The Rever.end Lemuel McKinnie, Pastor of the Henry Memorial C.M.E. Church,
Redding, gave the invocation.
The meeting was called to order by Mayor Puryear with the following councilmen
present: Martin, Moty and Puryear. Late: Councilman Simons, Absent: Council-
man Fulkerth.
Also present were City Manager Cowden, City Attorney Redmon, Director of Public
Works Arness, Purchasing Agent 5tewart, Planning Director Evans, Building
Official Penix, Superintendent of the Electric Department Dais, Assistant Civil
Engineer Semon and. Engineering Aid Hastings.

APPROVAL OF MINUTES
MOTION: Made by Councilman Moty, s.econded by Councilman Martin that minutes
of the last regular meeting of November 20th be approved as mailed to each of the

The Cudahy Imp.rovement Association, Inc. , Committee .Against Commercialized
Poker Parlors, requested City's support to outlaw draw poker and low ball
draw poker, asking that City adopt a resolution requesting the governor to
approve and include this subject in a special s,ession to be held in February,
and that a copy of this resolution be forwarded to our State Senator and ^
Assemblyman, to the press and other media of_ communication. 1 �
Dr. Martin suggested an,inquiry be directed to the Cudahy City government
asking for more detailed information on their problem, and.also a letter be
directed to the League of California Cities asking them for their recommendation.
He stated this may not be a state wide problem�and we should know more :about
it before we take a stand.
Mayor Puryear directed the City Attorney to write the letters as suggested.
Parking Commission Recommendations
Robert L. Miller, Chairman of the Redding Parking Commission, submitted �'
recommendations of the Commission dated November 30, 1961:

Councilman Moty, Parking Committee, briefed the recommendations:
1 . That parking pattern on the north side of Gold Street, between West
• Street and �ailroad Avenue, be changed from parallel parking to
diagonal parking and further, the present parallel parking pattern
� � on the south side of Gold Street, between West Street and Railroad
Avenue, be retained.
� Actiori temporarily deferred as Dr. Martin stated he_would abstain
from voting, because being a user of the area, voting in the affirmative
could be construed as personal interest.
- 2: That Gouncil favorably consider the sigrialization of the Market and
Trinity Streets intersection. •
Councilman Moty said this was not a complete solution to the situation
at Market Street and Eureka Way, but was a step in the right direction,
and was the best partial solution at this time. It was his recommendation
that Council accept the Parking Commission's recommendation on this
item.
3. That Council favorably consider City's cooperation on signalizing the
"T" inte'rsection of Athens Avenue and Cypress Avenue (State Highway
44). Total cost of the project would be approximately $70, 000; cost
of the signalization of the intersection would be $21, 000 with�City's
proportioriate share of the total project cost would be '1/3 of the� sig-
nalization or approximately $7, 000 to $8, 000.
Councilman Moty recommended approval of the Parking Commission's
recommendation on this item.
4. The elimination of two existing loading zones, first parking� space east
of the southeast corner of the intersection of California and South
Streets, on South Street and on the north side of T..eha,ma Street
immediately east of the Southern Pacific railroad tracks.
Councilman Moty recommended approval of the Parking Commission's
recommendation on this item. '
5. The adoption of an ordinance to control traffic on streets, to include tow
away and a 120 hour limitation on street and alley parking.

6. The Engineering Department survey Cliff Drive, California and Hill
Streets, after which� the Commission will make a site tour of the area
for further study before submitting re'commendations. .
7. Deferred recommendation on the road system and parking on the Master
Plan for Caldwell and Lake Redding Parks pending further information
from Mr. Wood.
8. Paving of Thames A.venue is in the public interest as an alterr�ate method
of ingress and egress to the area, however the Parking Commission
made'no recommendation at this time, pending further stud}r, however
were of the opinion Council should consider this carefully from the
legal aspect. ' '
MOTION: Made by Councilman Martin, seconded by Councilman Moty
that recommendations of the �'arking Commission on Iterns 2, 3, 4, 5 and 6

Proposed Sale of Lake Reddin� Golf Course
L. R: Thompson and Terry D. Isaacson, partners operating the Lake
Redding 'Golf Course, Benton Drive, advised they are considering selling
the facilitiies and land of the. golf course, and offered it to the City of
Redding to incorporate into their public park system. , -.

