Lieutenant Edward Crosby, Officer�of the Salvation Army, gave the invocation' The meeting was called to order by M�,yor Fleharty with the following council- men present: Fulkerth, Kelly, Puryear, Simans and Flehartye City Manager Cowden, City Attorney Cibula, Assistant City Manager-Attorney Ness, Assistant�City Engineer Harding and Planning Director Evans were also present. . . APPROVAL OF MINUTES MOTION: Made by Councilman Kelly, seconded by Councilman Fulkerth the minutes of the regular meeting of June 2nd be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes. REPORT - State Coml�ensation Insurance Mre Alfred W. Hicks, Safety Engineer for State Compensation Insurance Fund, reported on the accident perce,ntage of the City, advising that last policy year City was 142°jo, this policy year 139�/0, or 39°�0 over standard. He advised a City Safety Committee had been formed last winter, meeting monthly, and First Aid ,��� classes are now held weekly, with thirty City employees to date graduating from this cla.ss, There have been no tangible results as yet,. he advised; however there has been a v�;ry�thorough physical inspection of all vehicles with resultant changes and the accident percentage in the future sh'ould reflect this improve- ment in safety factors. He complimented the City on the foresight iri the formation of the Safety Committee and the employees for their attendance in the First Aid classes, COMMUNICATIQNS . � Annual 4th of July Celebration The Redding Jr. Chamber of Com�merce asked Council consideration for their annual 4th of July Celebration to be held in Lake Redding Park: a, Fireworks to be fired from bridge from 7:00 P,M. to 11:00 P,M, b. Permission to sell beer in park �=,.� c, Permission to have concession stands d. Permission to use dance pavilion e, Permission to hold, games, such as "Dunk the Punk" and dime pitch f. . Permission to sell soft drinks Permission to sell beer in park (Item "b") was granted at the previous council meeting held May 20th, 1958. . � � - MOTION: Made by Councilman Simons, seconded by Councilman Kelly to approve the requests of the Redding Jr, Chamber of Commerce for their 4th of July celebration held in Lake Redding Parl� on items a, c, d, e and f as itemized. Councilmen were �.dvised the City of Redding, the Union Oil Company, � Z� , , and Howard Masori, dba Mason Union Service, had been served Summ�ns ' in the Superior Court on the claim of Marguerite Smith. Referred to the Legal Department 104 Claims-Damages - The Pacific Telephone and Telegraph Company submitted their claim against the City of Redding for damages to underground cable on May ,� 13th, 1958 in the amount of $150. 00. Stutsman, Contractors, in the amount of $59. 42. � � Referred to the Legal Department Petition - Improvement to Water Pressure A Petition, signed by nine property owners, requested water pressure in their ar�a be improved, area bounded by Shasta Street to the north, Butte Street to the south, Almond Street to the west and Walnut Street to the east. The Petition states "The pipes now serving the aforementioned area are old, consequently the water is often muddy and large pieces of rusty incrustation is frequently present making it unpakatable". . , ;; ��c .j-J , A memo from the City Manager dated June 13th, advises subject properti;es . are on the fringe af the water syster�'s low pres�sure area, and t�e Director of Public Works said it would be a relatively simple matter to replace the existing pipes now serving this area, tying on the system �ow serving the property into the high pressure system with service from the pipes that serve Sunset Terrace and other high areas. Estimate of cost: $1200. 00. Project to be included in this year's budget, Resolution - Change in 1956 Delinquent Tax Roll MOTION: Made by Councilman Fulkerth, seconded by Councilxnan Kelly that Resolution No. 2383 be .adopted, a resolution correcting er�or on j'/' 2- delinquent tax roll for 1956 (Error in Lot number only). S, Forest Service�and the City of Redding, and a telegram from Senator Thoznas Kuchel advisi�g . - that bill had been introduced�in Senate to permit the exchange of the forest service land with the City. � � Shasta Historical Library - Re Library B� dg. � p� A Petition, signed�by 16 persons, requested Council consider the Library Building as a public historical xnuseum and library when the county library no longer, requires it; - _ ' � The Manzanita Parent Teachers Association submitted a letter under date of June 9th requested council assistance to save the;county library build- ing on Yuba Street as a museuxn. . . RESOLUTION - Comxnending Redding Swim Club MOTION: Made by Councilman Fulkerth, seconded by Councilman Kelly that ��`; Resolution No. 2384 be adopted, a resolution of the City Council of the City of Redding commending the Redding Swim Club for the work in bringing the AAU Junior Olympics Swim Meet to Redding on July 5th and 6th. RE IMPROVEMENTS - City Plunge � � � Under date of June 13th, City Manager Cowden submitted recommendations concerning installation of bulkhead on north end of Redding City�Plunge that was thought necessary if City is to host the 7unior Olympic Swim Meet on July 5th and 6th. . Gouncilznan Puryear, on the Parks and Recreation Committee, recommended the concrete bulkhead be constructed immediately, stating it would be the ��v cheapest expenditure in the long ruri. � � Engineer Harding recommended the following construction: Concrete, steps be filled in completely with new concrete flush with existing deck, and new ' sci�m gutters installed across the face of the new concrete; necessary al- terations be made to the fence in 'order access be provided for working on this project. That any existing 'work directly `related to the improvement to the pool for the A;A� U. Junio'r Olympic Swim Meet be charged to the job_order. REQUEST FOR BIDS - Street Construction ' � � < < • ' - `-- A request dated June 13th was received from the Di.rector of Public :Works � requesting permission to advertise for. bids on. construction of street improve- ments on East Street, Akard Street and Athens Avenue, however it was now asked that Placer Street improvements, from_Market to Chestnut Streets, be included in this request for bids. MOTION: Made by Councilman Simons, seconded by Councilman Kelly to ,�..r7� approve the request of the Director of Public Works to advertise for bids, on construction of street improvement.s on East.Street, Akard Street., .Athens Avenue and Placer Street; further, the Di`rector of Public. Works be dir.ected to utilize the provisions of the Street and Highways Code pertaining to curb., gutter and E sidewalk improvements; wliere curb, gutter and sidewalk improvements now ��� � exist but are bf substandard construction or needs to,be r.eplaced, City will participate to the extent of 50%; where all new curb, gutter and sidewalks are to be constructed, prbperty owners `shall pay the full costs. : .
