The Vote: Unanimous Ayes, ORDINANCE - Loitering of Minor s , r_.- . „ ;,;; :. , , Judge Eat�n, speaking from the floor, advised the provisions of Sections 1467 and 1468 of the 1Vlunicipal Code of the City of Redding constituting the curfew ordinance lacked teeth; that while juvenile delinquency was locally not any worse than comparable towns, there was proportionately mor.e in excess of population growth, partially due to Redding attracting a floating population. He advised there was very g:ood��policing and suggested these corrective measures for a long range program: Keeping up with growth by change of laws Increased use of public and private recreational facilities ��. � Increased paren'tal responsibility Improved moral standards . More settled population . . Working in coflperation with the Police Departxnent and Youth Authority, he further stated, it was his opinion an amendment to the present curfew ordinance would give an additional measure of county control necessary �toa�hold parents or guardians responsible for the lflitering of minors. Breuning had stated this was City's responsibility. It was the general opinion that City had jurisdiction only to the 1/,� middle of the road.
