Reverend Richard Walsh, pastor of the First Methodist Chu'rch, Redding, gave
the invocation.
The meeting was called to order by Mayor Puryear with the foll'owing councilmen
present: Fulkerth, Martin, Moty, Simons and Puryear.
Also present were City Manager Cowden, City Attorney Redmon, Director of Finance
Courtney, Director of Public Works A.rness, Purchasing Agent Stewart, Planning
Director Evans, Superintendent of Parks and Recreation Nelson, 5uperintendent of
the Electric Department Dais and Airports Manager Owens. �

APPROVAL OF MINUTES
, MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
minutes of the regular meeting of March 19th and the special meeting of March
26th be approved as mailed to each of the councilmen. The Vote: Unanimous
Ayes.
COIvtMUNICATIONS
Recommendations of the Traffic and Parking Commission
Councilman Moty briefed the recommendations of the Traffic and
Parking Commission in their communications dated March 26th and
. March 30th. He acivised he had been asked to call to council's
attention the Commission objected to the deletion .of the direct route
through the park as outlined in the Master Plan for Lake Redding and
Claude H. Caldwell Parks. / % �
It was the Cominission's recommendation that:
1. In the interest of safety "Yield" signs be removed and "Stop�' �
signs be ins.talled at the following locations: Tehama and Oreg.on
- Streets, Shasta and Oregon Streets, North Street and Olive Avenue,
. North Street and Orange Avenue, Barbara Road at Benton Drive,
Garden Street at Gold Street, and Garden 5treet at Li�coln.
2. The 107 parking stall, 10 ft. eenter plan be used for the Calif.
Street Parking Lot and at least one-half of the stalls be equipped
with ten hour meters. That the choice of trees and shrubs for
planting and the location be left to the discretion of the Recreation
and Parks Department.
3. A white center line be painted on Sonoma Street from the bottom
to the top of the hill starting just west of Shasta Street.

Councilman Moty advised a change in the 1959 traffic laws allowed a 15 mile
per hour speed limit through "Yield" signs and he concurred with the Commission
on this point.
MOTION: Made by Councilman Moty, seco,nded by Councilman Simons to approve
the recommendations of the Traffic and Parking Commission dated 1Vlarch 30, 1962
on Items 1, 2 and 3.
City Manager Cowden stated that yield signs served a purpose where
traffic was not sufficiently frequent to dictate a stop sign, and. in
some locations he recommended that yFi�ld signs be use.d.
, Director of Public Works A.rness concurred that yi�11d signs have a
very definite place in the orderly movement .of traffic.
Lieut. Vanderpool, Traffic Division, s.aid that yield signs were still in
the experimental stage, they worked in some locations, did. not in others.
Bob Miller, Chairman of the Traffic and Parking Commission, stated
he had made an inspection of all subject intersections; that.unless yield
signs are placed in the proper location it is not possible to control the
street. That before you "yield" you must be able to see traffic, and .
in many cases it was physically impossible to see what you are supposed
to see.
Councilman Moty stressed the Commissioners had given this a great deal
of study.

Shasta County Safety Council
Edward J. Hanly, President of the Shasta.County Safety Council; in
a communieation dated March 19th expressed appreciation fo.r Cityis
help in fifiancing their operation and his-�ho:pes for City's eontinued
support.
MOTION: Made by Councilman Si:moris, seconded by Gounc.ilman Moty
this request be deferred for discussion at budget sessions of the future
Gity Council. . The Vote: Unanimous Ayes.
A. copy of a letter sent to Judges of the Justice Courts by Edward Hanly
was submitted to all councilmen, for their information. It urged the
support of the judges for the proposed traffic violators. school.
Councilman Simons advised he had attended the.Safety Council meeting
and a report had been giyen by Captain Geo. Bertotti who stated the pro-

posed school .had received the support of. some, but not all the judges.
In Mr. Simon� opinion, it was a very worthwhile program.
, Amended Claim - Clyde� B. Aydelotte
Councilmen were advise�l of an Amended Notice �of Claim for Personal
Injuries filed by Lopez and Haines on Mar.ch 27th on behalf of their client,
' " Clyde.B, Ayde�lotte. �
MOTION: Made by Councilrnan Martin, seconded by Councilmari Fulkerth
the amended claim.be denied and referred to the Insurance Carrier for
appropriate action. The Vote: Unanimous Ayes .