John F. Reginato, General Manager Shasta-Cascade Wonderland Ass'n. ,
submitted a request to the City for an extension of their present lease on

property located in South Redding Park, corner of South Market and Park- -
view Streets, to February 28, 1963.

such. a lease extension, and to prepare the lease extension for council

WATER RIGHTS - Sacramento River
Mr. Martin Mc•Donougli, Sacramento attorn-ey; under' date�'of Decernber 2d,
in a reply tq'City Manager Cowden'advised his cliarges to�supply ari opinion
about the City of Redding's water rights would be based on a rate of $18. 00
an hour plus reimbursement for actual and necessary out of pocket eosts, It
was his �stimate'that opinion requested could� be prepared for `not'more than
$700 including reimbursement for costs, ancl he�would�be wii'lirig to accept
that figure as a rriaximum. � "
City Manager Cowden recommended we.approve Mr. McDonough's offer, and
the City Attorney be directed• to:prepare the necessary fund transfer�from
Water Department revenue, however on sugge'stion of Dr: Martin; Mayor
Puryear deferred action until next regular meeting of the Gouncil: �

RE STEP5 - Public Buildings �
Building Official Penix submitted his recommendation on House Resolution No. 365

relative to steps leading to and from public buildings. He stressed that City
public buildings are often us.ed by elderly people liandicapped by poor vision, and
because these steps are mostly of a uniform color, there was difficulty in ascend-
ing and descending. He therefore recommerided that steps lead'ing to and from
� public buildings be marked on the leading edge of the step with a dark yellow paint
so as to indicate where one step ends and another begins. '
MOTION: Made by Councilman Martin, seconded by Councilman Moty to approve
the recommendation of B uilcling Official Penix and further, he be directed to in-
vestigate the feasibility .of adding abrasive material to the striping. � The Vote:

AWARD OF BIDS
Street Light�Poles, Lurriinaires and Accessories � �
Purchasing Agent Stewart submitted analysis and recommendation on Bid
Schedule No. 215, Street light poles, luminaires and acEe'ssories. ' '
Two firms submitted '`lump sum" bids, Graybar Electric Company and
Westinghouse, .Electrie Suppl•y Company; both b'icls ,were the low and second
low bid's respectively'. Graybar submitted a bid of $4, 80'6:46, Wes�inghouse
, bid was $5, 885. 88 '
Because of�the difference in the bids, Robert °Mehl, Graybar''s representative
who was present at the bid opening, telephoned his headquarters to verify the
price submitted, and was informed a clerical omission of one item had been
committed by their bid department. In his memo to councilmen dated Nov.
28th, the City Purchasing Agent states "From knowledge of marketing con-
ditions and reputation of each of the concerns b'idding; the Electrical Superin-
tendent and the Purchasing Agent are convinced that a 'clerical error was
committed. "
Mr. W. C. White, Mariager of Graybar Electric Co. , �Inc: ; Sacramento,
appeared before council to explain the clerical error in their bid. He
stated through error the fixture ballas,ts had been omitted in their quotation,
making their bid . $1, 096. .low;. he requested that Council' `reject bid because
of this clerical error, however stated Graybar would perform on bid if this
relief can not be given. - • � � ' -
City Attorney Redmon'stated the issue resolved on whether an honest, clerical
mistake-was made. -On this 'legal basis, bid could 'be withdrawn. If council
was convinced it was not an honest, clerical mistake, then legally Graybar
� should perform on their bid.
Mr. White stated Graybar Elect ric Co. , Inc. would like to withdraw their bid.
Councilmen concurrecl with the Purchasing A'gent and Electrical Superintendent
an honest, clerical error had been made.

Graybar Electric Co. , Inc. be allowed to withdraw their bid, and Bid Schedule

A. C. Pipe or Alternate Cast Iron Pipe :
Purchasing Agent Stewar.t �submitted analysis and-recorrimendation on Bid
Schedule No. 216, Class 150 A. C. Pipe or alternate Cast Iron Pipe. He
advises Viking Supply Company of San:Ma�eo had� submited the 1ow bid, how-
- , ever their bid was on "Italit" A. C. pipe manufactured in Italy. It was the
opinion of the City�Attorney that�Section 430°3' of the Governmerit�Code`applies to this
proposed purchase and requires the City to reject the l�id submitted on the
Italian made A: C. pipe.

