INTR,ODUCTIONS `. - Mayor Fleharty introduced M.r., R; V. Stewart, newly appointed Purchasing Agent to the City. - KIWANI5 LITTLE LEAuUE LEASE Mr. Richard Crepeau, 2410 Court Street, representing the Kiwanis Club of Redding, advised that property located at Lake Redding Park was not adequate for the bailding of a ball park as planned, for several reasons: Southern Pacific Right-of-way � � � �2/� Mr. Wilsey's property was larger than realized Drainage ditch runriing through the, area Minimum area required would be 280' x 320', he advised, and asked for council consideration of another lease site in the same generaT area of the Lake Redding Park. Mayor Fleharty directed the City Manager to work out a site satisfactory to the City and to Kiwanis, with terms to be resolved at the next me.eting of the Council. MANZANITA HILLS SUBDIVISION Mr. Robert Chatfield, from the office of Clair A, Hill and Associates, submitted map of Manzanita Hills Subdivision, Unit #1, together with le tter from the Shasta County Title Company that official records of the County of Shasta show Harold T�. West and Lee S. West as owners as said� pr-operty and a"co�py of a � 7� letter from the First Western B.ank, R�dding, advi`sing that the suxn bf $21, 000. was being held on deposit in the name of Harold T. Wes't and Lee S. West. The letter further states these_funds will be disbursed only for _payinent of bills on the s.ubject's subdivision and only upon written authoriz�.tiori from the City Engineer. = t ) � MOTION: Made by Councilman Kelly, seconded by Councilman Puryear that City Engineer and the City Clerk be authorized to sign map of the Manzanita Hills Subdivision, and map be placed of record. COMMUNICATIONS Request for Cancellation of Taxes 1958-5}� o , The State Division.of Highways requested cancellation of 2.nd install- ment 1958�-59 taxes on property acquired by them from Maybell Diestelho_r-s�. ------ It was the r'ecommendation of the City Assessor that no action be taken //,Z as the parcel was so small as to be practically impossible to evaluate, and did not depreciate�the value of the remaining large.tract. . � , . � � 250 MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth the recommendation of the City Assessor be approved, and the State Division of Highways be so notified. (Yuba St. Parking Lot, by public. librar.y) Increase in rental would take effect as of March 1, 1959, all other terms and conditions of existing lease to remain in effect. MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly that City accept the Southern Pacific Company's notice of increased rental to $175. 00 per year on property used for public parking of automobiles, Lease dated December 7, 1953; Audit No. 103418. � The Vote: Unanimous Ayes. „ , PROCLAMATION - First Annual Scholarship Week Mayor Flehaxty advised it had been his pleasure to work on the committee formed for the purpose of obtaining recognition of students who had achieved scholastic honors, and it was planned that students would appear befqre civic �'S � groups, on radio and television and receive either pins or recognition awards. MOTION: Made by Councilman Simons, seconded by Councilman F'ulkerth to approve Proclamation declaring "First Annual Scholarship Week"„February 16to 22, 1959, ,and the mayor be authorized to sign said proclainatiori. The Vote: Unanimous Ayes. RESOLUTION - Protesting. Voting was as follows: Ayes: Councilm�n - Fulkerth, Kelly, Puryear, Simons and Fleharty Noes: Councilmen - None Absent: Councilmen - None AUDIT LETTER - January 31, 1959 Councilman Simons, Finance Committee, reported on.the Audit Letter as of January 31, 1959 received from Miner B. Phillipps ' There was considerable discussion of some of the findings of the Audit lett.er and particular attention was called to the $69. 00 received by Mr, Pfuntner from �`� - Publications Press of Pasadena, for lists of new utility customers, Councilmen were of the opinion that it was the responsibility of the City to find what happened to this money, as it was missing from the saf:e and it was the contention of Mr, Pfuntner the money was in the safe at the iime he left the service of the City. 252 Mayor Fleharty directed the Police Department to proceed immediately to locate the missing funds in.the safe of the Department of Finance, Councilmen further discussed the filing of the form with the State.Retirement Board, showing that Mro Pfuntner had terminated his services with tY�e City on June i6, 1955, received his retirement check, and had subsequently filed notice of re-�mployment as of July ls.t, 1958, There was no legal liability involved in this, councilmen were advised, however it wa.; ,1;,± .=�..�;:•.,i,:_;r procedure. ' ` ' , The failure to withhold the necessary sums from the payroll checks for Fe�eral Income Tax was also discussed, and councilmen were advised the Department of Internal Revenue had received all xnonies due. In summing up the Public Hearing and the. subsequent discussion of,the Audit, Mayor Fleharty stated this was something, that had to be done; that, it had been done without fanfare; that possibly rni.stake�s had been made aYong the way, but they were five human beings, doing the..best they could. RE PARKVIEW AVEm O.PENING � Mr. John Fitzpatrick_, General Manager McColl's �Dairy Products Cornpany, � 2500 Angelo Avenue, briefed councilmen on the meet�.ng held in Sacramento.- : with Assemblywoman,Pauline Davis, and Senators Collyer;:�;Regan.and A.rnold in attendance, and advised it was the suggestion of Senator Regan that;City Council rescind all previous action on the closing of Parkview Ave�ue, and ��� start at the bottom againo A tentative meeting in Senator Regan's office was scheduled for Tuesday, February 24th, for further ,consideration of the reopening of- Parkview Avenue.: It was requested City search their records for all previous action by the City on the closing of Parkview Avenue, and an adjourned meeting be held for further consideration of this subject, , , MOTION;.
