The acquisition of the property owned by Frank Wagnon, was ` considered desirable by the Recreation and Parks Commission '�,�� for use as a neighborhood park, but within the liigher priority ratings of other property needed for parks, particularly along the 5acramento River, Deferred for action by the entire council, b. Request of JrQ Chamber of Cornmerce The Redding Junior Chamber of Commerce requ.ested a lease arrangement with the City for use of the Butte Street Center Building located on the west end of Butte Street as a club house and center, and it was the recommendation of the Recreation - and Parks Comrnission this offer to lease on a year to year basis be accepted, the Jre Chamber of Commerce to improve the ��r� building at no city expense, and to allow Boy Scout groups and others to use the building within the schedule of the Jr. Chaznber's needso Mr, Hugh Shuffleton, Jr. , past president of the Jr. Chamber of Commerce stated the building would be used as a meeting place, the group would carry adequate insurance to suit the city, and that it was hoped the rental payment would be about $1, 00 per year. Referred to the City Manager, City Attorney and Parks Committee man Puryear to negotiate a lease for council consideration. 333 Claim - Evalynn Chadwick • A verified claim for damages was filed with the .City Clerk on May 29th by Eval.ynn Chadwick, 2095. East Str�et, in the amount of $10, 000, Claimant states she fell in the 1600 block of Oregon Street, west side, on or about May 5, 1459. � �� � � , MOTION: Made by Councilman Kelly, seconded. by Councilman Fulkerth � that claim of Evalynn Chadwick be denied, and referred to the legal department. Benton Airpor� - Facilities Mrs. Alma Hinds, operator of the H & H Fl.ying Service, submitted a request for the installation of additional runway lights, advising that because of the ever increasing flow of transient traffic at Benton Field, it had been necessary to park many planes within tlie area coritained by the border lights as there was not enough tie-down area to takE care of all the visiting planes, "If the City Council could find a means to provide ��� � runway lights, we would be happy to provide the tie downs, and in t�zis . , way encourage more tour.ists to use the facilities ix� and around Redding" Mrs, Hinds communication states. The C. A,A� reglalations provide that planes may make a landing inside the boundar.y lights at an airport, and that this area be kept clear of obstacles. = Plans for an addition to the present shop building to be used to store parts, estimated to cost $1, 000. 00, was also submitted, with the request to meet with council to work out an equitable agreement on how ta pay for this addition. Council were advised of their previous thinking that any improvements at the Benton Airport be dor.e by City rather than lease involvemerite Referred to the Airports Commission for study and recommendation, Protest on Blocking Railroad Crossing Mr. Ver,n Speer protested the blocking of thp South Street railroad''cross- ing and asked if the City ordinance against blocking crossings more than three minutes could be enforced, if there was such an ordinanc�, i� 7 City M�nager Cowden stated the State code perrriits }�locking for a '�'reason- - " able length of time":� He was directed to write Southern Pacific Company, � with a� copy of this letter to be sent tc Mr. Sp�er. Request for Appointment as Payin� Agent-Revenue Bonds The First National Bank of Chica�;o solicited appointment �.s P�ying A'g�nt . in Chicago of interest and principal of the bonds expected to be issued in the amount of $1, 260, 000, Water System Revenue Bondsm ��C Letter to be placed on file for further consideration, and a letter to be written to the First National Bank of Chicago thanking them for their interest� �. Stone & Youngberg - Time Schedule Stone and Youngberg, Ci.ty's financial consultants, su'bmitted �ime schedule in connection with the proposed water project. With �his se�iedule, the ��� construction would start sometime in early September and funds would be received approximately thirty days foll�wing trAe date of the bond sale, Note of Appreciation Mrs. Ellen Fulkerth thanked the .Councilmen, the City Manager and the City �y�� Attorney for the lovely plant sent �o her during her illness. ' RE PLACER ST, Andrews Property Mr. John Andrews submitted a let�ter dated May 18th from Donald C. 5impson, City Engineer, City of Downey and a former employee of the City of Redding ,,�g� Engineering Department, advising that he had knowledge that Ivlr. Andrews had performed cer`tain work on the City's airport property adjacent to land owned by Mr. Andrews, and that all of the wor� done at that time was permissable. 334 "No specific plan was ever approved and the work was to be continued only so long as it was beneficial to the�City, " the letter states. Mr. Andrews advised that dirt taken from the Benton Airport property was traded for removal of the trees and brush, and $1, 000 worth of work had been done before breakdown of the equipment that had halted the project. It was requested the City Manager write Mr. Sirnpson for f�rther details, that Mr. Andrews obtain a letter from Mr. Wilder, former joint owner of the property, regarding details of the transaction, and that Mr. Work who performed the .work for Mr. Andrews and Mr. Wilder appear before the council at their next meeting, that this subject b e resolved. e ` — ` APPROVAL OF .CLAIMS AND. REQUEST - Use of Lake Reddir�g Park TheRedding Junior Chamber of Commerce asked council consideration for their annual 4th of July Celebration to be held in Lake Redding Park on July 3rd, 4th and 5th,. with p.ermission to=hold the following: Fireworks celebration Queen Con�est - � , � . �� Games and Concessions, including the Sale of Beer - : Councilman Fulkerth stated he was not in favor of the sale of beer in public parks; that having ridden in police cars some thirty hours observing, he had found that from 60 to 70% of the difficulties involved youths under the age of 21, g� and all involved liquor. �✓� . Mayor Pro tempore Simons advised he had always been against the sale of beer in public parks and was of the opinion that in the fall of the year a policy should be adopted prohibiting this practice, in order that clubs would know well in advance of their scheduled programs that requests of this nature �vould be re- fused. However, in justice to the people who had scheduled prograrris based on council action of the past, he would not vote against this request. Assessment #Z33 Unsubdivided parcel CR 4-08-28 Protested the dimensions used in the figuring of the assessment; _ . advised he had a deed giving .different dim�nsioris . . _ _ _ � . � � Gity Attorney Ness submitted a- written report�fro,xn the; Erigineering De,partment that indicated the difference between the Assessor's office description of the parcel and the owner's recorded deed was due to the use of terms "westerly, easterly" etc. , and all distances used as "xnore or less", that deed was taken from an old plat map � dated Dec. 1901. However, in checking bordering land surveys : three sides had been established, and these land surveys bear out the City and County Assessor's records. , It was suggested Mr, Bland check w�ith the Shasta County Title Co. regarding another deed to his property. Mr. Lawrence Bland advis�ed no one had contacted him regarding an easexnent, and that sewer line had been constructed only to the edge of the property, with no provisions made in case he wanted to build on his upper lots. Mr. Ness advised that assessment was based on square foot ground area, not on the number of house connections,��and there was only one connection unless property owner advised parcel was to be made into three lots. . It was the recommendation of the City Attorney that protest of Mr. Bland Sr. be overruled.
