. The special meeting of the City Council of the City of Redding was called by Mayor
Puryear to transact the following business:

Council consideration of an ordinance amending Sections 26-5
and 26-6 of the Redding City Code, relating to Sales and Use
Tax
The meeting was called to order by Mayor Puryear with the following councilmen
present: Fulkerth, Martin, Moty, Simons and Puryear.

Also present were City Manager Cowden, City Attorney Redmon, Director of
Finance Courtney, Director of Public Works Arness, Chief of Police Lincecum
and Fire Chief Grant.
Councilman Simons, Chairman of the Committee appointed by Mayor Puryear .to
study the Sales and Use Tax distribution between City and County, advised a joint
meeting had been held on Wednesday, March 21st to negotiate what would be con-
sidered a good settlement of the sales tax distribution.
Vice Mayor Simons as spokesman for the City, Councilman Moty, Director of
Finance Courtney and City Attorney Redmon represented the City, :"�vith Dr. , /
Mar,tin called in when negotiations reached a deadlock, met with the Board of � s �
Supervisors in a four hour session. Briefing Council on the conference, Vice
Mayor 5imons advised City had requested approval of the 90 - 10 break, however
after many hours of negotiations the Board of Supervisors would not agree beyond
the 85 - 15%. In the interest of h'armony, it was the Committee�s recommendation
that City accept this figure and that an ordinance be adopted changing the Sales
Tax contribution from 25 - 75 to 15 - 85%.
Mayor Puryear stated he was not in accord with settling on this basis, that 10%
or less of City�s tax money was a more equal and equitable basis, however in the
interest of harmony he would go along with this particular endeavor which would
place on future councilmen the burden of re-negotiation.
Dr. Martin statecl he was called in late to the conference and in his opinion a grad-
uated step by step increase for the City would be the most satisfactory solution to the
problem, however this proposal had been violently rejected. This would release
the County from the shocking decrease in sales tax income, but would allow future
councils to re -negotiate.
Councilman Fulkerth stated if, in the future the 85 - 15 division was still considered
inequitable, it would be up to the new councils and the new Board of Supervisors to
further negotiate. He then thanked Chairman Simons and his committee for their
fair approach on behalf of City-County relationship. "I am glad this matter is
being settled" he concluded.
MOTION: Made by Councilman Simons, seconded by Councilman.Moty to proceed with
the adoption of an ordinance relating to Sales and Use Tax distribution.
Voting was as follows:
Ayes: Councilmen - Fulkerth, Martin, Moty, Simons and Puryear
Noes; Councilmen - None
Absent: Councilmen - None
MOTION: Made by Councilman Moty, seconded by Councilman Fulkerth the full
reading of Ordinance No. 677 be waived, and the City Attorney be directed to scan
same. The Vote: Unanimous Ayes.
Vice Mayor Simons offered Ordinance No. 677 for first reading, an ordinance of
499
the City of Redding amending Sections 26-5 and 26-6 of the Redding Cit.y Code,
1959, relating to Sales and Use Tax.
Mr. King Mederos, Mayor of the City of Willows was introduced to Council; he
stated he had attended this meeting�as their council was having the same problems
and the action of the Redding. City Council this date would certainly help them in
striving for a solution.for a more equitable City-County distribution of the sales
tax monies. �
There being no further business, on motion of Councilman Moty, seconded by
Councilman Fulkerth the meeting was adjourned.
