A.PPROVAL QF`MINUTES �
MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that
minutes of the regular meeting of February 5 .(and addenduxn to minutes) be approved
as mailed to each of the councilmen-. The Vote: Unanimous Ayes.
COMMUNICATIONS �
Baseball Field
Allan Fogerson, Commander of Shasta Post #197, urged that steps be taken
. � . `��" immediately that youth baseball teams as well as City league teams always
have a ball field,. in view of the fact that should an auditorium be built, Tiger
� � Field would be destroyed.
Mayor Puryear advised this problem was now under study by.the Parks and
Recreation Commission, and requested this letter be referr`ed to them.
Opposing Council Action (Dept. of Urban Affairs)
Shasta County Democratic Club, W. R: Ash, President, protested the action
of the City Council in opposing the President�s proposal to establish the Depart-
ment of Urban Affairs and Housing, and requested action be taken at once to
retract statements made to our national repres entatives.
Dr. Martin stated he would like to rebut against the letter, which he personally
' believed was written iri the interest of a segment of. the population; that Council�s
decision was .not made on a partisan basis as alleged nor was it lightly made;
that an urbanized nation is perfectly able to take eare of self and this should not
be at cabinet level and would be an unnecessary extension of Federal government;
'" ' �` that the allegation that City government is becoming. partisan is completely
wrong and City;s recommendation to their Federal government was to the best
interests of this city.
Councilmen 5imons and Fulkerth concurred with Dr. Martin in oppos.ing this
letter of Mr': Ash. �It was stated the�League of California Cities and the Board
of Supervisors had unanimously taken this same.stand.
Mayor Puryear concluded the discussion by stating the letter was not based on
facts, as this problem is highly local and Council�s business, and he believed

this City Council had acted carefully and intelligently: That the California
Supervisors Association had said "Keep our government within our locality".

Request to Purchase City Owned Property � �
Mr. H. W. K. Wittner submitted an offer of $2, 000. 00 to purchase I:,ots l through
12, Block D. Highland A.ddition, City owned property offered for sale some time
ago which was never sold.

Planning Director Evans advised this property.was considered by the Planning
Commission, and it had been their recommendation it reyert to acrea;g`e, which
had subsequently been done, so the lots are now one parcel of land: � ' `
There was considerable discussion.on the procedures followed'for the sale of
City owned land and it was stated that sale, kept within the area of the"Cityls
appraisal, could be legally done. ._ - �.
MOTION: Made by Councilman Fulkerth, seconded by .Councilman Simons that
Public Hearing be scheduled on Monda,y, M�rch 19th, 7:30 P.M. for the sale of
City owned property, BIock D, Highland Addition�(formerly Lots 1 through 12)
on a sealed bid�basis . The Vote: Unanimous Ayes . �

� meet the problem and do the very best for the citizens of the community. That
it is Council's responsibility'to see that the owners get what they should get for

Shasta Co. .Board of�Supervisors-Committee .A.ppointment
Jonathan C. Tibbitts, Chairman.of the Shasta County Board of Supervisors,
advised the following committee had been appointed to pr'epare a factual reply
to the City of Redding's statement regarding the apportionment of sales tax funds:
_ County Executive IVlinton, District'Attorney Abbe, Director of Public Works _.
Chamberlin and Supervisor.Wagoner.
Councilman Simons reported the committee appointed by Mayor Puryear had !� >•'1
met, had assembled additional material, then had contacted the committee �
appointed by the, B;pard of Supervisors; they were told the County�s committee
were to assemble the material, .then report back to the Board of Supervisors.
It w.as Councilman:5imonts suggestion the City Manager be directed to communi-
cate:with the Board of 5upervisors askirig that �a small.,committee,of the Board of
Supervisors be appointed for discussion .purposes only, to sit,down and study
the material together with_.City�s committee. .

