The meeting was called to order by Mayor Puryear with the following councilmen present; Fulkerth, Martin, Moty., Simons and Puryear. A1so present were City Manager Cowden, City Attorney Redmon, Director of Finance Courtney, Director of Public Works. Mrs. Alma Hinds, H & H Air Service, Inc. requested permission to continue as a month to morith tenant, on a non-exclusive basis, at Benton Airport pend- ing final deterrnination as to the future of the airport and the ultimate plans for its. administration. 1��� � A communication dated Nov. 20th listed reasons for this request: They plan to continue to operate from Benton Field when it becomes non-exclusive, as this_ field alone enables them to meet public demand for convenient charter I�� service that is necessary locally since public air service has been curtailed and which had never been adequate. "If we are to be perrnitted to operate at Benton when it becomes non-exclusive, we do not believe that it should be necessary to put us to the trouble and expense of two moves -- one out -- one back. More important, the discontinuance of service at Benton will work a grave hardship upon those who depend upon the field and upon our charter service, and therefore we urge you to make your decision solely upon the. basis of public convenience and advantage" the letter continues. Mrs. Hinds, speaking from. the floor, asked deferrment on this request un- til next council meeting when it would be possible for her counsel to be present. � Action deferred. .Change in Tax Roll City A.ssessor Townsend requested changes on the 1961-.62 Secured Property , Tax Roll, Assessment Nos. 2646, 3240 and 4442. (City Attorney's portion ��� of the meeting). Request for Reassessment Oak Ridge Sewer City Treasurer Simonds advised that Jo.seph Gregor.y had requested split of Oak Ridge Sewer Assessment No. B-12. 3. ��`3 411 � MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth the Street Superintendent be directed to file amended assessment report on Oak Ridge Sewer Assessment No. B-12. 3, and the action of the City Clerk in setting public hearing date for December 4, 1961 at ?:30 P.M. be confirmed. The Vote: Unanimous Ayes. Recommendations of the Airport Commission Mr. Chas. Hall, Chairman of the Redding Airport Commission, under date ,of November 4 submitted recommendatioris to the.City Council: 1 . That Chas . Bull be granted a five year extension and/or renewal of his agreement with the City to operate a car rental service at Redding Municipal Airport, providing that such an extension or re- ( i � newal is not granted on an exclusive basis. � / 2. The fixed base operator at Redding Municipal Airport be granted an extension on a month to month basis after December 31, 1961, the date of .the expirat'ion of the current lease. 3. The City of Redding maintain the same level of services at Benton � Airport after December 31, �1961 as is provided by the present operator of the airport until a decision is made by the electorate on Janua'ry 16, �y ��" 1962, and thereafter until such time as the City has had an opportunity to advertise for and enter into leases with fixed base operato'rs if the airport is to be retained. � � The Commission does not believe it would be to the best iriterest of the � City to grant exclusive leases to fixed base operators at either airport. MOTION: Made by Councilman Moty, seconded by Councilman Simons to accept the recom�nendations of the Redding Airport Commission on items 1 arid 2, and the City Attorney and City 1Vlanager be directed to expedite the renewal of agreements as outlined. The Vote: Unariimous Ayes . Request for Annexation - Mistletoe Lane Mr, and Mrs.. Lee Berry, 1271 Mistletoe Lane, requested annexation of their property located just east of the new Mistletoe School, consisting �, of appro�imately one'acre of land. The situation was urgent as water from �,�� the sewer lag on top of the ground, and it was hoped something could be done before the rain started in order that lieavy equipment could be used before the ground became too soft. The sewer line of the new Mistletoe School was constructed along the west line of their property, they advise. Referred to the Engineering Department for appropriate action, and Mr. Berry was. asked to contact.the City Manager and Directo'r of Public Works regarding costs of annexation and connection charges. Re Arguments for and against Measures-Special Election City A.ttorney Redmon, under date of Novembe"r 17, submitted a memo to all councilmen entitled "Written Arguments for and against Measures for ,�.