Church of Redding, gave the invocation. . : .
The meeting was called to order by Mayor Fleharty with the following �
Gouncilmen present: Fulkerth, Kelly, Puryear,. Simons and Flehar.tyQ .
City Manager Cowden�Assistant City Manager-Attorney Ness, City Attorney
Cibula, Director of Public Works Marron, Assistant Engineer Harding and
Planning Director Evans were also present. <
APPROVAL OF MINUTES :
MOTION: Made by Councilman Simons, seconded by Councilman Kelly that :
minutes of the.regular meeting of January 5th and the adjourned meeting of �
January 9th be approved as mailed to each of the councilxnen. .
The Vote: Unanimous Ayes.
HEAL.TH HAZARD - Ridge Drive A rea
Dr. Donald R. T'aves, Shast,a. Co. Health Officer, speaking from the floor, .
� requested Council .take action declaring the Ridge Drive Area a Health Hazard
and forc.e the area .to form a Sewer Assessment District in view of the fact
that several cases of Hepatitis exi''st in the County; one of them being in the �i�
� Ridge Drive area which is not now sewered, Dr. Taves noted.that while the
victim �f hepatitis has a satisfactory septic tank, this a a hardy virus which �
spreads person to person, through food or water borne. Some of the septic tanks
in the district are not satisfactory and sewage could drain into tributaries which
eventually would flow in the River.- Ordinary chlorination of the water would not
kill the �zirus. . The local physicians have been asked to watch the situation closely �'Z �
for further occurences.. The Health Department feels the problem is always
potentially there and the long range desirable thing is to sewer the area.
City Attorne.y Cibula reported that a petition for a Sewer Assessment District
has been in circulation fo,r several montlis without too much success. Four or
five of the properties with poor sewerage are not included in the proposed district
because of topography, They would impo_se an additional burden on the entire
district. , ,
Director of Public Wr�rks Hal Marron recommended that the petition in circu;lation
be recalled, the proposed district be reviewed and if economically feasible, :
bring in properties not now included in district and recirculate the petition;
Councilman Kelly suggested that a Public Hearing be held not to force the
Dis.trict but for residents to show cause why they should not sign a petition,
we��ghir�g the septic tank problem against cost of distri,ct., :
Mayor Fleharty requested a letter from Health Department outlining the problem
and authorized the Department to prohibit use of facilities at the first sign of
danger. A general letter is to be addressed to the people of the area.
MOTION: Made by Councilman Kelly , seconded by Councilrnan Fulkerth to set
a� information hearing for February 2nd at 7;30 P. M. , to discuss the problem
with the residents. The Vote: Unanimous Ayes. � .
PUB LIC HEARINGS
Uniform Housing Code, 1958 Edition
The hour of 7:30 P,M, having arrived, Mayor Fleharty opened the
Public Hearing on the adoption of Ordinance No. 605 pertaining to the �S�
Building Department and adopting by reference "Uniform Housing Code, -
1958 Edition".

City Attorney Cibula ascertained there were no written or verbal
protests regarding adoption of this Code,
MOTION: Made by Councilman Kelly, seconded by Councilman Simons that
Public Hearing on the adoption of the Uniform ,Housing �ode, 1958 Edition
be closed. T'he Vote: Unanimous Ayes. . '
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
Ordinance No. 605 be adopted, an ordinance amending the Municipal Code of the
City of Redding by adding certain sections which adopt by reference the Uniform
Housing Code, 1958 Edition, published by the International Conference of Building
Officials as the Housing Code of the City which Code pertains to matters of
Enforcement, Permits and Inspection, Space and Occupancy Standards, Structural
and Mechanical Requirements, Exits , Fire Protection and Substandard Buildings.

south by Tehama, Stre)et,� the�east by an alley, for the net sum of
$25, 040. It is understood this property has a value of $67, 000,: but
the City of Redding will contribute the $42, 000 appraised fjgure of the ,
present library site.toward the purchase of a library site for the
County of Shasta, thus making the net figure of $25;x 000 'due and pay-
able to the City of Redding by the_ County of Shasta.

a month while he is working in that capacity and that an Assistant to the City
Manager be appointed on the basis of a starting salary of $675. 00 a month
for the first three months.

City Attorney advised of the decision of Judge Eaton as announced and directed
from the bench following a view of the premises and argument of counsel �on
the morning of Thursday, January 8, 1959 as follows:

It is ordered that judgment be entered in favor of_plairztiff and
against defendant herein, quieting title unto plaintiff for the use of the .
meandering road, to pass and repass, for the purpose of cutting wood

City Attorney Cibula reported Quiet Title Action is necessary before survey of
Benton AirEport Property can be confirmed.

Mayor be authorized to sign complaint; the Legal Department to proceed with
Quiet Title Action. The Vote: Unanimous Ayes.
PARKS EXTENSION
Councilman Simons requested immediate consideration be given to extension
of the City Parks, particularly in the area North of the River; two parcels
owned by Carter and Dimmick; the area to the west of the railroad tressle 3S�
beyond Kicldieland and around Benton Drive.
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth instruct-
: .. ing City Manager and City Attorney to start negotiations for the purchase of
property. as outlined and to secure necessary appraisals.
