Paul Stathem, Forest Supervisor Shasta-Trinity National Forests, '3� � requested council consider certain parking regulations at the corner of Continental and Yuba Streets, site of their new supervisor's office, and submitted the following recommendations: � I ) b� � a. The Vote: Unanimous Ayes. • � Painting of Curbs at Intersections or Posting of Signs where Diagonal Parking Exists � Prohibitive Parking from 2:00 Ae M. to 6:00 A,M, 158 MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth the recommendations of the Parleing Commission be accepted and authorization granted to paint all curbs red and/or post appropriate signs where no curbs exist, to prohibit parking within thirty (30)` feet of any intersection where diagonal parking is permitted; that the City Attorney be directed to prepare the necessary papers to post all downtown streets for no parking from 2:00 A,M. to 6:00 A.M. as follows: a. On all north-south streets in the core area between Eureka Way and 5outh Street no parking be permitted from 2:00 A.Mo to 6:00 A�M. on Mondays, Wednesdays and Fridays. b, On all east-west streets froxn East Street to Court Street in- cluding Court Street no parking be permitted from 2:00 A. Mr. Evans stated it was the Planning Commission's feeling that th� Parking Commissions recommendation on naming certain streets a5 truck routes _�G 7 would coincide with the Master Street and Highways Plan, with the exception of the stub streets feeding into certain industrial areas. � He further stated that Court Street is presently a t'ruck route, and if posted - with a tv�relve (12) ton load limit, and later this posting was removed, residents and business men located on Court Street might protest the return of truck �traffic. The Director of Public W�rks stated he would like to see heavy trucks off Court Street, due to the structure of the street. Mayor Fleharty directed further study be made on Court Street after completion of the overpass on Eureka vVay. PROPOSED SIGN ORDINANCE Planning Director Evans advised the Planning Commission had recommended the adoption of a sign ordinance, copies of the proposed ordinance k�eirig dis- ��� tributed to all councilmen. The City Clerk was directed to place this itexn on the agenda for the adjourned m�eting of September 2Znd. CITY OWNED PROPERTY - North of Benton Field Runway ' Planning Director Evans req.uested an extension of time to give a full detailed report on the 21 acres of City owned property north of Benton Field runway, property zoned R-l. Councilman Puryear recommended the property be -zc%(_ offered for sale immediately, subject to C,A,A; regulations. MOTION: Made by Councilman Puryear, seconded by Councilman Fulkerth that the'twenty-one (zl) acres of City owned property north of Benton Field run- way be offered for sale immediately. The Vote: Unanimous Ayes, ' ' The City Attorney was requested to prepare the necessary papers for invitation to bid. � TRUNK SEWER CONNECTIONS - Dakyn-Highland Additi�Qn �,S� The Director of Public Works advised that due to inadequate maps there was great difficulty in locating all the connections from the� old trunk sewer line which will be abandoned upon completion of the new Dakyn-Highland trunk sewer, and for .this reason connections from the old line to the new line were not included 160 in the contract for the�construction of the new line. He was therefore requesting .council authorization to perform this wflrk, by;Gity force, at , an estimated cost of $10, 000. 00, with funds from account UG 285. . � . , MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth the request of the Director of�'iz�Tic-W�rks be approved and authorization be given to connect sewers from the old trunk sewer line to the new Dakyn- Highland sewer line, by City force, at a cost not to exceed $10, 000, 00. The Vote: Unanimous Ayeso Pe G� & E, FACILITIES - Enterprise The Director of Public Works, under date of September llth, submitted appraisal of Pacific Gas and Electric Company facilities in the Enter�rise Area, and advised the small di,fference in City's appraisal,with the P. G. . - , � � , and E's. appraisal was largely due to the fact that P. G. & E� had placed `��h overhead charges and warehouse storage charges on all:items. It was his recommendation that offer of $32, 638, 30 be accepted. _ e t MOTION: Made by Councilman Simons, seconded by Councilman Kelly;to approve the recoxnmendations of the Director of Public Works and that offer of the Pacific Gas and Electric Company to sell electric facilities in the Enterprise area for $32, 638. 30 be accepted.- .The Vote: Unanimous Ayes. RATES FOR FIRE HYDRANTS & SERVICE. - O.utside City Limits . MOTION: Made by Councilman Fulkerth, seconded by Councilman Simons to accept the recommendations of the Director of Public Works and that corrected rates of $2e 00 per inch for fire service plus $2. 00 for each fire hydrant, per month be approved., The Vote: Unanimous Ayes. .� �% The Director of Public Works advised that when new rates for fire services and hydrants outside the City limits had been set at $40. 00 per month (action of the City Council meeting of July 9th, in accordance with memo of the Director of Public Works dated June 27th) it had been assumed that U. 5. Plywood and Shasta Box Company were the only users and were paying for one fire hydrant, when in reality they were served by twenty-two fire hy,drants, It was later found there were two other users, .who do not have as many fire hydrants, and it was to correct this inequality that a correction is recommended. i AWARD OF BID - Distribution Transformers ' It was the recommendation of the Electric Superintendent, approved by the City Manager, that bid for electric distribution transformers, Bid Schedule No. 132, be awarded to the.low bidder, Valley Electric Company, in the amount of .,�y�.� $23, 129. 60. City Manager Cowden advised the sum of $20, 000, 00 had been provided in the 1958-59 budget for the purchase of distribution transformers, however in order to obtain a better bid price, invitation to bid was based on estimated annual re- quirements. It would therefore be necessary to transfer additional sum of $3, 375, 00 to cover this .purchase, if bid was to be awarded. MOTION: Made by Councilman Simons, seconded by Councilman Kelly to app`rove the recommendation of the City Manager and bid for distribution _ transformers, Bid Schedule No. 132, be awarded to the low bidder Valley Electric Company'in the amount of $Z3, 129. 60, and Resolution No. 2426 be adopted, a resolution of the City Council of the City of Redding appropriating $�:, 37�5. 00 from certain appropriations and funds for the purchase of electrical transformers. Davis, firm,of Stone and Youngberg, was submitted to all council members by the City Manager under date of Septs l lth, in which Mr• Davis �advises that Mr. Ed Wells plans to attend the adjourned zneeting of the City CounciT o1r� 'Monda,y, September 22nd, when Mr. Layton will present Engineering Report on our water system. -�`''�� Mr, Cowden states the present contract with Stone and Youngberg will ex- ,pire October 15th, however they�are willing,to�develop a full finaxicial�report .including recomrnendations regarding xnethods to be used�to finance cagital improvements to our water system as recommended-in Mr. �Layton's .report, without additional compensation other than provided in the present contract. In effect, upon payment on October 15th of $3; 500. 00 to the firm, no further compensation would be due the firm until such time as a water bond issue was sold.
