Magnolia Street, gave the invocation, ' ' � ' - - � - � The meeting was called to order by Mayor'Fleeharty vGitli the following councilmen present: Fulkerth, Kelly, Puryear, Simons and Fleharty. ` City Manager Cowden, CitymAttorney Cibula, Assistant City Manager-Attorney Ness, Assistant to the City'Manager Preaseau, City Engineer Byrrie, �'lanning - Director Evans, Purchasing Agent Stewart and Assistant City Engineer Harding were also present. APPROVAL OF MINUTES ' � ' MOTION: Made by Councilman�Simons, seconded by Councilman Fulkerth that minutes of the regular meeting of March 2'n'd be 'approved as maiTed to each of the councilmen, The Vote: Unanimous Ayes. COMMUNICATIONS ' � Shasta Federation of Arts-Request for Funds � Mro Donald Boyd, `Art Department Shasta College,' on behalf 'of Shasta County , r� Feder�tion of Art, asked support and financial assistance from the City on l�� F expenses incurred by them during the holding of their art exhibits at Shasta College. Council were 'advi'sed there were'ari ave'rage of eight exhibitions a year, and requested con'sideratiori on buclg'eting $500 annually to assist'in payment of the transportation and insurance fees, etcm incurred by them, Mr. Boyd, speaking froin the floor, stated the art exhibits program was now a little too large to handle through the present method of financing, which was depending upon the support of a few individuals who were willing to pay opening night expenses and others who became Patrons of the Art. Mayor Fleharty asked that an outline be prepared of all expenses incurred fg� by the Shasta County Federation of Art, for consideration by Council at the ' � next budget study for the 1959-60 fiscal year, and stated decision would be made if this project could be worked through the -Parks-Recreation department budget as a participating endeavor. Mitchell Van Bourg, Architectural Consultants Mitchell Van Bourg advised that Ro Ko Smart and W. R, Clabaugh were being � J/ considered as proposed associate architects to his firm on any or all of the � projects covered by the agreement between the City and his firm dated Feb, 4, 1957; that as Executive Architects, their firm would be responsible for the form and scope of any such proposed association• Proposal by Realtor - City Hall Site Mr. Broderick Haskell, Realtor, offered for consideration property north of ��5 (� the Placer Street firehouse as a new location for the City Hall, advising that property could be purchased for $95, 500, and present city property could be taken in trade. No action. Re Quarter Midget Racing It was the recommendation of the Recreation and Parks Commission that City ,, Council allow the Quarter Midget Association to develop track near the former d�� Ll site of the city dog pound for Quarter Midget Races, a recreational activity for boys and girls ages 5 to 12, This area, the letter states, has ample space for parking and has two automobile entrances and exits. 271 Mayor Fleharty,;�acting on_the•suggestion of Councilrr��n Puryeax, referred this letter ,to the Parking Commission for review, due to the traffic hazard at this proposed location. _ . ..,, .. . . Re Leasing of Land - Benton Airport Edward K,�Vlachin, operator of. Not only from , � a point of consumption of water. but, also, based,upon.ability to fin,ance. _ __, The assessed valuation of the City is the only mean:s �hat makes respon- � sible finanFing po�ssible, _ _ . . Although the sale of water is the proposed method of financing, it is ..... .. . entirely possible that districts will not be formed readily and the cost will come back to the tax rolls. This will place:the burden primarily upon . ,_ . City.of Redding residents. n V .^ 3. The water rights of the City of Redding are proposed to be "given" to the district, in order that the n�gotiated cost of water for the entire district • might be lowered.. . . � . Because the responsibility for every phase of the project rests so heavily upon Z72 the City.of l�edding I feel:it...is apparent that the -current proposal of placing the di.stric.t_under..th�P j.u-risdiction of the County Water Agency isju�st not feasible. We are left in a position of responsibility without representation. The Water. Agency is composed of the County Board of 5upervisors .and ���a does not present a representative body for this project. Two alternate courses,are possible: .,: . . � _ : a. Build the project as a Gity undertaking. While this would be the most direct approach, it has two serious disadvantages: 1._ . It might p:rove difficult to secure, the cooperation'of the other - ' potential cuatomers of the project. � � � � 2, The cost would be chargeable to the City's asse.ssment limitations - - and might prevent development of other projects. b. Form a board:of directors for the district, by ainending the. Ac.t.
