Mr. Lynn Olsen, member of the Branch Presidency, Redding First Branch
Latter Day Saints Church, gave the invocation.
The meeting was called to order by Mayor Fleharty with the following councilmen
present: Fulkerth, Kelly, Puryear, Simons and Fleharty, .

APPROVAL OF MINUTES
MOTION: Made by Councilmar. Kelly, second�ed by Councilrnan Fulkerth that
minutes of the regular meeting of May 5th_be :a.pproved,-as 'mailed to each of the

PISTOL TEAM VS. ARCHERY TEAM M;4TCH � ` ._ `" , . ,
M.r. Clarence Hyatt, 1145 Butte Street, President of th� Redding Archers, re-
quested permission to hold a Police Pistol Team vs. Archery Team match,
Saturday, May 24th outside the posse grounds, the police team onl}r to have
firearms. �C�
MOTION: Made by Councilman 5imons, seconded by Councilman Fulkerth to
- approve the request of Clarence Hyatt to hold a Police Pistol Team vs. Archery
Team match outside the poss.e grounds Saturday, May 24th, predicated on the
use of all safety factors and that insurance coverage for the meet includes both
the archery club and the police team. . The Vote: Unanimous Ayes.

work done in the apprehension of guilty parties on four different thefts ��L
at the Pacific Gas and Electric Service Center located at the end of
Court Sto

Mr, Jack Butler, former man�ger of the Redding Chamber of Coznmerce,
expressed his appreciation to the Council and the office staff of the City jv�
for the xnany courtesies extended to him and the Chamber during his
term �f office as managing director,
Protest..c�,n,Flow of Water Through Property
Mrs.. Ir.ene C• Velstad, 1825 8th Street, protested the overflow water ,
that goes through her yard, stating that despite the water pipe across
her yard, did not take care of the water. She further advised the ditch �Cv
- on the lot next to her property had been filled in, causing the water to
stand in the pipe on her lot, and that when the fire hydrant at 8th and
$'6 Lakeview was opened to clear the water on May 13th, her lot had
been completely� flooded.
Speaking from the floor, Mrs. Velstad said the college drained their
swirximing pool into the streets, and her property was flooded when
the water did not go down Mary Street, but continued its course down
8th Street; that she had contacted the health department on several
• • occasions for the abatement of the mosquitoes.
Director of Public Works Marron advised that subject property
was lower than the street and constituted a natural drainage problem
on private property; that ditch had not been filled, but had become
clogged with debris and brush growth.
City Attorney Cibula stated that insofar as city did not create the
p�oblem, �it was not the city's probTem; that each property owner
has a responsibility one to another and this problem should be worked
out with the neighbors. He �further stated, the legal department had
ascertained there had been no prior commitments made by previous
councils.
Mr. Marron said this problem could be solved by the formation of
an assessment district, if the property owners involved were willing
to pay the expenses on a joint basis. Mayor Fleharty referred this
subject to the Director of Public Works, requesting the property
owners be advised of the situation, given tentative plans for the
solution, and an estimate of cost.
It was further directed the college be contacted regarding the drainage
of the swimming pool. �'. �
Mail Boxes - Improvement of Facilities
Mr. E. H, Miller, postmaster, requested permission for the place- '
� �� ment of additional collection boxes at the intersections of Pine-Yuba
Streets and Mark�t-Yuba Streets, which would necessitate the
elimination of no more than two, and possibly only one, parking
��;� � space at each location, due to the inauguration of the one-way
traffic pattern on M�rket and Pine Streets.
. MOTION: Made by Councilman Kelly, seconded by Councilman
Simons the request of the postmaster, E. H, Miller, be approved,
and the Director of Public Works be directed to paint curbs red
and remove mete'rs as required. , The Vote: Unanimous Ayes.
Request for Payment Sales Commission-City Owned l�roperty
Under date of May 13th, Ellis H, Smith, President Shasta County
Realty Board, submitted a proposal that if a member of the Board
�U� was su.ccessful in securing a bidder for such Gity-owned property
_ as may be advertised for sale, that members of the Board receive
from the City of Redding a sales commission of 5% of the selling
_price of any. single parcel�or group of parcels of land comprising
any bid sale as may b'e offered by the City. •
Councilman Kelly advised the REalty Board had raised their com-
mission price from 5°�o to 6°ro, �
City Attorney Cibula said he thought the Brokers should set up their
ground rules under whieh they would work.
Mayor Fleharty referred this matter to the City Manager and the .
legal department for formulation of a policy, and asked'the president
of the Realty Board be invited to their study session; report and re-
commendation to be� submitted to City Council.

