The meet'ing was called to order by Mayor Fleharty with the following councilmen
present: Fulkerth, Puryear and Fleharty. Late: Councilman Kelly, Absent:
Councilman Simons.
City Manager Cowden, City Attorney Cibula, Assistant City Manager-Attorney
Ness, Director of Public Works Marron, As'sistant City Engineer Harding,
Director of Finance Pfuntner, Planning Director Ev_ans, Secretary Enger and
Superintendent of the Water Department Glallixson were also present.

REPORT ON MUNICIPAL WATER SYSTEM - R. E� Layton
Mr. R. E. Layton presented "Investigation and Report on the Municipal vVater
System for the City of Redding, September 1958", prepared by the firm of R. E.
Layton and Associates, Consulting Engineers, San Leandro, California,
Mr. Layton briefed this comprehensive report to Councilmen, advising it developed
a long range program predicting needs for the water system:to approximately the
year 2000, based on predicted population growth of from 1Z, 226 in the year 1958 to
� a predicted 65, 667 in the year 2000, and the present City boundary of 5555 acres to
the estimated acreage of 20, 269 in the year 20000
Redding's present water is bacteriologically very good, he said, and we have a
�GL�- very good source of supply, however regardless of whether we �aT4i.nately re-
ceive water from the Trinity River or retain the Sacramento River as our source
of supply, addition, to the present pumping plant is essential, He further dis-
cussed the cost of pumping water from the river and provided sufficient figures
that when Mr. Hill's report is completed, the feasibility of water from the Trinity
can be determined by comparison of costso "
He advised that with an increase of 75°�oin water rates, the plan could be completed
with borrowed funds of $1, 550, 000 to service the area within the present City bound-
ary, and to service the enlarged boundary encompassed by Condition "B" in the report
would require $1, 600, 000 in borrowed funds, This report, he stated, was submitted
as a guide and bible to future water problems,
MOTION: Made by Councilman Puryear, seconded by Councilman Fulkerth to
accept the R. E, Layton report on the Municipal Water System, and authorize the
final payment be made. The Vote: Unanimous Ayes.
The Director of Public Works said it was his opinion Mr. Layton had submitted an
excellent report, and it was his recommendation if we were to undertake the pro-
gram we should get started immediately on the first step of the program,
Mayor Fleharty commended Mr. Layton for his presentation of the report and stated
he was expressing the sentiments of the council that it was a "real good job. "
M.r, Ed Wells, firm of Stone and Youngberg, financial consultants to the City, stated
with council's approval a report would be submitted within thirty to forty•»five days
giving recommendations on a tailor-made program of financing improvements as
projected by Mr. Layton in his report. "
It was directed that Phase #1 of the water plan be placed on the agenda for council
meeting of October 6th.

LEAGUE OF CALIF. CITIES - Sacramento Division
City Manager Cowden advised the Sacramento Division of the League of Calif.
Cities would hold a dinner meeting in Oroville, Wednesday, October 8tho
Election of officers will be held, and principal speaker would be Bud Carpenter
who will bring the Division up to date on new legislations effecting citieso
AWARD OF BID - Aviation Gasoline
Assistant City Manager Ness, under date of September 19th, subrmittecl:�analysis
of bid Schedule #133, Aviation Gasoline, Municipal Airport and Benton Field.
Standard Oil was the only bidder; with the following offer:
Company agrees to deliver 80/87, 91/98 and 100/130 aviation
gasoline to Benton Field and Redding Municipal Airport at the
pbsted prices in effect at the time of delivery,
Company agrees to pay two cents pergallon as a ground �lease in /�:`�
return for the City providing and maintaining the fixed fueling .
facilities at the two airports.
Company agrees to pay one cent per gallon for each gallon of
gasoline delivered iri transport tank and trailer truck quantitiese
Company offers to loan City a suitable new 450 gallon airplane
fueling truck designed specifically for easy fueling of�personal
and executive type aircraft, �ity to provid`e the fuel and motor
oil used, lub�icate the chassis and accessor`y equipment, and
provide day to day maintenance of the truck and equipment.
;Company to be responsible for all major repairs, periodic tune- _

