The meeting was called to order by Mayor Puryear with the following councilmen present: Fulkerth, Martin, Moty, Simons 'and Puryear. ' Also present were City Manager Cowden, City Attorriey Redmon, Director of Public Works Arness," Director o,f Finance Courtney, Purchasirig Agent Stewart, Planning Director Evans; Superinterident of the Electric Department Dais, Building Official Penix, Fire Marshal Wade, Assistant Civil Engineer Semon, Superintendent of the Water Department Gullixson, Street Superintendent Ludwig, and Superintendent of Waste Collection and Disposal Wayne Evans. Vickrey APPROVA.L OF MINUTES MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that minutes of the last regular meeting of October 16 be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes. � CO�MMUNICATTONS � Chamber of Commerce - Water Costs The Redding Chamber of Commerce, Ted Garlington, Manager, requested that Council and Water A.gency refer the matter of costs in the Clair Hill report for review and verification or modification by the City�s Director of Public Works and the Agency's Chief Engineer, it being their desire that the City of Redding�s Sacramento River Water Rights be protected, yet also desiring as ����-' much information as possible on the Trinity River Water availability. This subject was tabled for two weeks .pending an answer' to an inquiry from a Water Attorney in Sacramento. Alcoholic Bevera�e Control Application of Safeway Stores, Inc. #540, 1191 Cypress Street, for an off-sale �.7� general license was received by the Depar�ment of Alcoholic Beverage Control. Request Change in Property Tax Roll MOTION: Made by Councilman Martin, seconded by Councilman Fulkerth that Resolution No. 2881 be adopted, a resolution of the City Council of the �City of Redding making the following changes in the 1961�62 Secured Property Tax Roll. I'ublic Utilities Commission � Nbtice was received from the Public Utilities Cominission of the resetting of Hearing on the application of Pacific Gas and Electric Company to distribut'�' S �� 399 and sell natural gas in Redding and vicinity. -- Geoxge 'O'Brien, District Manager of the Pacific Gas and Electric Co. advised at the present.time gas service was limited to the older sections of the City of.Redding and it was the company's plan to expand the territory they now s e rve. 1i Public Hearing will be held November 27 and 28, 1961 at 10:00 .A.M. in the Council Chambers,� City Hall., Redding, Calif. Re Master Plan - Lake Redding Park, Caldwell Memorial Park �vid L. Holmes, Chairman.of the Recreation and Parks Commission advised the basic road patterns as pr.oposed in the master plan.for Lake Redding Park and the Claude H. Caldwell Memorial Park had been given a great deal of s.tudy, and it was their recommendation the basic road g_�L' patterns as presented in the plan be now given serious consideration ,by City Council. They found this first and important stage of the .plan very . acceptable, and suggested after review, a cost study of just this roa.d pattern stage be undertaken. MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth this subject be referred to the Parking Commission for study and recom- mendation, after which a joint meeting of the Parking Commission and Recreation and Parks Commission will be scheduled. The Vote: Unanimous Ayes. � .. . RE CO�NDEMNATIE)N OF BUILDINGS - West St. Jack Penix, Building Official, advis ed Mrs. P. L. Nichols .had been notified property located at 827 West Street would be posted for non occupancy on November 17, 1961 unless demolition is not commenced or reconstruction started to bring the buildings j a to code. . . . . Mrs. Nichols, speaking from the floor, stated she would like to remodel the larger .��.5 house to bring to code, kgep one of the cabins for a storage shed, and demolish � the third building. A six month extension of time was requested and Mr. Penix ` concurred,with this request. � MOTION: Made by Councilman Simons, seconded by Councilman Fulkerth that Mrs. � Nichols be granted a six month extension of time as outlined. Parker, Chairman of the Redding Saf e Water Committee, advised on October 16 their Committee had addressed an open letter to the �� Council that was printed in the Record-Searchlight as a paid ad, and each '��� councilman had been sent individual copies. The letter states that to date they had not been extended the courtesy of a reply and asked for a reply to this letter as soon as possible. Councilmen, questioned by Mayor Puryear, indicated "No Comment". A. Ray Taylor, certified there were 5, 859 registered voters within the City limits of Redding on August 17, ��1961.; that circulators�of the petition sections are registered voters of the City of Redding; Clerk's Certificate to Original Re,ferendum Petition requesting that City Ordinance No. , 658 ordering fluoridation be referred to a vote of the qualified. electors of the City of Redding and was signed by 876 qualified electors of the City of Redding. Van Bourg . � , Mayor Puryear reported� the City�Manager,� Councilman Moty�and he had conferred with Mitchell Van Bourg, of the firm of Van Bourg/Nakamura and Asso'ciates, re- garding their bill in the amount of $1, 775. 