Bishop Keith Mifflin, Second Ward, Church of Jesus Christ of Latter Day Saints, � Redding, gave the invocation. � The meeting was called to order by Mayor Puryear with the following councilmen present: Fulkerth, Martin, Moty, Simons and Puryear. Also present were City Manager Cowden, City Attorney Redmon, Director of Public Works Arness, Director of Finance Courtney, Purchasing Agent 5tewart, Planning Director Evans, Superintendent of the Electric Department Dais and Engineering Aid Hastings. McDaniel Glenn Peck � Louis Boehle � � < �, � A.PPROVAL OF MINUTES MQTION: Made by Councilman Simons, seconded by Councilman Fulkerth that minutes of the last regular meeting of Qctober 2d be approved as mailed to each of the councilmen. The Vote: Unanimous Ayes . EXPRE5SION OF SYMPA.THY Dr. Martin expressed the opinion of all the City of Redding on the loss of the community leader, Weldon Cyxley who passed away this morning; he spoke of the '��'�� many City Council meetings Mr. Oxley had attended, his widespread interest in community activity, the Boy Scouts, the Girl Scouts, the Y. M. C. A. , and the Rotary Club; that Weldon Oxley had been a true gentleman, and with Weldon's wishes in mind, Mrs. ��ey wished that any concrete expression of sympathy be directed to the Mercy Hospital expansion fund. , COMMUNICATIO�NS A.nnexation of Area Enterprise - Trinity Lutheran Church Mr. Richard Kuss, Secretary to the Trinity Lutheran Church, reques.ted progress report on their efforts to annex 5. 02 acres of land to the City of Redding. City Attorney Redmon stated he had contacted the group, expressing the opinion.the entire acreage owned by the church should be annexed at the same time, however had received`the reply the church had reasons why it was their desire to annex only that area presently being used for church purpos es. `��J— � Mr.� ,Gl�.�P,�ck, spokesman for the Church, said they were initiating annexation proceedings in order to take advantage of the increa,sed services, , cheape•r utility rates and better police and fire protection; however, felt the church' also offered something to the city as members of churches often look for a church of their denomination before moving into a�community; that much of .the labor and material used to construct the church had been,from the City of Redding; further, a good church member makes a good citizen. The developed area of the church contained 5. 02 acres of land, however. the church owned 4. 93 acres not being used for church purposes that was unim- proved and undeveloped. This property was west of the freeway, between the freeway and the Sacramento River, and was unclassified zoning. �� If this property were to be annexed to the city it would be subject to rezoning in th�e R-1 or Residential area, and because this was' a large undeveloped area it could go commercial; that when State purchased � property, payxnent was made on.the commercial value of the land and it was to the church's financial advantage that rezoning be as comxnercial, not re`sidential. Planning Director Evans advised no detailed study of land use had been ` made for� the area, that under the County zoning the land was Unclassified, however if the area was annexed to the City, zoning would be subject to the City of Redding Planning Commission approval. � MOTION: Made by'Councilman Martin, s�econded by Cou�ncilman Fulkertli the request of the Trinity Lutheran Church far annexation of 5. 02 acres of land be `referred to the Planning Commission for report and recommenda- tio.n with attention to be given to the possible annexation of the additional � area �ith its zoning. The Vote: Unanimous Ayes: Corporation Yard Planning - M. Van Bourg Mitchell Van Bourg, under date of September 28th, reviewed details of the Redding Corporation Yard project, Job 57-12, and render�ed statement of services rende'red' from Jtily 22nd, 1957 to November�l9, 1957 in the total amount of $1, 775. 64, He stated he was embarrassed to �render a bill at this late date, however he was of the opinion the financial obligation for work ordered and performed in the best of faith is necessarily proper and reasonable. ` Councilman Simons reviewed the 1957 corporation yard project, ancl advised in-November, 1957, Mitchell Van Bourg had been ordered to stop work on � � �' the projec�t when City began negotiating with the Forest Service on an ex- � " change of property. No bill had ever been submitted for the work performed, the work had been ordered, and council had gone on record as requestir�g the work, and it was a legitimate claim against the city. ' Councilxnan Martin suggested negotiation between the architects and the City. City Manager Cowden advised the statute of limitation had not run out; that Mitchell Van Bourg was an outstanding architect and he had the utmost confidence in his integrity. A motion to pay the. claim of Mr. Van Bourg was later withdrawn and the subject held in abeyance in order that Mayor Puryear have the opportunity to perso�ally speak with Mr. Van Bourg as he had. some questions he would like answeredo � . Res olution � Changes on 19 61-62 Tax Roll MOTION: Made by CounciTman Simons, seconded by Councilman Fulkerth that Resolution No. 2876 be adopted, a resolution of the City Council of the City of Redding making the following changes in the 1961-62 Secured Property � � � Tax Roll. ` Voting was as follows: A.yes: Councilmen - Fulkerth, Martin, Moty, Simons and Puryear Noes: Councilmen - Norie Absent: Councilmen - None Resol.ution No. 2876 on file in the office of the City Clerk. _ PUBLIC HEARING - Rancho Park Assessment District The hour of 7:30 P.M. having arrived, Mayor'Puryear opened the Public Hearing on the request for reassessment of Parcel No. 31, Rancho Park Assessment ��� `,�-� District. The following documents are on file in the office of the City Clerk: 1 . Request of the City Treasurer for reassessment 2. Affidavit of Publication Notice of Public Hearing 3$8 3. Amended assessment and report filed by the Superintendent of Streets 4. Plot of area ' Mayor �Puryear ascertained there were no written protests and no one in the audience protested the proposed reassessment. Gard�ier, Hinkle's Market, 1244 Market St., `�% Recommendations of the .Parkin� Commission The City of Redding Parking Commission submitted recomrriendations. dated �ctober 5, 1961 , under the signature of Clyde Rann, .�hairman. 