Report -i Regional �ter l�ollution Control ]3oard
Col. Joseph Gorlinski of the Regional Water Pollution Control Board
submitted report covering recent inspection of City of Redding�s waste
disposal facilities. (March 15, 1962)
City Manager Cowden reported on a meeting held in Sacramento last
week with Public Works Director Axness and Charles Carnahan and : ,;'.
Col. Gorlinski of the Control Board; he stated they were satisfied with �
` Cityis progress to_date and the future planning for the upgrading of the
quality of the effluent, however he noted a word of caution; that within
, the next few months upgrading of the effluent will be even higher than
planned and this will be a constant problem.

Hearing on Phase 1 in the development of the Master Plan for above
mentioned parks.

advise'd it was their recommendation that City Council permit the installa-
tion of a FJ 3 Fury•Jet Airplane acquired by the Redding 20-30 Glub in

Kiddyland, which is owned and operated by.the .Y's Men�s Club�.
T�e City A.ttorney has informed him, he states, that the City need
only obt ain an agreement to encroach upon the Y�s.Men�s Club�.s
lease of Kiddyland to install the Jet Plane in Kiddyland.
MOTION: Made by Councilman Simons, seconded by Councilman
Fulkerth to approve the recommendation of the Recreation and Parks
Commission for the inSballation of a FJ 3 Fury Jet Airplanea in. Kiddyland
and the City Attorney be .directed to preparer. any necessary papers.

A.cting on a suggestion of Dr. Martin, the question of obtaining a steam
locomotive from the 5outhern Pacific Railroad Company was referred to
the Recreation and Parks director.
R.ecom.xnendatio�ri of the Recreation and�Parks Commission
� Participation with�:Shasta Uniori High School and Colle�e District
in Construction and Operation of 4 Tennis Courts at Shasta College
Ovid Holmes, Chairman of the Recreation and Parks Commission,
in a communication dated March 28th, urged that City agree to parti-
cipate with the Shasta Union.High School and Shasta College District
in the construction and operation of 4 tennis courts at Shasta College.

. Mr. Richard Riis, a member of the Recreation and Par.ks Commission
� briefed council on the proposal; asked regarding the installation of coin
operated boxes for lighting, he spoke of the extensive vandalism at
South City Park.
Mayor Puryear stated he always favored the use of school property,
however usage should not be dominated by the school if public funds
were used; that perhaps participation should be on a 50-50 basis ,that
one group not overshadow the other.

MOTION: �Made by Councilman Fulkerth, seconded by, Councilman Moty
� to instruct Merritt Nelson to contact the school authorities.-and prepare
definite plans and procedures, ground rules and hours for .the participation
with the Shasta UnS�.'ion High School and Shasta College District:in the con-
struction and operation of 4 tennis courts at Shasta College, .and report
to City Council at the next meeting. The Vote: Unanimous Ayes.
Dr. Martin suggested that the erection of bleachers at the tennis courts
would be advantageous. '
Recreation and Parks Commission Recommendation Relocation of
' , Tiger Field and Redding Softball Park
It was the recommendation of the Recreation and Parks .Commission
� that City Council pass a resolution of intention to replace Tiger Field
���� and the Redding Softball Park and to construct additional baseball
facilities as are needed from time to time, utilizing school property
wherever possible.
A.ttached to the recommendation dated March 29th was "Tiger Field
Report" and "Redding Softball Park Record of Use".
- A :communieation dated March 31, 1962, signed by Bill Brickwood, Vice
President of the Redding Youth Baseball, Inc. , was submitted to all
councilmen.

PUBLIC HEARING
Adoption of the Uniform Heating and Comfort Cooling. Code, 1961
Edition
The hour of 8:00 P.M. having arrived, Mayor Puryear opened the
public hearing on the question whether the City shall adopt the Uniform
Heating and Comfort Cooling Code, 1961 Edition.

