The meeting was called to order by Mayor Flehar,ty with,the following councilmen
present: Fulkerth, Kelly, Puryear. , Simons and Fleharty.

APPROVAL OF MINUTES
MOTION:. Made by Councilman Simons, seconded by Councilman Kelly that �
minutes of the regular meeting of December 15th and the adjourned meeting of
' December 19th be approved as mailed to each of the councilmen. The Vote:

INTRODUCTIONS
Mayor Fleharty welcomed members of the Shasta College Law Enforcement
Class attending the xneeting. :
PRESENTATION - Reynolds, Chamberlain & Kantz �
Mr. Clayton Kantz, architect located at 2021 Court Street, Redding; presented
a communication to the City Council dated December 30th listing his personal
qualifications as an architect and a history of his firm as architectural designers
.�o�� of some seven and one-half million dollars of construction. He advised he had
joined forces with the firm of Reynolds and Chamberlain, Architects', AIA, of
Oakland, and introduced Loy Chamberlain of that firm. Mr. Harry Logan,
Planning Coordinator of the firxn was also introduced, and a brochure was
presented to counci.lmen giving history of the firm and personnel information;
It was requested council consider their qualifications for any architectural
commission, either in miscellaneous public works projects, urban redevelop-
ment, or the proposed civic auditorium projecte
COMMUNICATIONS
Lease Extension -. Shasta-Cascade Wonderland Ass'n.
Mr. John Reginato, General Manager Shasta-Cascade Wonderland Ass'no ,
/� � requested a one year extension of their present lease for City property�
located in South Redding Par�k, corner of South Market and Parkview
Streets, to February 28, 1960.
MOTION: Made by Councilman Kelly, seconded by Councilman Puryear
that present lease of the Shasta-Cascade Wonderland Ass'n. for City property .
in South Redding Park b e extended for one year, to February 28, 1960, and
that Mayor be authorized to sign said lease extension. The Vote: Unanimous

Commendation - City Crews
��� Mr, Rudy V. Balma, Managing Owner of McDonald's Chapel, commended
the City crews working on the installation of stop signals at the corner of
Shasta and Pine 5treets for their cooperation and courtesy.

Request for Approval of Annexation, Circulati. n of Petition
Mr. Frank Magaldi, President of Frank Magaldi, Inc. , advised that
property owners of territory contiguous to Riverview Estates desired
annexation to the City and the Rancho Parks Sewer Assessment District,
(approximately 20 acres) and requested approval for the annexation and.the., � �--^
circulation of petition for annexation. �
MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly
that approval be granted for the arinexation bf certain uninhabited territor�y
contiguous to the Riverview Estates Subdivision, Enterprise, and for the
circulation of petition for annexation, providing this request has the approval
of the Shasta County Boundaries Commission. The Vote: Unanimous Ayes.
Request to Purchase Certain City-owned Property
M.r. and Mrs.� W. R. Miller, Redding, submitted their request to purchase �O�
Ci_ty owned property, a triangular piece, which is the corner of Lincoln and
East Streets, and asked the purchase price. Council were advised it was
their intention to build�a home on Lincoln Street, and if they were able to
acquire this property, they would construct the sidewalk and landscape the
property. .