1�. That City authorize the removal of two parking meters on the west side of Pine Street� at Yuba, immediately south :of the driveway to the Crocker- Anglo Bank. The letter advises of the real traffic problem for north � b�ound cars on Pine Street, as the driveway of the bank is too narrow to permit two cars to enter the parking lot at the same time and that cars often extend over the sidewalk and into the driving lane�s of traffic on Pine�Street. - 2 . That City create no parking zones on the south side of Riverside Drive f� between the west curb line of Center Street and a point 55 feet west of the west curb line of Center Street and between 231 feet west and 360 ,.. -fee� west of the west curb line -of Center Street. (Request of the State DivYs ion of Highways). 3. That Council remove parking limitation restr�ictions on the east side of Oregon Street between Sutte and Shasta Streets . That City. Attorney be directed to review Ordinance No. 440 as it is their belief this ordinance should be amended if necessary in order to more clearly define the Commission's duties . They further recommend the Commi"ssion be renamed the Parking, Safety and Traffic Commission because they were involved in safety and traffic problems . Rann advised the duties and responsibilities of the Parking Commission have been curtailed and changed over the past two years to a Traffic Commission only, which was not the purpose when created. That he felt the Commission has jus.tified its creation when, after con- siderable effort, some off-street parking had been obtained. However, he wished to submit his resignation as a member of the Parking Com- . mission. Mayor Puryear expressed the regret of the council on receiving the letter �C �/ of resignation from 1VIr. Rann, who had been a faithful servant on the Parking Commission and with civic affairs; that no one had done more from a civic standpoint than Clyde Rann. MOTI�N: Made by Councilman Simons, seconded bp Councilman Fulkerth the resignation of Clyde W. Rann as a member of the Redding Parking Commission be accepted with regret. Mr. Bob Miller, a member of the Parking Commission, advised an informal rneeting had been held by the Commission and he had been asked to relay certain comments: "On O�ctober 6, 1952, under Ordinance 440 a Redding.Parking Commission was .created and established for the purpose of advising and recommending to the City Council matters� pertaining to the !'parking laws and parking facilities and opportunities for enYaricerr�$of possible opportuni.ties and improving the parking facilities within the City of Redding. " Your paxki:ng commission are cognizant of the great gr,owth of our city in the past nine years and the effect of that growth insofar as the responsibilities " and additional burdens of the City Council members. Growth means many new and more complex p_roblems in city government.. We as members of the Parking Commission are more than happy�to assume our share of these expanded problems insofar as we are technically allowed to do so as a commission. Pursuant thereto we have in the past year or so made many recommendations not completely encompassed in our duties as a parking commission. We ask the Council more clearly define our authority as to recommendations concerning these problems; if it is the couneil's pleasure that we assume these duties we=feel -that the Commission riame should be changed to include them, as Parking Safety and Traffic Commis-sion. It is thought that any other committee functioning with regards to parking should be recommended to the council by the Parking Commission or discussed by council w'ith the commission. � , . , Let it be clearly understood that we most certainly are not asking to be set up as parking aitthority nor are we asking for any authority of any kind un- - less the council sees a need. But what we respectfully ask is that our duties and responsibi].ities be more clearly defined under Ordinance #440 or an amendment thereto. WATER ANALYSES � � � • Dr. Martin, Water Committee, advised he had spoken with the$tate Department of Public .Health and George Gentr-y, Sanitarian, had:g.enerously volunteered to conduct�a chemical analyses-.of the City of Redding water system, with similar analyses of Clear Creek and the Trini�y River. - ����� He further-advised Mr.- Gentry was of:the�opinion the chernical content of our water was from. "very good" to "excellent" with the bacteria contamination of relatively low order. It was his recommendation that City drop their plan that Cook Research Laboratories eonductwater analyses of�the City of Redding water supply unless the Department of Public Health advises City to so.do: ' WATER DEPT. City Manager Cowden advised that Mr. Wim Lely, Orland Manufacturing Company, would submit release to the City. _. Resolution No. 2878 on file in the office of the City Clerk. , � FLUDRIDA.TI��N Dr. Martin stated he hacl a report on the costs of fluoridation, and per capita the cost for one year was 14�`; total cost of the initial capital investment to fluoride water was from $4, 000 to $6, 000; that the lifetime use of the appropriate amount of fluoride would be less than the cost of the average filling. ,i - . . , ��� �7 He further read a letter from the Board��o'f. Water. Cornmissioners, City=of Sheboygan, Wisconsin, dated October 6, 1961, there `had been no rusting of pipes in Sheboygan due to the addition�. . of one part per million of fluoride to the city water. That iron pipes unprotected :will rust_to :some extent from any water, and even galvan- ized pipes will in time show some 'rusting where in contact with'water. �That such rusting took place in iron�pipes.in the city before fluoridation arid s.till-does, but to no greater extent than before fluoridation. That Grand.Rapids, Michigan, has not�discontinued fluoridation�for:that reason nor for any other reason. , , , . . . . � , .: SALE OF LO;TS - Highland Addition Planning Director Evans submitted a memo to all councilmen dated October 5th entitled "Recommendation of the Plarining Commission regarding the sale of Lots 1 thru 12, Block D of the Highland Addition". C. SETTLEMENT - Bentons, Lake Redding Park Property City Attorney Redmon reported on the proposed settlement of several property interests in the Carter property. That condemnation action was now pending in the Superior Court for acquisition of this property, which would complete the acquisition of property on the one side of the Sacramento River. He stated the Bentons had certain rights to mine for minerals by using the land underneath the river, and he now believed the figure they requested was equitable and it was his recommendation that City authorize the expenditure of money for �sz; this particular interest.
