' The Vote: Unanimous Ayes . ' � COMMUNICATIONS Convention - 1963 The Veterans of Foreign Wars of the U. S., 20th District, advise that Redding has been chosen as the site of the VFW 1963 convention; .f�> J there will be �from 3, 000 to 4, 000 members and their Ladies Auxiliary attending and as this will be the largest convention ever hosted in the northern area, the assistance and cooperation of the City is urgently requested. Request for Sale of Beer Mr. Paul Allebach, Post Commander of the Veterans of Foreign Wars of the U. S. , 20th District, advise they plan a concession stand in Lake Redding Park on September 3rd when the Redding Boat Club will hold .�� 5� � their races, and requested council permission to sell beer at this time. MOTION: Made by Councilman Moty, seeonded by Councilman Martin the request of the Veterans of Foreign Wars of the U. S. 20th District to sell beer on September 3rd at Lake Redding Park be granted. MOTION: Made by Councilman Simons, seconded by Councilman Martin the Superintendent of Streets be directed to file report, amended 340 � assessment and map for the reassessment of Rancho Parks 5.ewer Assessment #33-A-1 and #33-A-2 and the City Clerk to proceed with . whatever steps are necessary to hold Public Hearing thereon. The Vote: Unanimous Ayes. , Airport Commission Recommendations Councilman Moty, Airport Cominittee, repor'ted on the meeting held August. 9th at the Redding Municipal Airport regarding Charles Bull's proposed car rental area at the Municipal Airport. A communication from the chairman of the.Airport Commission, Chas. Hall, advise they concurred with all the items in the City Engineer's , mer�o dated August l Oth, however would like to clarify Paragraph "H" . that covered public service station facilities and the sale of gasoline and oil. He advised the Commission was of the opinion it would be accept- ��5i able for Mr. Bull to s ell gas and oil to the public provided it did not conflict with the present Airport Lease and further provided City would collect a gallonage percentage on all sales . CO. CHAPTER AMERICAN RED CROSS - Space Councilman Simons, Building Committee, advised he had conferred with Mrs . Kehoe� and Mr. M. Parker regarding space for the Shasta County Chapter of the A.me,rican Red Cross, and the two rooms to the rear of the Council Chambers, rooms formerly � used by the City Manager, would be adequate for their purposes. ��� He recommended a lease be prepared for them, with the understanding the Red Cross are to pay all utilities. � MOTION: Made by Councilman Simons, seconded b.y Councilman Fulkerth the City Attorney be requested to draw up 'the necessary papers for the use of two rooms to the rear of the Council Chambers by the Shas.ta County Chapter of the American Red Cross. The Vote: Unanimous A.yes. There was discussion on the use of these rooms as a conference room by councilmen 341 and both Mrs. Kehoe and Mr. Parker concurred this would be satisfactory with them. - _ . CENTERVILLE COMMUNITY SERVICES BUREA.U. Councilm`an Ma,rtin briefed council on a meeting held with representatives of the Centerville Corrimunity 5ervices Bureau; he advised there were some seventy to one hundred twenty outlets for water and approximately ninety pupils attended the school, and the water supply, obtained .through wells and water .tanks, was.tenuous. � �'S Should the City of Redding put. in the water system for the Genterville Community ,Services Bureau and the Spring Creek District did go through, Redding would still furnish Centerville water, he informed council. The area was extremely anxious to get water, he stated, however the question arose should the City engender the growth of the area and inherit its problems if everitua.11y the area did want to annex; Should the City put iri thei.r water system and the area did annex to the City, then there could be some control to the building. The area is some four or five miles west of the present City:limits, ancl Dr. Martin recorrimended a feasibility study be made. . Refer-red to the Planning Commission and Planning Director for a feasibility study on annexation of this area, and to the Arinexation Committee of the Redding Chamber of Commerce. CO�NDEMNATION OF PROPERTY - