The meeting was called to order by Mayor Fleharty .with the following council-

It was the recommendation of Mayor Fleharty that.councilmen study this._most �-�-�
comprehensive report, as the basic plan was good and water from the Trin�,ty
project would immeasurably increase the quality:of water and be a boon to the
general area, especiall.y the western portion,. and possibly opening up an iri-,.;
dustrial section in the Keswi,ck area, � -

Mayor Fleharty advised the`Water Resour�ces Board were meeting Wedn�esday
to discuss the subject of recommended amendments to �legislati.on to provide a
zone of participation within the Shasta County Water Agenc.y,:to� givevit bonding
provisions.
Councilmen, Clair A� Hill and R. E. Layton will hol�d a study session shortly
to go over the report.
RE PARKVIEW REOPENING
Mr. Bob Miller, operator of the Parkview Laundromat and spokesxnan for the
, area, gave a resu,me of the:xneeting held in Senator Regan's office, :with John
Fitzpatrick and he representing the City, and Senators Regan, Arnold and
Collier and Assemblywoman Davis in attendance,
He advised�they were most sympathetic with the problem and were anxious to
know the legal status with regard to any authorization given for the closing .of
Parkview Avenue, It was the recommendation of1Senator Regan if a resolution
or minute entry.had been made by the City Council granting permission to close.
Par�view Avenue, _th�t City Council now b�y�Resolution"rescind their previous
action. �
Councilmen were advised that before any freeway can be �closed, ,Lpermission `���
from the Council must be secured�for the closing, however thi,s_ was.not, a highway,
nor a freeway, but an expressway; that State did not close, but m�rely put in a
parting strip or divider and did not do anything that would require action by the
City. . . . _
Assistant City Ivlanager-Attorney Ness advised that under date of May 5th, the
Cit Counci'1 had a ro�ed the recommendations of the Parking Comxnission,
inci�uding the follo��ng item: ,
"Parkview at Market: Install a znedian strip on Parkview Avenue for a distance
of approximately 100 feet, running east fr.om Market on Parkview. This is to
allevia'te a hazardous condition, caused by drivers using the wrong side of the
street to patronize businesses on the south side of Parkview. "
Mrs John Fitzpatrick advised a tentative meeting had been planned "for Tuesday,
February 24th at 1:30 P. M. in Senator Regan's office. It was planned that Mayor
Fieharty attend, and H. Miles, District Engineer for the State Division of Highwa.ys,

SOUTHERN PACIFIC CO, - Re Partial Discontinuance of Service
Assistant. City Manager Ness advised that due to the strict rule's of the Inter-
state Commerce Commission, it had been necessary to make a personal
appearance in order to file a protest on the request of the Southern Pacific�
Company to� cu'rtaiT' service of the Shasta Daylight to three days a- �week d`uring
/�G � the winter`schedule. ° - `

Council was advised City Manager Cowden had appearing before the Hearing,
malcirig a `five' point protest against the curtailment of�service, and his appearance
had added weight to t1ie�Hearing. � '
RE R, E, LAYTON & AS�OCIATES CONTR.'ACT"= Extension of �Time
It wa�s the recommeridatiori of the City Manager in accordarice`with his memo
dated February 13th, that acting on the request of R. E. Layton his basic
contract as consulting engineer on master water system be extended from May
�� 3rd, 1959 �to July 3,' '1959=, ' alorig with the revision of schedule of payments�to
dovetail with the coznpletion of the work,

recommendations of the City Manager be accepted, and request of R. E. Layton
for extension of time on his basic contract be extended from May 3, 1959 to
July 3, 1959, with revision of the schedule of payments as outlined, The

capable of doing this type of repair work,. _
MOTION: Made by Councilman Si�mons, seconded by Councilinan Kelly that
City go to formal bid on the�repair of puznp. The Vote: Unanimous Ayes.,
Council discussed the advisability of transferring $30, 000. 00 froin the Electric
Department�to th.e Water Department to be repaid during the next budget year,
however were of the opinion additional information �ould be requir.ed before
such ;a transfer should be authorized.

JOB CLASSIFICATION - Senior Accour�tant, ' , _ -
It was the recommendation of the City Manager that Council adopt�.a job classi-
fication of Senior Accountant, Salary Range 29 - from $447, $469; $492, :$517 //C�
and $543. • This po.sition, .emplo_yed on a full tizne basis, would be an assistant
to the Director of Finance, and under his direction°be prim'arily responsible for
the development and maintenance of accurate and up-to-date utility billing records,
including a complete separate accounting record of each utility customer.

six month extension of time, . .
Mr. Jack. Penix, Building Inspector, stated it was his. opinion that any reasonable
request of. Mr.s. :Smith's should be accepted.

were about ready for circulation, however they were asking for consideration

petition), said additional assessment to be levied only in the event that
the total of the net revenues to be derived from parking meters located
upon public streets and the net revenues from the parking lots within
the proposed Parking District No. l, plus the amaunt generated by the
levy of an assessment of 50� per $100 of assessed valuation on all
taxable property within the d-istrict do not provide the necessary funds
to fulfill the purposes of said parking district.
5. Nothing herein contained shall be construed to limit the right of the City
Council of the City of Redding to provide for the use of any or all of
the net revenues to be derived from the parking meters to be located

It was their hope, Mr. Moty advised, this tax assessment would �be..l.�ss_than_
the 50� and requested consideration to the changing of the order of financing :

City Council rescind their motion of October 21, 1957 regarding proposed,
Parking District financing. The, V`ote: Unanimous Ayes.
Council discussed at length what action to take on the financing of th,e.pr;oposed
District, however deferred this item for further consideration until March 2nd.
REPORT ON .ACCIDENT - Police Car
Chief of Police Lincecum reported on the accident that �ad occurred �February
�G�' 16th when police car.w.as demolished while on its way to- an incident at the E1Bo

The traffic problem on Friday and Saturday nights on the Miracle Mile was
�G(� discussed, with Chief of Police Lincecum promising additional patroling of
this area. - . . .
P�oblems, ari.s.ing from the dance held at Kutras Park were.dis.�us.sed, and the
Chief of Pqlice. stated the operators„of.the dance.:ga,ve .wholehearted cooperation
and the trouble that did occur were only with a minority group.
p Councilmen approved the suggestion that Chris Evans, Planning Director,

The drainage problem in the Parkview Subdivision and at Market and Yuba

Streets was discussed,.,and eonsideration to some pro�ram for next. year's
JG� budget was pl�anned. .