MOTION: Made by Councilman Moty, seconded by Councilman Martin that
the next low bid of Johns-Manville Corporation on domestic pipe be accepted,
in the total amount of $6, 162. 00, Bid Schedule No. 216, in accordance with
the recommendation of the Purchasing Agent. The Vote: Unanirrious Ayes.
City A.ttorney Redmon explained provisions of the General Agreement Tariffs
and Trades.
RE ANNEXATION - Trinity Evangelical Lutheran Church (Enterprise)
Planning Director Evans advised he had appeared before .the Board of Direc.tors
of the Trinity Evangelical Lutheran.Church and explained to them the decided
advantages of annexirig their entire acreage to the City of Redding, however, had
received a letter from them re.questing annexatiori.of only 5. 02 acres to the City
of that area immediately no'rth of the Highway 99 interchange, the frontage portion
of the church property. -' � �
Upon a direct question by Mayor Puryear, Planning Director Evans advised`the
Planning Commission had definitely recommended that both portions of the prop-
erty owned by the Trinity Evangelical Lutheran Church.be annexed. "
Mayor Puryear and all councilmen concurred with the recommendation of the
Planning Commission, and Mr. Evans was directed to report this to the directors
of the church.

There was considerable discussion on the construction of service stations with the
subsequent removal of existing on-street parking spaces, and the Planning Com-
mission was directed to study the feasibility and desirabilityof extending the present
C-4 District. '

Director of Public' Works Arness advised the contractor had completed all items
of work on the Parkview Avenue Storm Drain project, and recommended the _project
be accepted as being satisfactorily completed. J

City Manager Cowden advised he had submitted to all members of the Citizen's
A.dvisory Committee for Capital Improvements a copy of "Capital Improvement
Report submitted to the City Council, City of Redding, A.pril, 1961, by Robert
W. Cowden".

He advised that Ed Wells from the firm of 5tone .and Youngberg, Munic.ipal
Financing Consultants, would be 'in.Reddirig on December 12th, 4:00 P.M. ,
Conference Room, to confer with the Civic Auditorium Committee, and council.
City Manager Cowden was requested to contact Mr. Wells to schedule a luncheon
meeting with the Citizen's Advisory Committee on Capital Improvements for \
December 13th if possible. _ �
H & H AIR SERVICE � '
1VIayor Puryear advised that notice had beeri given to H & H Flying Service. to vacate
the premises at Benton Field.at tlie ter.mination of tlieir five year lease, on Dec.
31, 1961 . That Mrs . Alma Hinds had subsequently requested permission to
continue as a month to month tenant, on a non-exclusive basis, at Benton Airport
� . pending final determination as to the future of the airport and the ,ultimate plans
� . . . .
for its administration.
Mr. Laurence Carr, counsel for H & H Flying Service, asked regarding the Airport
Commission's recommendation that service should not be curtailed � during the
interim period; he had.heard the commission had first recommended that H. & H
be permitted to stay, but later had�revised.their recommendation. That consider-
able interest was involved, and there,was nothing unlawful for H & H to continue
to pick up or discharge their passengers. He .knew. it was their intention to continue
to operate, and it would be to the best interests for all concerned to operate on a
field subject to certain regulations and safeguards, and it was hop.ed at least for the
time being. to. continue to bas.e their charter service at Benton. Field. He also

asked if there was any plan for providing space for charter service at the field.
Mayor Puryear advised the determination by Ci.ty Council that H & H vacate the
premises at Benton Field was not predicated on the electorate's_ decisiori whether
Benton Field was to be retained or eliminated. The Airport Commission's had
recommended there be no curtailment of service at Benton Field, and it was City's
intention there would be no curtailment of service: The Airports Manager would
occupy the administration building, there would be gasoline service, charter
service and any of the other services now offered at the field.. There w'ould be
provisions made for non fixed base operators for charte.r service, engine repair,
maintenance and gasolirie:

Further, so there would be no confusion regarding council's previous action �
directing H & H Air Service to vacate the field, rriany felt that as long as aircraft
fly from Benton Field there is the matter of public safety involved. Due to the
history of conflict with the.administrative staff, the City Council and the Airport
Commission at times and at various levels, it was considered to the best iriterests
of the City of Redding to have H & H vacate the p:remises and it may be possible
they may never be considered as a fixed base operator of any airport that belongs
to the City of Redding. _

RE PARKING-FALLOUT SHELTERS - California St.
City Manager Cowden submitted a memo to all councilmen dated December 1', 1961,
entitled "Report regarding proposed parking and fallout-shelter facility,: California
Street,parking lot", attaching thereto maps.,.prepared by the Department of Public
Works on underground parking.
Alternate No. 1 is a combination parking 'lot and civil defense fallbut shelter and
is estimated to cost $557, 000.
Alternate No. 2 is using the basement portion of the parking lot as a parking lot
only, with no fallout shelter�protection. Cost of this unit would be.approx�mately
$438, 000.