� � Special Election of January 16, 1962, " outlining procedures as required by law. µ Mayor Puryear appointed Councilmen_Fulkerth and Simons to �serve as a committee to work up written arguments for and against both measures, with the City Attorney and City Manager to render any assistance necessary. Alcoholic Bevera�e Control Application for renewal of license was received from Hill Distributing Co. , Ir7G� Inc. 1124 Gontinental Street, the Department of Alcoholic Beverage Control � announced. � � Redding Municipal Airport-Request for Space Jetco Air Taxi Service, John J. Humphrey, advised they were desirous of ` � � establishirig headquarters at the Redding Municipal Airport to conduct air- � ' 412 craft rental service, executive charter service and a flying school for student and private pilots . � Referred to the Redding A.irport Commission. . Benton Airport-Request to Establish Business ' Mr.. Felix C. Beguin advised he intended to apply for the privilege of �yI establishing an aircraft and engine service business at Benton Airport should the field be retained. . (Report dated Nov. 20, 1961). REPORT - Utility Customer Traffic at Police Dept. City Manager Cowden submitted to all councilmen a report.on "Utility Customer . Traffic at Police Department Pay Station" dated November 9th. The report shows a breakdown of the number of customers daily, the. amount collected daily, the total amount collected weekly, the total cus.tomer traffic at both pay stations, the ,�>� per cent of total customer traffic at the Police Department-Pay Station and the per- �� centage of total customers billed which paid their utility bill at the Police� Depart- ment Pay Station. City Manager Cowden stated report was submitted in order to assist councilmen in their decision as to whether this operation of two pay stations would be continued or not. � RE COMMUNICATION CEIVTER-FALi:OUT SHELTER A memo dated November 13th was submitted�to all councilmeri entitled: "Estimated Costs in connection with'constructing a communication center-fallout shelter under the proposed California 5treet.off-street parking lot. " � . Three plans were submitted with the me�no: - Alternate. 1 - estimated cost $541, 000 - Alternate 2 - estimated cost $401, 000 - Alternate 3 - estimated cost $384, 000 The City Manager advised all costs included.structural and excavation co.sts, ven- tilation system, complete sewage and water systems, power generation facilities with all appurtenances, provision for purnping sewage and any �foreign water out of �-3� the shelter, and necessary interior walls to separate the several parts of the �structure as a communications center,; storage :a�r.ea,.: etc. However, costs did not include necessary items such as food and medical supplies, cots, beddirig, radio or other communication equipment. � - He then stated there was sorne doubt as to whether this worzld be a suitable location in the case of a national disaster for the sheriff's department, the local city police department and a communication center;-it was the joirit responsibility of city, : county, state and federal agencies to provide adequate shelters; that community shelters were the ar�swer to the problem, but how to finarice was the question. Torn Semon, Engineering Department, was directed to work out a feasible plan for underground parking at the proposed California Street off-street parking lot, for presentation to council at some future time. Mayor Puryear advised that Dr. Martin• had consented to x�epresent the City on Civil Defense, working with Floyd Morgan, representing the Shasta County Board of Supervisors and Bob Yanger, representing the City of Anderson and T:om Gaines, Civil Defense Director. Dr. Martin told of a recent inspection tour and walking through the "After Thought" Mine in Ingot. He stated we live in a very fortunate area, that some mines could accommodate as. many as.one to two thousand people. RE ANNEXA.TIONS �� Mayor Puryear advised that Dr. Martin has been appointed to work with the Planning Commission, Chris Evans, Planning Director and the Redding Chamber of Commerce as the liaison member of City Council on proposed annexation pro- jects. SURPLUS PROPERTIES - Advertising for Bids City Attorney Redmon advised he now has appropriate legal descriptions on City owned surplus properties to be offered for sale; council approved the same pro- cedure as used previously when city owned land was offered for sale, that City ��� first advertise for bids with no broker's commission to be given until this method has been given a fair trial. AWARD OF BID - Single Circuit Unit Substation MOTION: Made by Councilman Simons, seconded by Councilman Moty the recom- mendation of the Purchasing Agent be approved, and Bid Sehedule No, 214 for �� single circuit unit substation be awarded to low bidder, the Columbia Electric -� Manufacturing Company of 5an Francisco, in the amount of $22, 289. 28, tax included. The Vote: Unanimous Ayes. RE CHRI5TMA.S STREET DECORA.TIONS �Mr. Bob Dicker, representing the Redding Advertising Trades Society (RATS) appeared before council to thank them for all the help given with the Christmas � street decorations, and the Christmas tree. He expressed their appreciation for City's cooperation with this project, stating the merchants were most grateful f C�v to the City in allowing their men to do this work as they had the opportunity and the time. "We hope we do not lose the future cooperation of the City" he concluded. City Manager Cowden stated he noticed on his trip last week that many California cities were in the process of putting up their Christmas street decorations; that it was necessary to work this type of program in between their regular schedule.