D`r. Martin advised�the orie Board member from the .Board of Supervisors was

not directly connected.with local problems; that it did. not s.eem very
fair to the .City for the Board .to.' have one man from the Board with
staff work out this problem, that it did not reflect good faith in exploring
the problem. "With the negative attitude that Mr. Wagoner has, we
have little chance for hearing before the Board" he concluded.
Mayor Puryear stressed he did not think very much could be accomplished
� until the two committees worked together; he stressed it was the intent of the
City Council to reduce the sales tax contribution of the. City to the County and
it was necessary to. meet with them. for. further discussion; as the City knew

Frank Shuman, speaking on behalf of the property owners in the 900 and 1000
, block of Parkview Avenue, stated a petition had been prepared for the rezoning
of this property to General Commercial. That all property owners had'signed
the petition except one who had been out of' town, but that subseq'uently she, �
too, had written.a.letter approving the rezoning.,
He outlined previous action .of the Planning Commission when C=2-P Zoning
was recoinmended by a three to tw.o vote and explainecl:t�iat o.n recorrimeridation
of the City Attorney, a� second motion was entertained recommendi�g C-1
zoning in order to,save time.
He stated people who have owned that .property for many years are�not going to
spend money for improvements�until the property is rezoned. That eventually
all�the property will be commercial.. That just to the west,� property is �zoned
industrial and C-2-P would fit into the continuity of planning from Industrial
to C-2-P to C-1 . That existing buildings to-tlie. wes-t are frontirig the sidewalk
and with C-1 zoning, there .must be a 15 ft. setback. �
On behalf of� the property owners he requested council favorably�consider C-2
zoning, as it was the recommendation of the majority of the Planning Com-
missioners and this zoning would fit in better from the overall'City planning
s tandpoint.
Planning,Dire.ctor;Evans advised the area is predominately residential and lies
just south of the central business d'istrict; that Parkview Avenue is undergoing
major improvements for widening the 'street and the construction of curb,
gutters and sidewalk facilities. That he favored C-1 zoning, or the neighbor- .
� hood type of developmerit for�the area�for two r�asoris: First, that the
residential structrzres must be corisidered and pr'otected,� and secondly, the
uses required, proposed or intended could serve the needs of the property
owners within these blocks as outlined in t`he C-1 District.
Rufus Knapp stated he 'owned property corner of Parkview and I:anning. Avenues;

he would
/delay improvirig the corner until zoning was C-2. He planned to either move
the house to the back of the property, or.off the property, and construct an office
building. That the area would develop C-2 sooner or later.
Roscoe Anderson stated while he had no immediate plans for the property he owned
he concurred with Mr. 5human on C-2 zoning; that it was too expensive to change
from one' zoning�to'another and even�tually`this would be commerciaT business prop-
erty. . . . , .
John Reginato, 672 State Street, ' stated he was very much oppos ed to a C-2-P
zoning, that areas zoned R-1 sliould be protect<ed. �
MOTION: Made by Councilman Fulkerth, seconded'by Councilman IVlartin th�e
public hearing on the rezoning of subject property b'e adjo�rr'ied until.March 5th,
1962, and the matter be referred to the Planning Commission for further report
and recommendation with consideration by entire rriembership of the commission
if possible. The Vote: Unanimous Ayes.

Mayor puryear opened the Public Hearing on the offer the City of Redding had
received to purchase the city-owned real�property between Market and Pine
Stre�et�s, south of and adjacent to Roberts Motel, for a net consicleration� to
the City of $18, 000. 00.

, owned property since 1906; that his clients had made a survey of the property

Mr< Carl Williams stated` he thought it most essential that Council become
aware of�the price�of adjoining properties before the acceptance of any offer.

D. Lester-Lynch, Presi�dent �of the City of Redding Employees' Ass'n. advised
they were desirous of concluding an equitable arrangement for the refreshment
' concession at Lake Redding Plunge. That for the past several years the stand
has bee� operated by an individual for the Association wherein;a certain per-
centage .of the profits have been returned to the Association.

