the invocation. ' "
The meeting was called to order by Mayor Fl.eharty with the following council-
men present: Fulkerth, Kelly, Puryear, Simons and Fleharty.
City Manager Cowden, City Attorney Cibula, Assistant City Manager-Attorney
Ness, Director of Public Works Marron, Assistant City Engineer Harding;
Building Inspector Penix, City Assessor Townsend, Fire Chief Klaukens and
Fire Marshal Wade were also present.
APPROVAL OF MINUTES
MC7TION; Made by Councilman Sixnons, seconded by Councilman Fulkerth the
minutes of the regular meeting of June 16th and the adjourned meetings of June
18th and Z3rd be approved as mailed to each of the councilmen. The Vote:
Unanimous Ayes. � "
SWIM BOOSTERS CLUB ,
Mr. John Merrick, 1625 Magnolia Street, speaking on behalf of the Redding Swim
Boosters Club and the citizens of the,City of Redding, stated he "humbly and proudly
thanked the Council for everything that had been done on behalf of the children". ����

M-rsa Roberta Penix, Alta Mesa Drive, secretary of the club, asked council per-
mission that the �swim team be allowed to sell tags on the City streets to help
the club raise funds to achieve the many things planned for the children---pro-
vide suits, transportation and other general expenses-incidental to the club. The
tag, or ribbon; would state "I am a Swim Booster" and would be sold by�donation
only.
MOTION: Made by Councilman Simons, seconded by Councilman Kelly the program
for the sale of Swim Booster tags, as outlined, be approved. 'The Vote: Unanimous

REDDING HEIGHTS '
Mr. Frank Wilson, 1770 Barbara Road, president of the Redding Heights Improve-
ment District, advised he had petitions for the construction of seWer, streets,
curbs and gutters (the pxckage deal), however to date only 59. 4% of the property .���
by land area or 61% of the property owners had signed.
Mayor Fleharty suggested a letter .be sent to all the people of the area advising
that unless the required number of signatures were obtained within a three week
period, the circulation of petitions would be stopped and the proposed project
would be cancelled. � ,
Deferred until Council meeting of August 4th. - ` �
SUB-STANDARD STRUCTURES
Mr. C. �O. McKee, caretaker for his son's property at 2746 Railroad Avenue,
asked for six months extension of time on the four cabins condemned by the Build-
ing Department. He stated he would tear down two of the cabins, but asked per- =-Z-�
mission to bring two of the cabins up to City's building standards,
This proposed extension of time received verbal approval of the Building Inspector,
and was approved by the Council, subject to the condition that all reconstruction be
with th� approval of the building insp�ctbr. "

has received citation in the AAA Pedestrian Program Appraisal for
not having a single pedestrian fatality during the year 1957,

NIr. Harry Hazeltine thanked the City Council for resetting the bid
�� date for group accident and health insurance plan; he further suggest-
�� ed that recognition be given the low bidding agent or broker by
issuance of a Broker of Record letter for the agent or broker subm;itting
the lowest bid. �
Request for Sale of Ice Cream
Mr. Norman Bland, college student, asked council permission to sell
j:� � ice cream during the summer xnonths in Lake Redding Park.
Mayor Fle'harty advised he would answer this letter.
Request for Establishment Loading Zone
The First Church of Christ, Scientist, Court at: Butte Street, was in
�j j need of a loading zone in front of the church on the east side of Court
Street, to extend north from the red zone a distance of fifty-five feet,
the Board of Directors of the Church advised.

Filing of Summons - Frank Scholz vs. City of Redding
A Summons was filed with the City Clerk June 23rd, 1958 at 10:00 A, M,
J�,� Frank Scholz, plaintiff, vs. City of Redding, a Municipal Corporation.
Complaint to Quiet Title to Road for Ingress and Egress, Redding Muni-
cipal Airport Property, ,
City Attorney Cibula gave a short resume of the previous requests of Mr.
�/� Scholz - a 60 ft. easement running on an east and west line on property
owned by the City and in which the U. S. Government has an interest.
Demurrer has been prepared and filed, Mr. Cibula advised.

pass the bill in its next executive session.

RE CONSTRUCTION - Carports
Fire Chief Klaukens advised that many carports and patios constructed-•with-
�„ out a building permit, were not structural-ly:,safe, and in the event of a�fire+-
.��� created a hazardous condition, Meter readers, the police and other City
employees were urged to report building construction that inspection could
be made by the;Building Departznent. .. , :

Mr. Carl Williams stated it was his opinion the people of the City of Redding� °�
should know what funds were now available on the 1/2 of 1�` sales tax money
/ l� to be reserved for capital improvements. ' ,
ONE-WAY TRAFFIC - Market_ & Pine: Streets ._ , _ . � �
Mr. Williams suggested that serious thought should be given to the race=t.rack
;��`� of south-bound traffic on Market Street, and expressed the thought that south- �
bound traffic on California Street might be of more lienefit to the merchants.
REDDING HEIGHTS �. Sewer Constructip:n,� .
Mr. Theo, Bassett,. 315 Rosemary Lane, .stated petition had be,en circulated in
the Redding Heights area for the construction of sewers, and sig_natures had been
J �� ._obtained that represented over 60°�o for the program.
The Director of Public Works was directed to prepare the necessary petitions
for circulation should the .required number .of signatures not be obtained in the
package;deal.

` COMMENDATION - Volunteer Workers at Fires
The Gity Attorne;y, was directed to p�epare a resolution. commending the volunteer

CONSTRUGTION PROJECTS
The Director of Public Works was authorized to construct curbs and gutters ad-
� �-� jacent to the project on Eas�t St�eet; the Placer Street job to be coristructed to

omit curbs and gutters, with the pr,operty owners to .be personally coritacted to
�ut in the curb and gutter.
