Captain Edward R.. Crosby, Commanding Officer of the Salvation Axmy, Redding,
gave the invocation.
The meeting was called to order by Mayor Puryear with the following councilmen
present: Fulkerth, Martin, Moty, 5imons and Puryear.
Also present were City,Attorney Redmon, Director of Finance Courtney, Director
of Public Work�s Arness, Fire Chief Grant, Fire Marshal Wade, Superintendent
of Parks and Recreation Nelson, Purchasing A.gent Stewart, Planning Director
Evans, Building Official Penix, Superint'endent �of the Electric Department Dais,
City Assessor Townsend and Airports Manager Owens.

MOTION: Made by Councilman Martin, seconded by Councilman Simons that minutes
of the previous meeting of March 5th be approved as mailed to each of the councilmen.
The. Vote: Unanimous Ayes.
CQMMUNICATIONS
Master Plan - Lake Reddirig Park, Caldwell Memorial Park
Mr. Ovid Holmes, Chairman of the Recreation and Parks Commission
advised that Phase I of the Master Plan for Lake Redding Pax�k and
Claude H. Caldwell Memorial Park was now ready for council consideration.
This phase consists of the basic ro�:d patterns and a pizblic hearing will be
necessary as it also represents a precise plari'for streets .
� .
Mr. Dick Wood, Landscape Designer, gave a brief resume of Phase I and
stated his reasons why a portion of Rio Drive, the section between the ;� ;
swimming pool and Highway 99, had been deleted:on his..plan. That this
area, planted with trees, and lawn would give a pleas�.nt view which a straight
road could not achieve., and a straight road .tends to become a thoroughfare.
Councilman Moty, liaison with the Traffic and Parking Commission, advised
. PhaseI had been approved with reservation by the Commission; they were
not in accord with the deletion of Rio Drive and had requested this reservation
be brought to the attention of the Council.
MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth
that Public He,aring.be set.for 7:30 P.M. April 2, 1962, on the adoption of '
1'hase I of. the Master Plan for Lake Redding Park and Claude' H. Caldwell
Memorial, Park. The Vote: .Unanimous Ayes.
Request A.dditional Water Service
Mrs. Mirdie Wilhelmson, 2914 Lanning Avenue, submitted a request for
additional water service for a duplex now under construction on tlie rear of

her property.
Director of Public Works Arness advised this residence is being served
by a 3/4" water line, and is in the area proposed to be annexed in the South

City Annexation I. That considerable expense would be involved to in-
� stall a 2" line (approximately $700. 00) and a 6" line would cost between
�900 to $1000.howe,ver it was his recommendation that any cost going
out of the corporate limits be, entirely at the property owners expense.

Mayor Puryear said that due to the fact this residence is in the area pro-
posed to be annexed and is at the present time receiving .city water .service,
the best solution would be to tie into the present service; that if a problem
should arise at a later date, perhaps it would be possible to supplement
i the present.water supply.

Mr. Bill Minton,. County E;xecutive Offieer, expressed the sincere.appre-

Re Proposed Civic Arts Museum
Mr. Albert F�. Ross, President of the Shasta Historical Society, advised
, - their organization will acce_pt space in the proposed Civic Axts Museum
as one of the exhibitors.
Mayor Puryear referred this request to the newly cre�.tec� Civic Axts
Comm'ission. � �
Request for Reassessment-Garden-Olivia lmprovement District
Mrs. Genevieve Simonds, City Treasurer, advised that Joseph Runner
had requested two splits of Garden Oliyia lmpr.ovement District #2,_

MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth
the Superintendent of Streets be directed to file arnended .report and map,

A-113. 2a, and the .City Clerk be authorized to proceed with whatever

Application - Alcoholic BeverageControl �
The Department.of Alaoholic Beverage Control advised application had
� been received from Evelyn LaRue and James F. Beresford, Northern
Liquors, 1645 Pine Street.
Re.quest for Lease - Senior Citizens
Mr. Byron E. Engle, .President of Senior Citizens of Shasta County, Inc. , '
" requested leas.e on premises at 830 Parkview A.venue, the present lease
expiring A.pril 17, 1962.
MOTION: Made by Councilman Fulkerth, seconded by Councilman Simons
the request of Senior Citizens of Shasta County be .approved, and the City
Attorney be directed to prepare the necessary lease for one year with
option to renew for one year. The Vote: Unanimous Ayes. '
Re Disposition of Ca.rne.gie Librar,y Building
Mrs. Marie Rice advise.d she .was �forming a citizen�s committee to pro-
mote greater awareness and appreciation for the historic culture .that is
prevalent within the �city limits of Redding and asked that her committee
' be given the opportunity to speak before Council and the Civic Arts
Commission before any decision is mad'e as to�the .disposition of the Carnegie
. � . , .
Library�Building.
MOTION: Made by Councilman Fulkerth, seconded by Councilman Simons
this matter be referred to th�, Civic Arts Commission for report and recom-
mendation as soon as this Commission becomes .legal.