He states that many arrangements have been discussed by the Executive Com-
mittee of the� Association�and=they favored a token rental of $1 . 00 per.year for
a period of five years, with option to extend lease for an addit'ional five years,
Association to assume.all maintenance and upkeep in an orderly and attractive
manner.. • , �
MOTION: -IVlade .by Councilman Simons, seconded by Councilman Fulkerth to
approve a five year leas,e .agreement with�the City. of-.Redding�Employees' Ass�n.
for refreshment concession at Lake Redding Plunge, with a five year option to
renew, with a token rental of $1 . 00 per year, Association to assume all main-
, tenance and upkeep. --That all changes of major nature be r.eferred_to the Parks

Re Street Improvements - Yuba ,S,t, (between Pleasant & Oak)
Mr. J�ere E. Hurley, Jr. advised that Yuba Street between Pleasant and Oak
, �
Street.s has-been.dedicated and accepted as a Gity_street since the early 1900's,
but has never been improved or maintained as .such._ That during the past
two years property owners abutting on the street have under-taken to improve
it, and have constructed over 600 feet of curbs, gutters and sidewalks. They
now are prepared to invest from $2, 000 to $3, 000 to pave the street, however
before this can be done there are engineering problems relating to drainage
which involves the City of Redding.

• The letter continues: "We would like to request that the City Engineer be

and curbing the alley mouth. We feel .that this would b-e in accordance with the
policy of the.city to encourage stre�et improvements in, the older areas of the

Director of Public Works Arness advised this situation.had been reviewed
during the field trip taken on February 16th,and it was his recommendation
that property owners pay for the catch basin inlet structures; that this was
a problem Council will face in other areas, and it was his recommendation
this item be held over until the next regular meeting of the City. Gouncil for
further study and recommendation. � �

Dr. Martin stated`it was difficult to make`a broad policy issue,,. that�as special
needs come alorig, each should be studied'on its own�merit.

David W. Hinds, H & H Flying Service, Inc. , in a communication dated Feb.
19th, requested information regarding future plans for regular established
service at Benton F`ieTd. Tlie�letter states:� "If any leases. or concessions are
to be granted there on a term basis, we would like to make appropriate .
application in accordance with the conditions for �sucFi applications, either by
bid or otherwise. We would therefore appreciate being notified of any proposed
decision�concerning operators or conces.sioriaires at the field, in,order that
we may present a formal application".
The qualifications of Mrs. Hinds were briefed; that she..was the only flight
instructor licensed to give examinations, and that the fir_m has had se"venteen !���
yea�rs experience in-the managerrient and ope_ration,of the field, Mrs . Hinds
having served as Airport 1VIan'age`r at Bentori during this time.
1Vlayor Puryear emphatically stated there had never. been any personal animosity
against Mr. and Mr�s. Hinds by the C`ouncilmen or himself; as .ca.uncilmen they
tried to consider only the best interests of the people they wer,e elected to re-
present. The decision to deny the request of H & H to continue on Bent on Field
after the expiration of their lease had no bearing on the Benton Field election
nor on any possible litigation that was .pending in the court at that time. There
had been a cumulatiori of teri years ,or rizore of conflict and disagre:ern:ents..w:ith
unpleasant and unhappy relationships and it was to the best interests not only
of the City but to H & H that different arrangements be made. in.order to have
the airport on a more agreeable and equal basis. � - � -
Dr: IVlartin�advised it was the mandate of tihe people, and .council had .a.com-
mitinerit to make a�reasonable flying field for small aircraft. That as long as
< he had been a resident of the City, the conflict�between H & H�and the City�was
evide'nt and the 'fact that H & H and the City `had gone to court was ample proof
there was no common feeling for each bther or desire to work out the problems,
simultaneously and with good heart.
Councilman Simons stressed that during almost twelve years on the council,
�th�e arrangements at Benton Field�had been very urisatisfactory and he would
� �be very rel'uctant to enter into a contract with H & H Flyirig: Service.
Councilman Fulkerth questioned if, iri light of`Judge Eaton�s decision, the
eouncil could legally and morally discriminate against H & H in considering
their application.
City Attorney Redmon said it was not his perogative to comment on the morality
of this - that was for the� individual councilman to decide. That discrimination
was a question of fact, that basically anyone who is applying for service at
. .. _ ,
either` airport sliouTd` be�considered by councilmen. They were obligated to "
. .weigh all the facts �that have�'some relev.ancy on tlie issue including past dealings
and in good conscience they should consider what part they and prior councilmen
have played in the relationship between councilmen and H & H.
He ur.ged council to be as objective as they could in making a due and' deliberate
decisiori. They were still bizsiness meri,''rio't'representing'personal interests
but representing the city, and they had discretionary power. '
Mrs. Hinds questioned certain statements made, and Mr. ..Hinds said he was
. of the opinion there had been only minor difficulties before 1955 and major