to operate two card tables at the Pastime Club, 1437 Market street, and had

REQUEST - Appropriation �of Water from Sacramento River
Mayor Fleharty reported on the application to appropri�ate water from the
5acramento River for power purposes, filed by Arthur L. Coggins, 764 ;
Indian Rock Avenue, Berkeley, with the. State of California-State Water Rights
Board.
He advised he had 'written to Jo`seph.E. Patten, Manager of the Shasta County
W,�.ter Resources Board, requested this application be thoroughly inv.estigated as
`�`Zthe 'City's water systezn was entirely dependent upon appropriation of water from
the Sacramento River, and City was desirous of maintaining an assured supply of
water from that source now and in the future. A reply from Mr..,Patten. states
"The Department of Water Resources---has been aware of this application since
last May, but because of apparent lack of feasibility for the project there has not
been m,.�ch concern". � ,
APPROVAL OF CLAIMS AND PAYROLL
MOTION: Made by Councilman Simons, seconded by Councilman Kelly that
claims in the amount of $114, 046. 75, warrant register No, 14, warrant Nos.
4248 to 4354 inclusive be approved and paid; that payrolls for the first half of
December, warrant register No. 11, warrant Nos. 9, and 219 to 416 inclusive,
in the amount of $38, 139. 24 be approved; that payroll for the second half of
��� December, warrant register No. 12, warrant Nos. 417 to 623 inclusive, in .
the ar�ount of $37, 664. 67 be approved. Total $189, 850, 66 - approval of all
these 'claims and payroll contingent upon the approval by the City M�.nager and

DELINQUENT TAX REPORT
The Delinquent Taxes and Redemptions for the period commencing Oct. 1, to �
/�j� Dec, '31, 1958 were reported by Councilman Simons. Total collections as reported
by the Delinquent Tax Collector were $1, 857, 26 he advised.
RE SANITATION DEPTe REPORT � �
The Director of Public Works submitted to all councilmen under date,of December
24th, a plan formulated as a possible alternate to the once a week garbage and �
rubbish pickup that had been presented at the last council meeting., The following
procedure was proposecl if. once a week residential pickup was ruled out:
1, Twice a week pickup for rubbish and garbage in the residential areas
2. Yard trimmings be collected once�a week with garbage pickup (alley
or curb pickup)
h �.�- 3, Standard containers of not less than 24 nor more than 45 gallon,s
d '4. Yard trimmings and similar debris be placed in suitable containers
5, Men in 5anitation De�partment be placed on 5 day work week
6. Strong public relations program be initiated .
7. Est, of'policy for special pickups, boxed or unboxed, for nominal fee
There was considerable discussion on the equitable rate to charge if once a week
residential pickup wa's established, with Mayor Fleharty reiterating it was only
requested the department break even. �
Action deferred, pending results of a questionnaire to be sent customers with their
utility bill, indicating which service they, would prefer at a given rate.

ENCROACHMENT PERMIT - A. C. I, D. -

AWARD OF BID - Culvert under A.•C. I. D, Canal Schedule #142
The Director of Public Works advis�ed it would be to the advantage of the City
to secure permit for the crossing rather than have the contractor secure it,
inasmuch as the Anderson-Cottonwood Irrigation District would require at
least a $50, 000 bond for two years, which would aznaunt to an additional cost
of approximately $l, 000 for the job and this bond would not be required if the
City secured the permit, �
Particular attention was called to It�em #7 of the Encroachment Agreement,
calling for $500. 00 a day penalty for each calendar day between March 1, 1959
and completion date, and the necessity of adding into City's contract with the
contractor that contractor will abide by the $500. 00 a day penalty as if he
secured permit himself. (City's plans and specifications call for a $50. 00
a day penalty)
The City Attorney advised that Item #8 of the Encroachment Agreement states �3�
that City may be required to lower the double-box culvert at some future date,
if the A. G. I.D. finds it necessary to enlarge'or deepen the canal, however•:
it was a very rem�te po'ssibility that this would ever have to be done.
The Director of Public Works submitted a tabul•ation of bids received for
the Reinforced Concrete Double Box Culv.ert, Schedule #142, and recommended
that bid be awarded to low bidder, J. H. Trisdale, Inc. , under the condition
that coritractor will accept the $500. OO a day penalty clause, Item #7, of the
Encroachment Agreexrierit.
MOTION: Made by Councilman Kelly, seconded by Councilman Puryear that
City accept the Encroachment Permit with the Anderson-Cottotnwood Irrigation.
District, and Mayor be authorized to sign said permit on behaTf of the -City.