64 for Redding Corporation Yard = Job 57-12, work done in 1957, submitted to City Council at'their last regular meeting. �-�( That, in his opinion, this was a just and valid bill and should be paid accordingly. MOTION:Made by Councilman Martin, seconded by Councilman Fulkerth that bill of.Van Bourg/Nakamura and Asso'ciates in the amount of $1, 775. 64 be paid, and the City Attorney be directed to prepare the necessary resolution. FALLO�UT SHELTERS -Rec. of Planning Commission� Planning Director Evans submitted a letter signed by Sig Kriegsman, Chairman of the Planning Commission, recommending that the City Council appoint.a s.pecial ' committee made up either of interested citizens of the community or the Planning Commission itself iri order to undertake a comprehensive study of fallout�pro- �'�� tection and its relationship to tl-ie ove�r-all plan proposed for the Ci;ty of Redding. _ _ . . . Mr. Evans advised that Ed Ness, Bond Attorriey, was to be contacted regarding 401 the financing of fallout shelters through special assessment distr.ict proceedings. Dr. Martin stressed he thought it would be very wise to di_rect.the Planning Com- mission to undertake such a study in conjunction with Mr. Tom H. Gaines, Civil Defense Goordinator; that this would not conflict with Mr. Gaines! work, but would coincide with his program. � MOTI�N: Made by Councilman Martin, seconded by Councilman Fulkerth to approve the recommendations of the Planning Commission for the formation of a special committee, or the Planning Commission, to_undertalce a study.of fallout protection, and to work with Mr. Gaines, Civil Defense Coordinator. City Manager Cowden was directed to follow through with this suggestion of Dr. Martins. Mayor Puryear read a communication from Willie Brandt, May.or �of Berlin, thank- ing the City of Redding for their telegram of encouragement and hope for the con- tinuation of a free West Berlin. .. ANNEXATION PROGRAM Planning Director Evans read a letter signed by Sig Kriegsman Chairman of the Planning Commission, in which it states the Commission felt that one of its prime functions is its responsibility to advise the City Council on the f.uture growth of the greater Redding area; they felt it prudent to suggest that the City Council. explore ways and means of inciting interest of�. the property owners outside of ,.'�'.L� the City limits to the point of,annexation. Therefore they recommended that U an active committee be e.stablished in order to expedite such an essential program I �'M1�� to result in an orderl.y:growth and development of Redding; the committee should become. well informed of the many advantages of annexing to the City and do what- ever possible to apprise residents of these advantages. . Mr. Evans advised he is now undertaking a survey to find var,ious wa.ys and means from departmental standpoint to follow in annexation procedur.es,- and in-about two weeks would have something concrete to offer Council in ways of suggestions. Mayor Puryear approved this recommendation and suggested the commit�ee, 'two ` members from the.City Council arid possibly the chairman of the Planning Com- � . mission could formulate a beginning point fo�r a program on a definite, progressive plan for the annexation of contiguous areas to the City of R.edding. City Manager Cowden was. directed to arrange the first meeting of this group as outlined. City Manager Cowden submitted a memo entitl�ed "Request for an additional appropriation for extra part time personnel in the Street Department" dated Oct. 23, 1961 and listed the public works p�rojects where part time Street��Department personnel will be needed. REPI�ACEIVIEN`T WATER PUMP No. 4 - �- � � - � � � Under date of'November lst, City Manager Cowderi submitted a inemo entitled "Recommendation that City of Redding replace water pump No. 4 located at City of Reddirig Pu'rriping'Plant No. 1"'together with corresponclence to officials of the Wintroath' Pumps=arid cor'respondence from them: - - - - The pump was purchased and installed in 1952; repaired by Wintroath Operations ��j� under City of Redding Bid Schedule No. 146, for a total consideration bf $3, 500 in 1959. pump broke down in August, 1961, and cost of repair as submitted by Selby's Machine, Inc. is $7, 655. 