Gouncilman Simons questioned whether people interested in the preservation
� of the old librar.y building were aware of .the reports City has had on the
condition of the building, and suggested this information be made available
to them. However, he thought the request to speak before the Council and
the Civic Arts Commission was reasonable and that a date should be set
for such a hearing. He stated it was his opinion the ultimate decision on
the library building has never been made.
Councilman Moty stated he did not think the Civic Arts Comrnission was
the only commission that should be concerned; that Traffic and Parking
; Commission and Parks .and Recreation Commission also: were involved
` and had already made recommendation on a portion of this ground�. He
then asked about City's acceptance of the Faustman report - that if City
had accepted the report, perhaps the matter was already settled:
Dr. Martin suggested the matter be referred to the Citizen's Advisory
Committee for Capital Improvements. -
Mayor Puryear referred to the report of the former qualified and certified
City Engineer who had stated the .building was unsafe for habitation and the
cost to rehabilitate,would..be in� the neighborhood of $50, 000. That if this
building had been in .private hands it would have been condemned and torn
down some time ago, and in his opinion City should follow t�rough with the
plans as originally set forth. That there were alternatives - further study
by comrnissions, .or referring to the�Finance.Committee.

Dr. Mar,tin.then moved the City Manager be instructed to proceed with the
demolition of the Carnegie building as soon as feasible.
In explanation of this motion, Dr. Martin stated the report of the City
Engineer in 1960 had said the building was not safe for human occupancy,
and Esther Mardon, County librarian, who having worked in the building
for some ten years had stated "This building_is� a hor.ror". He emphasized
the building conformed to no code, there were no pl ans for the building,
and the building had no reinforcernent.
Councilman Fulkerth referred to a memo from Donald Chamberlin, County
Director of Rzblic Works to Bill Minton, County Executive Officer, dated
Nov. 5, 1959: Mr. Chamberlin reported in detail on the building, giving:�,
his opinion on the soundness of the structures and certain improvements
that could be made with little expens e.
Mr. F.ulkerth then spoke of the inspection. of the_building by Mr. Wol�ett,
ALA from the State of Californi-a Board of Restoration and Preservation of
old Buildings, who had stated he thought the building was structurally safe.
He concluded by saying that previous discussi.ons re,garding this site had
' been based on the assumption of the formation of a Par.king District, and
because the report of Don Chamberlin did not concur with Dick Wardts
report, he would like to hear what other people say before City made a
decision in haste.
Director of Public Works Arness advis.ed he had made a�cursory review of
the exter�For of the building and a more thoroug.h review of the _roof trusses;
that he concurred with a number of Dick Wardts. statements and would be
tempted to accept Dick Ward�s recommendations for certain things that
could be done. He did not agree with George::Wr�llett!:s�.: report that repair
costs would be minor.

Dr. Martin .questioned the City A.ttorney on the legal responsibility of the
City in case something happened with the building; th'e City Attorney answered
the question of liability would depend on w�hether the jury or judge decided
which one of the reports (Chamberlin's or Ward's) was correct and whether
� � Council liad knowledge the bui'lding was dangerous and defective.
In finalizing the di�cussion, Mayor Puryear spoke of the new library brailding .
costing some $300, 000 of City and County money and that the group had
been promised anothe 'r location in the Redding Park area.
Dr. Martin withdrew his' motion, and':theitem was tabled for the next meEt-

PUBLIC HEA.RING - Rezoning of Parkview Ave.
The hour of 8:00 P.M, having arrived, Mayor Puryear opened the
Public�Hearin�g on the rezoning of Parkview Avenue, a continuation of
the hearing from March 5th.� '
Planning Director Evans reviewed the Planning Commission recommendations
on the rezoning of subject property, then reviewed staff�s recommendations
which were not in full concurrence with the Planning Commission.
1'lanning�Commission recommended Cm2«p Zoning, Staff=s recommendation
was C-1. �
. Fran'k Shumari, counsel for IVir. and Mrs . Bauman, explained why it was
" his opinion area should be rezoned some type of commercial zoning; that
this was no longer a residential area, abutting `as it did on light industrial,
and property owners had requested C-2-P zoning as it would fit into the
area logically. - � '
John Reginato, 672 State Street, requested protection of the R-1 area in
which he resides with the buffer zoning of C-1 - and urged that City strive
diligently to improve Parkview Avenue to its full aesthetic value.
Rufus Knapp, Contractor, and one of the property owners of the area,
urged C-2-P zoning, otherwise it wou�ld postpone improvement of the