RE RE-0PENING OF PARKVIEW AVENUE
A letter addressed to the City Council under date__of January 6th, signed by H. 5.
Miles, District Engineer, State Division of Highways, advised. that further con-
. sideration and review had been made of the access improvement study�filed by
consulting traffic engineer D. Jackson Faustman of the. area bounded by Cypress,
Market and C:rrange Streets and�the Sacramento R.iver.
A portion of Mr.. Miles' letter follows: � � _
"In this review we have carefully considered the information developed
during the several discussions and meetings in connection with the
subject, as well as. IVlr. Faustman's repoert. I would like to first di.scus�s
the conculusions drawn by Mr. Faustman.

Conclusion No. 1 � � _
Analysis of r_e�ported accidents indicates there has not been an increase : _
in accidents as a result of the closure at Parkview Avenue
The accident data further shows that since the closure at Parkview Avenue
'... : no accidents have been reported at any of the entrances to this district '
invol�ying the. type of movement that could have been.previously accom-
plished by means of a left turn into Parkview Avenue. A� study of the
traffic volumes indicates that most of the maneuvers of,this;ty,pe,,;are

now being accomplishecl by means of the signalized channelization .at
Cypress Street
Conclusion No. 2 ,
The capacity of the access streets to the study area is sufficient to handle
the peak �raffic volum�s which can be expected under any of the anticipated
�f'� land use schemes. This conclusion is based on the assumption that the
origin of vehicles arriving for a major everit at the auditorium will be
such that there will not be an unusual concentration of vehicl�s at one �
access point.
The report tabulates a total of 7, 438 vehicles. daily entering or leaving the
study area, with the.traffic distributed on six streets. A possible increase
of about 50 per cent is indicated for the future�e The largest volume, re-
presenting 26 per cent of the total, .is using Akard Street, and Angelo Avenue
ranks second with 22 per cent of the traffic, Grape Street and Parkview
Avenue each are carrying 15 per cent, or a combined total�of 30 per cent.
It should be noted that most of the traffic on Grape Street is inbound, while
most of the traffic on Parkview Avenue is outbound. Thus these two streets
are functio�in� as �a _co let and are in c�rr�bination providing an important
measure o se vice in t�eir present con ition.

The closure<. of the opening at Parkview Avenue causes those drivers with
destinations south on U, S, 99 to take a more circuitous or hazardous� •
route..; It is further concluded that the closure requires that formex users
. . : , .��..
of, the Parkview.Avenu;e arterial with destinations south on U. S; 99 to use. _
residential streets in��the study area or Angelo..Avenue .to gain_access .to
Market Street.

Vehicles with a destinatio-� to the east of Grape Street, which represents
over 80 per cent of the stady area, are not required to take a more cir-
cuitous route under the present pattern, Vehicles with a destination to
the west of Grape Street are required to travel a short additional distance,
which in most cases would amount to two blocks on a round trip. This
does not involve:-any more circuity of travel than for rr�any of the trips in
the central district of Redding since the oner-way couplet was placed inta
operation. Insofar as hazards are concerned, with the availability of
the sigrxalized channelization at Cypress Street after completion of several
of the minor improvements recommended by Mr, Faustman, the present
routes of :acee;s:s through the study area should be substantially safer than
the previous condition, .
The second obseration of this item relative to the southbound movement on
US 99 from the Parkview Avenue area was not emphasized at previous dis-
cussions. The maximum improvement from the standpoint of safety and ,
conv�nience for this traffic movement could be accomplished by making a
signalized intersection available for them which could be achieved, for
example, through the installation of signals at Angelo Avenue and South
M:arket Streets. , .
Conclusion No. 4
There are no statistics to substantiate that the loss of business in the area
i s due to the clo sur e. .
A.rz �conomic survey of.business conditions confirmed this conclusion, as we
found that the trend in the Parkview area during the latter part of 1958 was
similar to the trend experienced by the same types of business in other
parts of Redding.
We are in agreement with a number of the recommendations in Mr. Faustman's
report. We believe for maximum benefit from a standpoint of safety and
' convenience, and keeping in mind the tixne and cost factors rec�uired to
implement the recommendations, that it would be desirable to establish
a priority that differs from the sequence in which the recommendations are
listed, ,
The first priority should be assigned to Recommendations 3 and 6, which
read:
3, Increase the curb radii at the intersections of Grape Street and Akard
Street with Cypress Street. Future improvements should include left xurn
slots in the Cypress 5treet median at these two intersections.
6. Immediate consideration be given to improving the sight distance at the
intersection of Grape Street and Cypress Street by a modification of the
Tiger Field fence on the southwest corner.