Re Inventory Entire Street System
H. S. Miles, District Engineer State Division of Highways, asked
that Council designate the appropriate city official to submit to the
City Council, on or before June lst of each year, the annual.report � � �
of the deficiencies existing on the City street system.
MOTION:` Made by Councilman Simons, seconded by� Councilman
Fulkerth that Hal Marron be designated as the City official to sub-
mit inventory of deficiencies existing on the City street system.
The Vote: Unanimous Ayes.
Re Budget Recreation & Parks Department
Mr. Ovid Holmes, Chairman of the Recreation and Parks Commission,
requested a hearing with the finance committee of the City Council
prior to the final establishment of the Recreation and Parks Dept. � �`S
budget for the ygar 1958,-59. . '
The Recreation and Parks Department will be advised to cozne before
the�Council�at a regular council budget session.
Re 1958 Municipal Accounting Award Entry
Receipt of entry of the Director. of Finance,� S. :V. Pfuntner, for the
1958 Municipal Accounting Award was�acknowledged by Thomas E.
Kirkbride, Assistant Director of the Calif. Society of Certified Public /ip
Accbuntants. ` He expressed appreciatio�n for the interest in this
civic project, and stated� they were aware of the considerable effort
involved in the preparation of an entry.e- -� .
Sale of Beer - Lake Redding Park . .

the Asphalt Cowboys, the Redding Jr. Chamber of Commerce at their
4th of July celebration, and the Demacratic Club be granted approval
to sell beer at Lake Redding Park, until rescinded by council action,
however Councilman Puryear withdrew his second, Councilmen Kelly
withdr ew hi s motion.

Acting on the recommendation of Councilman Puryear, Mayor Fleharty deferred

It was s.uggested a meeting be held with the County of Shasta-City of A.nderson
and City of Redding Airport Committee. City Manager Cowden stated he would

RENTAL OF OFF-STREET PARKING SPACE
Mr. Car1�A�, Williams offered to rent to the City off-street parking space in the
Nielsen garage building adjacent to the City Hall, on a month-to-month basis for
a rental fee of $75. 00 per month. Parking• space-would•be availabl•e for fifteen
vehicles, the City Manager advised. Funds are available in Account No. RB-454-T

RE DIAGONAL PARKING - Miracle Mile -
City Manager Cowden, in a memo dated May 16th, advised that� several businessmen
in the Miracle Mile area had requested in writing that due to the critical parking
,, . shortage, diagonal parking be retained in this area, �Under State law thE State has ^

� �urisdiction over parking on State highways, Mr. Cowden advised, and the District
Engineer, H. Miles, had indicated it would be neces,sary-to obtain State approval
for diagonal_parking,. and in his.opinion it was very doubtful that they would grant
approval.

authorization from the Public Utilities Commission to provide propane air gas
service with a heating con��nt�of 1350 Btu to the Cit�y of Redding,. Schedule No. ,�-.
G-59, instead of Schedule G-58, gas having a heat content of 925 Btu as presently �—'T�
supplied. Mr.. Cibula further stated the P,, G, :and E. had requested an ex
parte order, and the Commission wauld ap.preciate being advised of any ob-

Mr. George O'Brien, Manager .of the Pacific Gas and Electric Company iri Redding
advised there were no safety factors involved in this change, and it was for op-
erating economy only, that while the. cost.to the consumer was more for the gas,
they would in turn use less gas. . ;

present time Council has no objections., and will take no action on the, Pacific Gas
and Electric Coxnpany's request for a change in rate schedule of propane gas from

M�TION: Made by Councilman Kelly, seconded by Councilman Puryear that
Utilities Agreement No. 2-227 covering rearrangement of 10" water mains

99S be approved, and the Mayor be executed to sign said agreement on behalf
of the City. The Vote: Unanimous Ayes.
LEASE RENEWAL - Redding Municipal Restaurant
Mrs. Hazel Tons, operator of the Redding Municipal Restaurant, requested
renewal for one year on her present lease ex_p-iring May 31st, and asked that %�r1��
rent be reduced to $1. 00 during the winter manths.
MOTION: Made by Councilman Kelly, seconded by Councilxnan Simons to renew
lease of Mrs. Hazel Tons, operator of the restaurant at the Redding Municipal
Airport, for one year, at the rate of $1. 00 per year, and the mayor be authorized
to sign said lease on behalf of the City, The Vote: Unanimous Ayes,
SERVICE AGREEMENT - Radio Corp. of America
MOTION: Made by Councilznan Kelly seconded by Councilman Fulkerth to approve
Agreement with the Radio Electronics Products Corp. of Redding, and authorize -�,;�.b
the Mayor to sign on behalf of the City. The Vote: Unanimous Ayes,
(5 year contract, beginning April 1, 1958 - rate of $95. 00 pe� month)

CONFERENCE �ON URBAN RENEWAL
Councilmen were advised of a Statewide conference on Urban Renewal and Re-
�G f development to be held in San Francisco, May 22nd, 1958. and wer.e urged to'
attend if at all possible. Ed Ness, or a member of the Planning Commission,
were suggested as alternate representatives if councilmen could not attend.
STREET MAINTENANCE PROGRAM
Councilman Kelly, Street Committeeman, .remarked on the present street im-
j�� provement prograxn now in progress and stated for the first time in a long time
� city councilmen were being com?limented on the condition of city streets; that
it was hoped money would be available next year to continue the street maintenance
�rogram.