Councilman Moty asked regarding alternate sites for fallout shelter protection alone,
that would be less expensive. � _

Mayor Puryear suggested this be studied by the joint Civil Defense group, and also
referred to the Citizens Advisory Committee for Capital Improvement; that it was
very important to give due consideration to fallout shelters regardless of the mag-
nitude of the building co.s.ts. ' .
City Manager Cowden briefly explained.that only four sources of rev.enue could
possibly be considered: . That General Fund could not possibly support it - the
Electr.ic and Water Fund had projects that more than took all,.that r�evenue; Sales
Tax revenue .was mostly committed', particularly iri view, of the possible coristruction
of the civic auditorium, and a General Obligation Bond I.ssue, or Federal or 5tate
funds that may become available.
Dr. Martin stated the whole effort could be made less e�pensive if we had concerted
community effort, that labor, management and clubs .get toge.ther in the real old-
fashioned way by the donation of services and materials.
Mayor Puryear directed the City Manager to give copies of this memo and his pre-
vious memo to the Citizens Advisory Committee, the joint Civil Defense group and

the Parking Commission.

REPORT - Air Pollution Control Ordinances
City Attorriey Redmon advised he had received several copies of ordinances pre-
sently being used in cities in California and in Air Pollution Control Districts,
received from cities and from the League of California Cities .

' � ` There were several approaches used: One, a detailed one, involving specific
enforcement officers and specifics that must exist before there is a violation;
and establishes legislation to control pollution.
- Two; based on the premise it is or is not a public nuisance; defines a public �
nuisance (smoke, dust, fumes, etc. ). That City designate the condition of air
pollution as a public nuisance and City regulates and uses legal means to stop
the nuisance. - , '
To be of value to the needs of our community, subject should be tailored to our
specific problem, and asked if:it was Council's desire this be presented for
committee consideration..
Dr. Martin suggested that City Council commend Dr. Sandrock and the Air
Pollution Control Committee for their excellent report; further, that a letter be
clirected to the Board of Supervisors, the City of Ancierson pointing out the ad-
vantages of having an Air Pollution Control District.

resolution be adopted commending the Air Pollution .Contr,ol:Committee for their
excellent report and compilation of the problems and some of the possible solutions
to air pollution, and the City Manager be directed to send a letter to the City of
Anderson and the Board of Supervisors on the feasibility of forming an Air

JOINT AGREEMENT - Redding Municipal Airport Capital Improvements
City Attorney Redmon presented joint agreement between the County of Shasta,
City of Anderson and the _City of Redding relating to capital improvement projects
at the Redding Municipal Airport. ; .� ` ,
Councilman Simons questioned the following paragraph of the agreement, Page No.
3, (a). "The City of Redding shall consult with and secure the advice and counsel
of the City of Anderson and the County of Shasta _in: regard to any -.
proposed improvements at Redding Municipal Airport. "
Mr. Simons said he was not in accord with this; paragraph; that when improvements
made. at .the Airport were,at City's expense only; then City should not have to go
to the City of Anderson or the Board of Supervisors. Ma.yor Pur.year concurred
with this thinking. �

Councilman Moty made the following statement: "I am against.any:a.greement of
this type. I feel it tends to dilute the authority of the City over.our. City facilities . "
He then questioned the present Sales an�;Use Tax split between the City and the
/ ;;.:/
County, saying in his opinion it was inequitable to the: City. "We are subsidizing ' �
our own competition to our own detriment" he said. He favored a study being �
made on the split of sales and use tax revenues, with perhaps 10.°jo to 15% to the �
County being more equitable,as he did not think they were entitled to the percentage
they now receive. .
MOTION: Made by Councilman Moty, seconded by Councilman Martin the joint
agreement between the County of Shasta, the City of Anderson and the City of
Redding regarding capital .improyements at the Redding Munieipal Airport be �

Councilman Martin suggested these problems be submitted to the newly appointed
Citizents Advisory Committee for Capital Improvements.

City Attorne,y Redmon advised Certification.of the. City Engineer had been filed -,
on the Parkview Avenue Assessment District, No. 1962-5-1, that petitions pre-
sented�to. City Gouncil for the construction of curbs and gutters on the south side
of Parkview Avenue between Market and 5tate Streets, in the Parkview Avenue
Asses�sment District No. 1962-S-1, had been signed by the owners of real property
within said area representing more than 60% of the area of the district proposed�to
be assessed .to pay-for the costs of said impr.ovements. :��>

Council favored this consolidation, action should be taken at the next council

City Attorney R:edmon stated he did not know if such an action would affect the
bonding capacity of the City, and if council .desired, he would be willing to check
for verification from the League of California Cities .