The Division of Hi�;hways will include left turn slots on Cypress Street at the
intersection with Akard Street on our plans for the additional 4-laning of
Cypress Street, including the Sacraxnento River crossing. We will a1sQ � �

street. The increase in the curb radii at intersections.of Grape Street and _
Akard Street with Cypress Street is an obligation of the City.
The second priority should be assigned to Item 2:
2. Install curb and gutters on the remainder of Angelo Avenue so that
the intersection of this street with Market Street will be clearly defined
and parking will •be more orderly.
If the City proce'eds�w'ith'the improvement of Angelo Avenue, any cl�arinel-
ization required to define the entrance with Market Str'eet will��be ,unde"rtaken

The third priority should be assigned to Item 4:
4. Install traffic-actuated signals at Galifornia Street.
; At such time when it is mutually agreed that traffic signals are essential
at this irntersection, we will initiate action on a cooperative agreement
coveri�rig their installation, in conformance with our policy which calls
for a 50-50 share of the cost.
It is my .studied opinion that if the foregoing recommendations are carried
. out, safe and adequate a,ccess can be had to the study area without any �
further change at the intersection of Parkview Avenue and Market Street
at this time. I am in agreement of course with the further recommenclations
that the future need for other improvements as outlined in the report should
be examined froxn time to time in the light of the then existing conditions. "
Mr, Miles, speaking from the floor, briefed the conclusions of Mr, Faustman's
report, and stated it was his opinion the report had only listed a number of things
that should be done, but not in the order of their p�riority.
Mr. Gene Franck, Gene's Servicenter, stated it was important�to know the flow
of traffic before Parkview Avenue was closed; that conclusions based on the flow
of traffic since Parkview Avenue was closed was not a true picture,
Mr. Bob Miller, Parkview Laundromat, stated that three •business men had filed
with Mre Faustman reports howing decline of business, and that one company had
submitted a percentage-wise report showing decl':ine in business ove'r the previous
year. '
Mayor Fleharty advised that City Council had secured the services of an engineer-
ing firm for this traffic survey, and had been encouraged in the hiring of an outside
engineering firm by the State Division of Highways; that Mr. Faustman was a
capable and competent engineer and it appeared the State agreed with that portion
of the report that does not affect them, and tossed out recommendations that did
affect them. �
MOTION: Made by Councilman Puryear, s:econded by Councilman Fulkerth that
City Council direct the City Manager to forward Mr. Faustman's report to the
appropriate officials of the State Department of Public Works, with the request
that necessary steps be taken to further the reopening of Parkview Avenue� at
Highway 99 South. The Vote: Unanimous Ayes.
MOTION: Made by Councilman Kelly, seconded by Gouncilman Puryear that Council
had discussed and�were willing to participate in costs of the reop"ening of Parkview
Avenue, and the State be so informed. The Vote: Unanimous A.yes.
Councilmen wer.e in accord that Mr. Faustman's report was considered a "package"
deal, and all, or a goodly portion of �he recommendations,would be done.
Mayor Fleharty commended Mr. Bob Miller as "very able and willing to serve the
merchants of the Parkview area," and hoped he would continue in public service to "
the benefit of the City�of Redding.
Mr. Miller thanked the Mayor for the compliment and expressed; on behalf of the
people of the area �heir ''appreciation of the fact that City is so cognizant of traffic
troubles we have from time to time. "
There being no further business, on motion of Councilman Simons, seconded by
Councilman Fulkerth the meeting was adjourned. -