difficulties in the past, two years. ,
In view that rules ,and regulations have not been formalized at this time, . the
issue was closed.
Comm'ittee Appointrnent - Street Pattern . �
Mr. Carl A.. Williams, member of the Roads ana Highway Committee of the
Redding Chamber of Commerce, reques.ted the appointment of a committee
to make a further study of t.he poss.ible one-w.ay street pattern.south on
. , � California Street and the possible two-way street pattern on Market Street,
�'� to work in conjunction with the Chamber committee and with the.State Division
of Highways. � .

�He`�stated when the freeways were� completed in approximately,four year.s, the
State would no longer have any inter.est in the City of _Redding,and,any. action
' on traffic patterns should be made as soon as possible. ; ,

Mayor Puryear appointed City Manager Cowden, Director of Public Works
Arness and Councilman Sherman Fulkerth on a feasibility study, working with
the Chamber and the State.

RE50LUTION - General Municipal Election
MOTION: Made by Councilman"Simons, seconded by Councilman Eulkerth that
Resolution No. 2922 be adopted, a resolution appointing election officers and
fixing compensation for said election officers and designating polling places for � , �, �
each election precinct �and designating consolidation �of election precincts for the
general municipal election to be held in the City •of Redding. on Tues.d;ay, .April .10,
1962.

SOUTH CITY ANNEXATI�N
Mr. Ray McArthur, 1999 El Reno Lane, asked for a progress report on the pro-
posed annexation of the area known as "South City". He advised they have an •
application in for annexation under the uninhabited area; that property owned`by
Mr. Buetke and Mr. Ruppert had not been in the former proposed annexation and
this property also was included in his appplication for annexation. ; -
Chris Evans, co-ordinator and secretary of the Annexation Committee, advised
he had been quite successful in his attem�t�to coordinate the interested ,parties.
He advised a fact sheet was being prepared for circulation among the property
owners, and requested action be deferred pending their findings.
The question of whether the entire area should be annexed as inhabited territory,
or taking in one section as uninhabited �vas discussed and City A.ttorney Redmon
said he would prefer that property referred to by Mr. McArthur be treated as
uninhabited, taking the rest as inhabited..
Petitions on file with the Planning Director were referred to the Director of Public
Works in order to prepare a map of area for presentation at the next meeting of
the City Council.

He stated he thought it was obvious the citizens of Redding and council were
not aware of the true facts and for this reason the find.ings were being pres'ented.
He briefed the report which covered the years 1958 't�hrough 1961 .
The Ye1L;low Cab Company was second to none, he coritinued, and, the service has
been excellent. However, the question was could Mr. Bull continue to operate in
the face of existing conditions. That a certain portion of lost sales could be
attributed to the illegal operation of the Redding Gab�Company'and'that Mr. � '
Bull was facecl with tFie`open infraction of City ordinarices without anything

There was considerable discussion on the operations of the Redding Cab Company
� within the City and at Redding Municipal Airport and th�e six cases of viol'ation
of the City ordinance that were filed for prosecution.
The City�IVIanager and City Attorney were directed to report `at tlie riext'council'