53. That"C'ity pur'chas'ed'froin Layne and Bowler a 400 horsepower turbine pump and mo.tor assembly in 1959 for $12, 896. 00, and taking into corisideration rising costs, an estimate for a new pump and starting motor would probably be about $14, 000. . , � For the reasons indicated in his memo, City Manager Cowden recommended that Council approve the purchase of a new pump and motor to replace�our present Pump No. 4, and the City'A.ttorney be directed to prepare the necessary resolut'i'on authorizing the transferof =$15, 500; that the City A.ttorney be authorized and in- structed to commerice wha'tever legal steps are necessary to �seek to recover from the Wintroath Qperations, Vertical Pump Division, Worthington Corporation, any and all expenses to the City of Redding as a result of the failure of Pump No. 4, iricluding its replacement, installation, etc: He further recommended that Council, should they� elect to accept this recommendation, that due to the unsatisfactory experience the City has had with Pump No. 4 produced by the Wintroath Operations; no bids submitted�by the Worthington Corporation or any of its` Divisioris will be considered as a satisfactory product and accordingly, no bid they might elect to submit will be considered. IMPROVEMENTS - Redding Municipal,.Airport City Manager Cowden submi.tted a memo dated November lst entitled� "Recom-- mendation regarding completion.of contemplated improvements at Redding Municipal Airport". Director of Public Works,Axness submitted ''Defective Sidewalk Replacementrr Report dated November 2nd, 1g61, summarizing the sidewalk replacement program begun in December 1.959-• He advised the department would maintain a continuing program of review and repair of hazardous s�idewalks. RE CQNTRO�LLED BURNING - Sanitary Land Fill Site Director of Public Works Arness submitted to councilmen. a memo dated Nov. 2nd enti.tled "Request for permiss.ion to conti�ue controlTed burnirig at the: sanitary land fill site". � � � � He outlined Cityts procedur.e to burn large number. of tires'at the sanitar.y land fill site in conjunction with rubble from construction and building demolition on those days when the prevailing winds and atmospheric conditions are such that the pro- ducts of burning would not be brought over the City of Redding and/or cause a fire hazard. _ ` . , - . . . . ��� The memo concludes: . '!We are aware of.the air pollution.:problem associated with � the burning of tires, derxlolit"ion and building debris, larush and trees. However, due to the large land requirements and handling problems associated with the dis- posal of these materials, �I request permission to-continue-burning at-the �sanitary land fill site until such time as a complete and realistic system of dispo'sirig�bf the large bulky,items is found. " There wasconsiderable discussion on ways to dispose of the large quantities of tires and tree trunks and the difficulty to compact this:type of debris with the present equipment. . . , Councilman Martin stated he wou.ld like to have Council take this positiori: That � the air is pure.and'free,� and we are lucky this is so. As a City-we should not pollute it. . - ' MOTION: Made by Councilman Siinons, seconded:by Councilman Martin to request the Director of Public Works to continue to dispose of tires, trees, etc. with the ' minimum of burning and a study be made of effective .methods to be used without burning. . Unanimous Ayes. - The City Manager and Wayne Evans, Superintendent of the Sanitation Department, were directed to s�end questionnaires to inlancl cities regarding their method of dis- posing of this type of material. . - SHERIFF'S POSSE LEASE - Grandstand Director of Public Works Arness advised the Building Official and he.had reviewed the report,prepared by Clair Hill and A.ssociates on the structural conditions of the Posse Rodeo Ground grandstands, and the �recommendations in the report.were acceptable •to the Building Department with the following conditions: � . =2/y All.portions'of the structure that require repair shall be plainly marked and -reviewed by the BuiTding Department:before any work is done.