MOTION: Made by Councilman Simons, seconded by Councilman

The letter is in support of the Recreation Commissionts recommendation
on the relocation.of Tiger Field and to bring the Council up to date on
the activities of Redding Youth Baseball, Inc.
Mr. Brickwood gives a comprehensive history of Redding Youth Baseball
and lists reasons why school facilities are riot practical and why the
area lying.west of Benton. Airport would not be feasible.
The letter states: "In the prior report the Parks and Recreation Commission
recommended to the Council that the Benton property lying adjacent to the �
Posse Grounds, bordering on the Sacramento River, be purchased for re- �
locating Tiger Field and the present s.oftball field. A .committee appointed
by .the Boa�d of Governors of�Redding Youth Baseball has made an extensive
stud,,y, of .various lbcations"and found this area ideally suited for a develop- ;
ment of this type. " , .
Speaking from the floor, Mr. Brickwbod stated there were conflicting
stories, that if the.bond issue passed the Tiger Field site would not be
� available to them next year, and it was necessary for therri to know.
Councilman Simons advised that every one of the present council was
sympathetic with Tiger Field; that the :�lection on the civic auditorium _
was June 5th and any actiori of this council would be premature and if -
the bond issue passed, action probably would be taken i;mmediately.
Councilman Fu�.kerth stressed there was a moral issue involving our
children; that it would be necessary to repla`ce in 1'ike kind the facility we
. will be taking away from our children sliould the bond issue pass.
Mayor Puryear again emphasized this council�s good intentions; tliat studies
by the Recreation and Parks Commission are now under way for the re-
location of the ballpark, and future councils are dedicated to providing
facilities for Tiger Field and the soft ball park. "Your coritinued interest
and help will be greatly appreciated" he stated, "you are a,dedicated
group and you will be extended every opportuiiity to continue.with your
good work" he concluded.
` He also called attention to the fact that City owns adequate property to
provide this. facility without the need to purchase a special site.
Mr. M. Parker, speaking from the floor, suggested that City Cou�ncil .
consider writing a letter to the Parks and Recreation Commission stressing ,
. . the urgency of their studies so`that action would be taken as so�on as poss-
ible immediately following the June 5th election.
, MOTION: Made by Gouncilman Fulkerth, seconded by Councilmari Moty
that Council accept the suggestion of Mr. Par'ker and the Paxks and
. Rec.reation Commission be reinstructed to give Council a factual study
on the possibility.of the` moving of Tiger F'ield and other fac'ilities for
expediency in the matter, in the event�the bond issue passes at the June ,.
5th election, that these'people will know the intent of City Council. That :'
studies contain a proposal for the location of the facilities either on a
lease-purchase basis;, school property or `City owned property. The Vote:

in said City be operated with closed doors and under the same rules
as applied to Veterans 1Vlemorial Hall which applies to dress and behavior.

AGREEMENT - Pacific Gas and .Electric Co.

Agreement with the Pacific Gas and Electric Company be approved for the acquisition
of the electrical di.stribution, facilities serving the Wixson-Crowe property annexed

RE CARNEGIE LIBR.ARY BUILDING . �
Mayor Puryear opened the meeting to the discussion on the disposition of the
Carnegie Library Building. . ,
Mrs. Marie Rice requested an audience before�the Civic A.rts Commission in
order to explain their program - the program to develop greater awareness,
appreciation and utilization for the historical background that.is as.prevalent
in Redding as it is in Jacksonville, Qregon, Nevada City, Virginia City and Tomb-
stone.
MOTION: Made by Councilman Fulkerth, seconded by Councilman 5imons the
matter of the disposition of the Carnegie Library Building be referred to the Civic
Axts Commission for report and recommendation; that the Civic Arts Commission
be directed to investigate the question of how much space they would need for a
museum and arts building, and w-here the best location would be.
Mrs. Edna Saygrover., 1103..Butte Street, representing the Native Daughters
of the Golden West urged preservation of the historic building and the pre-
� servation of the history of Shasta County.

