The meeting was called to order by Mayor Fleharty with the following council-
men present: Fulkerth, Kelly, Puryear, Simons and Fleharty.
Director;of Finance Courtney submitted to all councilmen a memo dated July
31 entitled "Revised Salary Statistics Relevant to Proposed 5alary Increases".
In accordance with C:ity Council tentative recomxnendations at the
special meeting held on July Z9, 1959, and at the study session on
July 30, 1959, two parallel studies have been prepared as follows:
(A) A uniform computation of salaries for the entire City: and
(B) A special personnel budget for the Electrical Department with
arbitrary increases recoxnznended by the Superintendent of the
Electrical Department in accordance with City Council informal
authorization on July Z9, 1959.

by the Superintendent of the Electrical Department as authorized
by City Council on July Z9, 1959

Both of the above computations are made with the following provisions:
1. All classified employees have been placed on a 3 1/2 year plan of
• advancement from Step A to Step E of any given salary range. This
has been done by starting with the employees' position as established
by the Kroeger Plan on July 1, 1957, and by granting all iricreases
from Step D to Step E which have been held up by the denial of the
one year Merit increase.
2. All employeest salaries have been computed i:n accordance with the
Salary Range placement of their respective job titles as tentatively
recommended by Vice Mayor Wilber Simons on July 30, 1959.

3. All employees new anniversary dates will be August l, 1959, except
those employees receiving no increase as of this date.
4. Employees receiving a 5°�fo Merit or Step increase on July 1, 1959
have not been granted an additional 5% blanket increase.
5. All reclassifications have been made on a "Straight-Across" basis ,
with the employee retaining his former step position.
6. An increase for one exempt ern�loyee, the Superintendent of the Water
Department, has been inc�rporated in both of the above computations.
This increase was from $7200 to $7500 per ,year as informally
authorized by the City Council on July 30, 1959.

MOTION: M.ade by Councilman Sim�ns, seconded by Councilman Kelly that the
salary range and classifications of the City b e amended to coincide with those set
forth in the documerit entitled "City of Redding Salary S�rvey, July, 1959, revised
July 30, 1959", and in the memorandum from the Director of Finance to the ;City
Council dated July 31, 1959, as amended by the deletion of provisions (3) and (4)
on page 2, to be effective August 1, 1959, and that the Legal Department be directed
to draft a resolution to this effect,for passage 'at the Council meeting of August 3,
' 1959. The Vote: Unanimous Ayes.
MOTION: Made by Councilxnan Kelly, seconded by Councilman Simons that the
City Manager be directed to exercise his authority under Section 156 of the Municipal
Code of the City of Reddin,g to advance qualified employees to Step E on the basis
�
of one year service in Step D without the need of inerit recommendations from
department heads, effective August 1, 1959, The Vote: Unanimous Ayes.
MOTION; Made by Councilman Kelly, seconded by Councilman Simons that the
Legal Department be instructed to prepare an amendment to the Municipal Code de-
1 eting the language r,elating to merit increases from Step D to E and shortening lthe
time from Z 1/2 years to 1 year for promotion from Step D to Step E, The Vote:
Unanimous Ayes.
Mayor Fleharty called a meeting f�r exempt and unclassified personnel after the
City Council me.e.ting on� Monday, August 3rd, about 8:00 P. M. to discuss salaries.

There being no further business, on motion of Councilman Simons, seconded by
Councilman� Fulkerth the meeting was adjourned. Motion carried. .
