The meeting was called to order by Mayor Puryear with the following councilmen
present: Fulkerth, Moty, Simons �and Puryear. Absent: �Dr. Martin.
City.Manager Cowden, City Attorney Redmon, Director of Finance°Cour�tney,
Purchasing A.gent Stewart and Director of Public Works Axness were also present.

Councilmen canvassed the returns of the precinct votes for the General Municipal
Election held Tuesday, April lOth, 1962. •
MOTIOIV: Made by Councilman Simons, seconded by�Councilmari FuTkerth that
Resolution l�o. 2950 be adopted, a resolution of the 'Git"y'Counci�l of the City of
Redding declaring'`the results of the Ge�neral�1VIunicipal Election held in the City
of.�Redding on April 10, 1962. � '

The first order of business, appointine�nt of a mayor.
The following telegram was read by the City CTerk: - -

wholeheartedly nomina'te ancl vote for SYierman Fulkerth for Mayor
of Redding in recognition of his many years of devoted and effective
public service. -

Councilman Moty stated it was fitting, proper and ari honor to nominate a man
who had served the city faithfully for six years as councilman, and he nominated
Sherman Fulkerth as Mayor of the City of Redding.

The following statement was then made by Mayor Fulkerth:
"May I take a few moments of our time to review some of the factors involved
, in the job of a new Councilman.- partly for the sake of those newly coming
into office, and partly to reaffirm for those of us who have been in office
for the past few years, the principles in which we should believe and under
which we gover>n ourselves. _ "
The Council is a policy rriaking body. The City Manager administers the
policies that we �se.t.forth; the City Attorney- s.erves us as legal counsel.;
and the c 1er,k ac.ts as. our recorder. . For some years now we on the Council
have tried to develop the;technique of analyzing matters that .come before us
based on the following: This is a given situation, these are the factS presented,
these are the alternatives to decide upon, and these are the recommendations
before us . As you,know the. City Manager so submits his reports to us �on
matters which come before us for consideration and action. This has proven
to be a very dependable operational technique.
The career specialists such�as the City Manager and others are ess.ential and
' vital to this basic form of government. It is their responsibility to present
the technical facts. We must realize tho, that these experts filled with their
special knowledge, , sometimes tend -to,confuse their knowledge with social-wis-
dom. Indeed, only the.members of the Council and their understanding of the
needs :of.the.:community coupled with the special knowledge of the experts. can
adapt these separate principles into community sentiment and thereby determine
a course of action.
We, the Co�uncil, .have to be responsible go-betweens. in interpreting the wishes
of the people into policy and hence make proper assignments to the Ci'ty staff.
We must temper our decisions by the financial and practical facts of life.
The facts presented by our technicians are not enough. If they-were; there
would be no need for any community to have a Council. The duly �elected
representatives must show forth a wisdom of the people and their wishes must
prevail as much as can be practically applied. This way the .career administrator
can work in logical association with the well informed political supe.rior.� If
we carry out this principle here in Redding we will then, and only then, be
responsible to the people who. elect us . This result can only be achieved by
each one of us doing his best for those we serve. We must also provide political .
leadership to the people of our commun ity. We are doing more than just running
a business, we are, each one of us, personally responsible for seeing that the
American concept of Government is carried,on with integrity and dignity.
We must also work together as harmoniously as possible even tho our views
, do not always coincide. There are five of us here with different backgrounds
and this is good. Complete uninimity of opinion is not our goal. But we should
bear this principle in mind -�we should be unanimous in seeking.out the facts.
The best interests of the people we serve can only be gained� by keeping open
minds until we have those�facts, and then make our decisions. Here in Redding
we have always :been proud,of the,fact that altho,ugh.on_many i ssues, we have
differed,..we.ha.ve walked o.ut of the council chambers still having' respect one "
for the other. This will continue_if we are honest in our appr.oach to these given
responsibilities . It will take courage and patience to do the job s et before us.
We are not only conducting the day to day affairs of Redding, but are holding
this City in trust for our children. May God grant us the strength to be true
to ourselves and to those.we serve. "

PRESENTATION OF SCROLLS
Mayor Fulkerth then presented placques to former Mayor Puryear and former
Vice Mayor Simons for their devoted and unselfish public service.
VICE MAYOR OR MAYOR PRO TEMPORE
City Attorney Redmon advised it was not necessary by law to nominate a Vice
Mayor this evening; if the Mayor was to be absent from the. City, Council had the
power to select a Mayor Pro Tempore for each time the Mayor left town or until
he returned.
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman the
' nomination of a Vice Mayor be tabled at this time.
Voting was as follows:
Ayes: Councilmen - Kriegsman, Moty, Parker and Fulkerth
Noes: Councilmen - None
Absent: Councilmen - Martin
Councilman Kriegsman.suggested the appointment of a replacement for Council-
man Parker should be made prior to the budget sessions for the 1962-63 fiscal
year. City Manager Cowden advised preliminary budget would be submitted.the
first week in May for possible adoption of the final budget before June 30th.
Councilrnen concurred decision.for the replacement of Councilman Parker would
be made in the not too distant future.
RESIGNMENT FROM AUDITORIUM COMMITTEE
Councilman Parker advised he was chairman of the Auditorium Committee and
that he would like to be relieved of this responsibility; he suggested that Council
consider the appointment of Carl Williams and John Fitzpatrick, as both men
were interested and capable.
MOTION: Made by Councilman Moty, seconded by Councilman Kriegsman the
resignation of Mickey Parker from the Auditoriurn Committee be accepted with �'%;
regrets. The Vote: Unanimous Ayes.
No action was taken on a replacement for Sig Kriegsman on the Planning Commission.
There being no further business, on motion of Councilman Moty, seconded by
Councilman Parker the meeting was adjourned.