- Mrs. Beatrice Kempf, repres,enting the A..A,..U.W. , the Shasta Federation
of Axts, and as a member of the Shasta Historical Society eridorsed the
remarks of Mrs. Rice on the preservation of the Carnegie Library Build-
ing. � _ -
Councilman Simons said a considerable amount_of time had been spent
in planning for the days to come. "Let�s make a complete plan" he urged.
Dr. Martin:�::spoke in favor of a good, historical museum and his respect
for historical monuments and relics, his respect for the "City that is
� here. " That there were certain pre.ssures to open up the City for park-
ing; that plans were under way for..a.mus.eum and arts center and Council

Mr. Robert Dicker, 78.5 Lincoln Street, presented a petition representing 95% -
of the merchants in tlie downtown core area; 56 businesses were involved and
an excess of 60 names were on the petition urging the demolition of the Carnegie
Library and the construction of a parking lot on the site.
Bob Miller, Chairman of .the .Traffic and Parking Commission gave a resume of
the Comrriission�s thinking regar.ding the site. He stated the library moved, partly
because of their need for additional space; that if the location was right,: why didn't
we go ahead and increase the old library size? That tlie building, and.the location
was not readily adaptable. He spoke of the drastic need for additional parking
if downtown Redding was to.:be kept as the "core" area. ,
CIVIC ARTS COMMISSION - Terms of Office
Mayor Puryear advised the Redding Civic Arts Commission had designated the
terms of office for their members and had an election of officers:

Councilman Moty questioned a warrant iri excess of $900. 00 in the name of tlie

the recommendations of the City Manag'er that funds be appropriated to construct
paint booth and for certain other remodeling necessary at the City Hall. (Action

CITY O�F REDDING STREET NAMES
A copy of a letter from Postmas.ter Miller to Sig Kriegsman regarding the'duplicate
� , and similar sounding street names in the Redding City delivery area had:be�n con-
sidered at the. Planning Commission meeting, Planning Director Evans advised.
EASEMENT REQUEST.- Redding Municipal A.irport Property
Planning Director Evans submitted a memo to all councilmen dated March 30th
on request for easemerit, Municipal A.irport 'Property, as aske:d for by Joseph
L. Smith. Recommendations of the Planning Commissiori were iterriized as

1 . That Mr: Smith"be granted a 50. 0 `ft. easement adjoining and to
the north of existing 10 ft. underground PT&T. cable easement extending
in a eastwest direction upon the Municipal Airport property lying west of
and adjacent to the Airport Road.
2. That Mr: Smith as well as o'ther property owners owning land adjacent
� -. to the westerly property line of City owned property be grarited a 30. ease�-
ment extending north and south along westerly line of City ownecl property

LEA.SE. OF TYOR SITE - Municipal Airport . .
Airports Manager Owens advised the site location of the Z'VOR omni-directional
navigational aid ,to be installed by the FAA at Redding Municipal A.irport was dis-,
cussed at the March 22 meeting of the Airport Commission, .and it was unanimously
agreed that the site recommendation by the Airports Manager be used for this
facility, which would minimize the area that would not be available for future
buildings . The FAA concurr:ed with this staff request, and now'ask for a twenty
year leas� at $1. 00 per year fox ari area around tlie TVOR facility of 1200 ft. '
MOTION: Made by Councilman Fulke 'rth, seconded by Couricilman -1Vloty to accept
the recommendations of the Airports Manager and City enter into lease'with FA.A
at Redding Municipal l�.irport for twenty years at $1: 00 per. year, and th'e Mayor
be authorized to sign on behalf of the City. The Votet Unanimous Ayes.
EMERGENCY AIR/GROUND COMMUNICATIQN
Airports Manager Qwens advised it had been the unanimous recommendation of the
Airport Commission that a UNICOM be installed`in the fire truck at Fire Station
�., #2, which �would enable, it to receive VI-�F frequericies 121. 5MC and 122. 8 MC
and to tr�ansmit on 122.8 MC w�iich would provide communications betw.een aircraft
in distress and emergency equipment d�ring an emergency at Benton Airport. The
approximate cost of unit would be $200. 00.
Councilmen were advised this was a Capital Expenditure item, and there was no
money in the 'fund. A.ction; deferred, pending budgetvsession study.

BTDS - Approaches to Locust Street Bridge
In a communication dated March 30, Director of Public Works A.rness recommend-
