Stegeman, pastor of St, James Lutheran Church, Redding, gave the invocation. The meeting was called to order by Mayor Fleharty with the following councilmen present: Fulkerth, Kelly, Puryear, Simons and Fleharty. Also present were City Attorney Ness, Assistant to the City Manager Preaseau, City Engineer Ward, Purchasing Agent Stewart, Planning Director Evans and Director of Finance Courtney. APPROVAL OF MINUTES � The City Clerk requested Minutes of the last regular meeting be corrected as f�llows: Public Hearing Motion: Made by Councilman Simons, seconded by Councilman Fulkerth ' ' that rezoning request of Mrs. Bertha E. Thorpe be referred back to the Planning Commission for further report and recommendation and pub�lic hearing be continued to the Council Meeting of August 3rd; (addition to minutes as underlined). MOTION: Made by Councilman Simons, seconded by Councilman Kelly that minu�es of the �last regular meeting of July 20th be approv�ed as corrected, and minutes of the special meeting of July 29th and the special adjourri`ed rneeting of July �3lst be approved as mailed to each councilman. The Vote: Unanimous Ayes. _ COMMUNICATIONS Claim - Personal Injuries A claim zn the amount of $21, 000 was filed by Princellar Booker in �.�7 behalf of Lille Mae Sooker, minor, for medical, hospitalization, drugs and• nursing for injuries received at the playground at Sheridan and viTest Streets on June 26, 1959. MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that claim of Princellar Booker in the amount of $21, 000 for injuries to - � Lille Mae Booker�, minor, be denied and,referred to the Legal Department. The Vote: Unanimous Ayes. • Claim - Property Damage . A claim in the �m�unt of $17. 50 was filed by Genevieve Simonds for oil /;� � damage to her car parked at Larene�s 5he11 Service Station. MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that claixn of Genevieve Simonds in the amount of $17. 50 for damage to car be denied, and referred to the Legal Department. The Vote: Unanim�us Aye s. Request for Reassessznent - Oak Ridge Sewer Assessm't Dist. M-r. Lee Ea Ruark, 2156 Oak Drive Drive, advised he was owner of Lot� 29 and the east 30 ft. of Lot 30, Block 1, Oak Ridge Subdivision, ho`w;ever he had been assessed the whole of Lot 30. He requested the splitting of �7,;��r� the assessment for lot 30 to the proper owners, and enclosed a check for ,... $50. 00 to cover costs. MOTION; Made by Councilman Simons, seconded by Councilman Fulkerth that request of Lee E, Ruark for the splitting of assessment on Lot 30, Block 1, Oak Ridge Subdivision, Oak Ridge Sewer Assessment District, be referred to the legal department, with authorization for commencement of proceedings should it be deemed necessary. The Vote: Unanixnous Ayes. 426 California Legislature - Action 1959 Sessions Senator .Regan submitted summary of action of the 1959 Regular Sessions of�the California Legislature with reference to the resolutions adopted by ��� the City of Redding and forwarded to him. Assembly Bills and Final Report of the Joint Interim Comxnittee on Assessment Practices were also forwarded, � Request for Reimbursement - W. W• Barnes Mr. W. W. Barnes, 1430 Pleasant Street, requested reimbursement from the City on tl�e amount paic� to Howell Printing�Company for business cards, � � � envelops, statements and work orders, due to the change of address with- out notice from the City. Calif�rnia Cities would hold the next meeting at the Country Kitchen, Gridley, �on Friday; August 7th, PUB LIC HEARING Rezoning Request of Mrs. Bertha E. Thorpe, property 7th and West Streets, from R-1 to R-3. (Continuation of Hearing from July 20, 1959) Acting on the recommendation of the Planning Commission that action of �� '� the City C.ouncil be postponed pending further study and recommendation by them, Mayor Fleharty continued the Public Hearing on the rezoning re= quest of Mrs. Bertha E. Thorpe until Tuesday, September 8th, 7:30 P. M. APPROVAL OF CLAIMS � MOTION: Made by Councilman Simons, seconded by Councilman Kelly that Claixns in the amount of $524, 396, 02 be approved and paid, Warrant Register No, 2, warrant Nos. 46 to 3Z1 inclusive and 324 to 343 inclusive. Councilman Fulkerth stated a fair and equitable way to finance this construction had been discussed with the Engineering Department, the Assistant to the City Manager and the Water Superintendent; that construction of this line was part of the 2nd phase of the Water Bond Construction Program, and would probably not be considered until 1970. , Councilman Puryear said as long as this line was part of the .master. water plan, he questioned whether it was right for the Elks Club to pay half of th"e costs of what was going in, anyway. (710 ft. of the 12 in. water main). . Mayor Fleharty advised that four members of the council were members of the Elks Club, and the Elks were entitled to no more nor no less than what was right. Subject referred to Ray Layton as an impartial third party, to make a decision fair to the community, bearing in mind this will have � be.aring on future policy of the City in similar situations. ESTIM.ATES - Electrical Department Councilman Puryear submitted the following estimates: Estimate No. 245-E Pole Line to Elks Club $3, 099. 11 � Estimate No. 246-E Converting Highland-Quirk �-�?�� to 12 KV . $12, 675. 