ness briefed council on the trunl� sew.er expansion fees charged to Mel Peck f�r the connection of six pieces of property to the sewer . system in the Garden Tract,� in accordance with Resolution No. Z155, adopted b;y the Council on April 4, 1�957 establishing a policy for the extension and re- placement of trunk sewer lines, A copy of a letter from Mr� Ness dated January 2, 1958 was again submitted to all councilmen, and indicated that Mr. Peck was billed, $213. 90 on October 9, J� 1957 and briefed the reasons why Mr, Peck was`protestirig�the payinent of tliis chargeo maintaining that people of this area were promised that no connection �� charges would be made at any time as the area had paid all costs of the Garden- Olivia Sewer District. Mr. Ness advised that Dan Carlton, attorney for Mr. Peck, had requested no formal action be taken by council until he had the �pportunity to preserit his case, however despite repeated requests that this matter be brought to a head, no payment of the charge or request for hearing before council had been made. " REMOVAL OF PLANES - Redding Municipal Airport Councilmen were remi.nded of their action taken July 6th when Mr. 'Rountree was given permission to leave three planes on Redding Municipal Airport property until Sept. 15th. 'I'hese planes had not been removed, Mr. l�ess Stated, and ad- ��� vised a letter had been written to Mr. Rbuntree stating that if planes were not removed within five days, City would move th�m, billing him all charges, C ommuni c ation s 1.
