Caldwell Park. Re,dding School District, reported a health hazard exists at Sequoia School caused by dust from the gravel plant. located near the school. . ��Sv Dr. Martin advised Dr.. William Sandrock.is preparing �. report on air pollution in the area and the problem at Sequoia School is �included in the report. Dr. Martin continued this is not a local problem but involves the whole north valley and all government agencys, local, county and North State, rnust corisider;the p,roblem. Dr. :Sandrock � will file his report in about one week ,and a recoinmendation for action will be included in said report. , L,ake Redding Golf Course - Water Contract- Trustees of ;:the Lake Redding Golf Course requested extension of time to pay delinquent bill in the amount of'$750. 00, in three monthly pay- � ments of $250. 00 per month. _s�� .. iVIotion:.. The hour of 8:00 P.M. having arrived, Mayor Puryear opened the Public Hearing to consider the adoption of an Ordinance of the City�of Redding adding Section 29-41 to the Redding City Code providing for the augmenting of the Fluoride content of the City Water Supply to- a level recommended by the State Department of Public Health as best combatting tooth decay.. The Affidavit of Publication of Notice of Public Hearing is on file. Mayor.,.Puryear stated that offering the O�rdinance for first readirig did not t�� ,� necessarily reflecti the feeling of Councilmen regardirig the adoption of the � Ordinance. This Public Hearing was called.to give the people an opportunity to express their feelings. She_ disputed charts and reports supporting fluoridation and quoted statistics indicating that most of the water goes down the drain and we would realize only 1/l bth of a cer�t for every dollar spent on fluoridating-the water supply: Drr Ke11y V. Pierce, DrD.S. , 131=6.Court�St.� -filed a Resolution on behalf of the Dentists in the 12th District Dental 5ociety,- -unanimously urging Couneil to enact the appropriate legislation to adjust the fluoride cb.ntent of the Redding water supply to insure maximum dental benefits. Tumelty, Director Health Educati�on.Services; .California Dental Association, said the gap in what we know and what we do i�s b�road: He compared ' the tax burden for dental care for the County Welfare Children with the cost of fluoridat'ion. He urged discerning people to accept what science offers, flu,oridation. � - , . . ; � Walter Branscomb, 1074 Continental St. ; .stressed that the individual should have the right to decide this issue; that is should come to a vote-of the people. He said in additiori to the cost,,of,iristallation. of fluoridati,on .equiprnent, there would be continual breakage and maintenance costs; that fluorides: cause deterioration of pipelines. He showed the GounciL.a,.can. of-sodium fluoride marked poison and a tube of toothpaste warning that children under six should not use it. � � " Mayor Puryear, before calli�ri'g on the Council for an expression of their feeling, stated that fluoridation had b,een an issue long before Dr. �Martin came on the Council; that Dr. Martin had never:been on record.as wanting this issue on a ballot. � � � 'Goizncilman-Simons refe'rr.ed to many.pamphlets ,he;has studied re fluoridation. It�appear.ed to him that all the Medical Groups and Public, Health Experts endorsed fluoridation. I have not been misquoted but what I meant was this is the kind of thing I came on the Council for. I` will stand on my record of public se'r.vice. I have made a consciencious �atterript to do what is best for all the people I serve''. He mentioned the scientific advances in nutrients; that flour is reconstructed with artificial vitamine and the vitaminD added to mil�. With > res.pect to poisons, he said a few-ccis of air is� poison 'in?the wrong places. A.11 kinds of things are poison�if wrongly used. These fibres and detergents cause an abnormal treatment'and sedimendation problem at the sewage treatment plant. He reported a large new laundry in the City inquired about such Gharges and the � y� firm is in accord with the proposed Resolution 's:etting Sewer Rental Charges. ��C Mayor Puryear reminded Council we are trying to induce industry to come to our area and to be cautious about setting regulations that would discourage � them from coming. "We want to keep Redding competive with other Cities to attract industryrr. 371 City Engineer Arness advised it is a common premise that industry can afford twenty to fourty dollars a month to allow for special sewage processing mor.e easily than it can afford to buil'd itts own individual plants.