84 MOTION: Made by Councilman Puryear, seconded by Councilman Fu�kerth that Estimates No. 245-E and 246-E as pre�sented be approv,ed. Noes: Councilmen - None Absent: Councilznen - None REJECTION OF.BIDS - Police Vehicles It was the recommendation of the Purchasing Agent that bids be rejected and returned unopened for Police Vehicles, Bid Schedule No. 154, as the greater number of dealers were unable to bid because of the lag caused by the change ���� over period from 1959 to 1960 models. MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth the recommendations of R. V. Stewart, Purchasing Agent, be approved and bids be rejected for police vehicles, Bid Schedule No. 154. PICK-UP TRUCK A memo from the Purchasing Agent dated August 3rd, advised that a 1958 Chevrqlet pickup truck from the Recreation Department had been involved in a collision with a Southern Pacific Company trucic and tra'iler while parked in front of the City Hall, and that full re�ponsibility for the accident had been assumed by the ���� Southern Pacific Compariy. Layton, Consulting Engineer, advised�bids had been opened at 2:00 P,M. this date on five separate projects of the first phase�of the :$650, 000 Water Revenue Bond Im�rovements: Low bid received was $636, 111. 00, his � 7C estimate was $550, 000. 00, or a $85, 611. 00 differential, representing a 15% ` overage. FEES - Shasta High School & Junibr Coilege A m�m� to all c'ouricilrrien dated Ju1y 29th entitled "Sewer Rental Fees, Shasta High School and Junior College " `from the City Attorney, advised that Ordinance No, 559 �rovided that sewer s'ervfce fee charged was based upon the -am�unt of water consumed, However, there was a provision for the exclusion of`the amount of water used for irrigation purposes when calculating the sewer service fee, based on the prem'ise that such water is not going into tlie sewer system, The ordinance furtlier provided there was only one method of determining how �� much water was being used for irrigation purposes and that was the installation of ineter or meters which would record accurately the amount of water being used for irrigation purposes, and therefore not subject to the sewer rental charge. � ' ' ` ` The Shasta Uni on High School and College advised the cost of installing suitable meters in their system would be prohibitive inasmuch as they have many irrigation lines spreading over large areas and not feeding out of a common line which a single meter would serv,e, Mr. Clair Hill estimated cost to install meters from �$3, 000 to.$5, 000. His firm had made a study of the sysfem and ar'rived at certain calculations of an irrigation usage and charts demonstrating the re- ' sults were 'submitted to councilmen. , � . . � . Mr. Ness advised it would be necessary for council to make a policy determiriation and if a method other than placing meters to their, system was proposed, it would be necessary to amend the sewer rental ordinance. This could be done by provid- ing 'tliat in lieu of ineter readings, other'evidence satisfactory to -the Director of Finance could be furnished by the consume.r. GENERAL DISCUSSION 5ESSION Mayor Fleharty opened the meeting for a general discussion with Department Heads and Assistant Department,Heads regarding a,ny problems th�y might have, their present salaries o�r their salaries pro�ected to the future. Jack Penix, Building Inspec�to`r. ; � Told of the growth of his department, and the need for a full time electrical inspector and spoke at length on the expenses involved with the use of his personal�car during the day, advising it not only'costs more than the $50e 00 to be allocated for the coming budget�months, but deprived his family of the use of the car. Asked for consideration o� a salary increase, use of a City car, or $75. 00 per month car allowance. � � Joe Otis, Builcling Inspector-Appraiser Gave a resume of his duties, told of the inspectiori work, particularly - in the line of electrical inspecti�n, and the need for a. �_full time electrical inspector. Thought salary not commensurate iwith type of work done. � G�ne Dais, Superintendent of the Electrical Department � Stated work done by Building Inspector and Joe Otis was a �great assist to his department in determining the load placed on his transformers by electrical installations, That he received a copy of�all building permits, enabling him to keep in contact with` construction and installations. . Mayor Fleharty advised salary increases were not being recomrriended for tlie Building Inspector or.the Building Inspector-Appraiser. The item of car allowance would be r_e_v:i'.ew..e.d�during the coming budget sessions. Robert Townsend, City P,.ssessor-License Collector , Stated that ex�.mpt erriployees, as well as classified employees, sh�uld � get the 5% "cost of living" increase. Dick Ward, City �ngineer � At the suggestion of Dick Wa.rd, Finance Director Courtney advised he would submit to all departments proposed budget f�r the coming year. - H. Klaukens, Fire Chief ' ' Reviewed, survey made by the employees association on salaries of fire departments in various cities in California. ` Questioned the salary of the Assistarit Fire Chief, who was not granted an increase, at $551. 00;per month, and the Battalion Chief making $517, 00 ; . • ; per month, Scott Lincecum, Chief of Police ' � Asked if ceilings had been set on Departinent Head's salaries, to which the Mayor answered "yes". : ` Mayor Fleharty stated in Council's deliberation of salaries for the exempt employee, consideration was given not only for the type of work done and the salary paid by the City as compared with other cities �f comparable size, but on length of service with the city. It was true, he said, that many of the work- men were well paid because they are skilled in their trade and had worked� many years for the City: "5eniority deserves recogniti�n" was his comment. ��,�� ;� �_ 432 He concluded with the state�nent this would not be the easiest year for the City as there was an economy problem to be felt by all departments, by everyone, but it was hoped the spirit of cooperation and better harmony would be engendered within the .City, and the moving to the Forest Service property, with the consolidation of offices and the car pool, the problem would be lightened. Also, salaries would be subject to review from time to time. � � . There being no further business, it was moved by Councilman Kelly, seconded by Councilman Paryear the meeting be adjourned.