Planning Director Evans explained there was gr'eater control in C-1 zoning
� and for �this rea�son he endorsed e-1 . That C=2-P`would be a.more abrupt
change in the proposed recla�ssification. �
Councilman.Moty stated he had come to the conclus''ion, �after�a great deal of
stia.dy, that G=2-P was the proper choice.

Centers; that in case of difficulty of this kind, to take the child to the nearest
hospital, bringing a sample of the material swallowed, if possib.le as a cross-

Councilman Simons, Finance Com.mittee; advised that John A. Bryant had sub-
, mitted an offer to purchase City owned property Market at Pine Streets fo,r the -�i
sum of $22, 500, less 10°jo real estate commission; that he had misread the offer
and had thought the $22, 500 was net to the City.
City Assessor Townsend advi.sed his appraisal.was $25, 000, and the offer of
$22, 500 was therefore not within 10% of the appraised yalue set by him.
City Attorney Redmon stressed the appraisal figure of property differed - that
the valuation of property was not finely drawn;� that City Council was legally

SQUTH CITY ANNEXATION.
Planning Director Evans� advised the boundaries of the proposecl South City
�1/ %i Annexation had been approved at a special meeting of tHe Planning 'Commission
,. � on March 9, 1962 and it was their recommeridation that City`Council proc,eed
with the subject annexation as delineated and described on the map submitted
and ma rked "Exhibit B". �
HEATING AND COMFORT CO�LING COIDE ` � �
Building Official Penix advised the City of Redding Board of Appeals recommend-
ed that City Council adopt the Western Plumbing Officials Heating and Comfort
. �� ^ Cooling Code, 1961 Edition, particularly in view of the fact that natural gas will
, � soon be available in Redding.' In a communication dated March 2, the Building
Official advised the Building Department also recommended this new legislation
which will provide the protection of public health and safety by prescribing mini-
mum standards for the use, desi`gn and`installation of�heating and corrifort cooling
equipment. � � � � '
REQUEST - To Purchase City-owned Property
Mr. John A.. Bryant, Realtor, submitted another offer to purchase City-owned
property located Market and Pine Street, in the amount of $22,500 net to City,

Mr. Steve Yourig, Chairman�of the Civic Affairs Committee of the Redding Chamber
of Commerce, advi�ed a resolution had been adopted by them requesting the City
Council of the City of Redding to give favorable consideration to the inclusion of
proper beautification of the California Street parking lot in any plans considered.
The resolution states "The Chamber beTieves that adequate tr�ees and�planter
boxes will create a more pleasant atmosphere encouraging the�use of the parking �
lot by shoppe r s. "
WESTGATE SUBDIVISION - Acceptance of Improvements
Director of Public Works�Arness recommended the acceptance of improvements
in the Westgate Subdivision and in a communication dated March 16th certified
� to the completion of all the improvements.
MOTION: Made by Councilman Fulkerth, seconded by Councilman S.imons to
- approve the recommendation of the Director of Public Works and the improve-
ments in the Westgate Subdivision be accepted, and that all monies be released

City Manager Cowden submitted a memo dated March 12th regarding conference
with Congressman Harold T. "Bizz" Johnson, Under Secretary of Interior Jim _
Carr and Morgan Dubrow, Assistant to Ken Ho1um, Assistant Secretary, for
� Water and Power, U.� S. Department� of the Interior, on the request of the.City
of Redding for additional Federal power from the Trinity River. ,
REQUEST - Shasta Community Players for Space
Mr. Carl Anderson, Pres.ident of the Shasta. Community Players,' requested that
space be,:made available to them. ,He stated an .estimated 5, 000 sq. ft. was, needed

City Manager Cowden in a memo dated March 16th, .recommend,ed that copies of the
City Code be made available to Commission members in_order:that the,y may fam-
iliarize themselves with not only the code sections applicable to their own Commission
operation, but also become.better��informe�d with the City Code. .
Councilman:Simons expressed his opinion this was :a.reasonable r.eq�est,. and, all