Delivery of gasoline to the 450 gallon truck will not generate the one cent per
gallon payment to the City, which is made for the trarisport tank truck and trailer
delivery,� but City will still get two cents per gallon for the ground lease rental on
all such deliveries, "
Agreement is for five years, to expire October 6, 1963, which time is concurrent
with the existing ground lease for storage facilities between the Cit:y and the Stand-
ard Oil Company, The 'City Manager recommended acceptance of the proposal
as presented by the Standard Oil Company, and the Mayor be authorized to sign
agreements with the Standard Oil Company when such agreements have been approved j�//
by the legal departmente •
MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly the. re- f/�'
commendations of the City Manager be accepted, and bid on aviation gasoline for
Benton Field and Redding Municipal Airport be award`ed to Standard Qil Company
as per their bid Schedule No, 133; that Mayor be authorized to sign Agreements
with Standard Oil Company subject to the approval of the Legal ,Department. The
Vote: Unanimaus Ayes.

SUBSTATION LEASE - Pacific Gas and Electric Company -
Under date of September 17th, Mre George O'Brien, Dis1;-ricc Manager of the Pacific
Gas and Electric Company, advised they would be pleased to renew leases for one
year on substation facilities� located on portions of Lots 27 and 28, Lassen Vista �
Subdivision, however it was his recommendation. for safety and se.curity that City
fence off their leased area and provide their own access gate that personnel from ��-�
either City o�f'Redding or Pacific Gas and Electric Company have no occasion to
enter the area of the other. Under present circumstances it is necessary for City
to service its facilities by going through Pacific Gas and Electric Company's gate
to the City's substation area. It was his further recommendation that when Pacific
Gas and Electric Comp�.ny remov� their "breaker'' in about a year, City lease
additional land so the two parcels now leased be tied together, and City enter into
a long term lease within the new fence ,boundaries.. �
City Manager Cowden and Assistant City Manager-Attorney Ness concurred in
these recommendations.

recommendations of the City Manager and Assistant City Manager be approved,
and Mayor�be authorized to sign One`year Sub-Station lease with Pacific Gas
and Electric Company, property located on portions of Lots 27 and 28 Lassen .

Redding providing additional special stops to be added to the system of stop

ORDINANCE - Rubbish and Garbage
�z.� A meeting of councilmen, tlie Director of Public Works and the City Manager
was scheduled for Wednesday noon, October lst, for study session of the proposed
ordinance on rubbish and garbage, sanitation probl'ems and rates.
SEWER ASSESSMENT DISTRICT - Highland-Quirk
Petitions representing 71. 6%`of the property owners were filed with the City on
�� Z the formation of an assessrrient district for sewer construction in the Highland-
Quirk district.
MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth that ,
petitions be accepted for filing, and the necessary procedure be followed for
the formation of the Highland-Quirk Sewer Assessment District. The Vote:
Unanixnous Ayes. �
CALIF, PUBLIC UTILITIES COMMISSION - Hearing
Councilmen were advised by the California Public Utilities Commission that the
.��,�- Western Union Telegraph Company had filed an application for authority to in-
crease rates to yield additional annual revenue. Information only, no action at
this time by the City Council. '
RESOLUTIGN - Approving Amended City-5tate Agreement for
Installation & Maintenance of Traffic Control Signals .
MOTION: Made by Councilman Fulkerth, seconded by Councilznan Kelly that
Resolution No. Z428 be adopted, a resolution of the City Council of the City of _
Redding approving an amended City-State agreement for the installation and main-

RESOLUTION OF COMMENDATION `
Mayor Fleharty directed the City AttBrriey to prepare a resolution of commendation
. for Assistant City Manager-Attorney Ed Ness, for his outstariding work in pre-
paring recodification of the Municipal Code of the City of Redding. ' ��"
STATE HEALTH DEPT. - Sanitation & Garbage Control
, Councilman Fulkerth advised tlie State Health Department, through the Bureau of
Record Control, :was: having a man conduet a survey at no cost to the City, who
would report his findings regarding garbage and rubbish control, The City.
Mariager stated lie would send a comprehensive questionnaire to twelve or more ��-Z
, cities of comparable size and operations regarding all phases of garbage and rubbish
pickups. . �
There being no further business, it was moved by Councilman Fulkerth, seconded
by Councilman Puryear the meeting be adjourned._ Motion carried.
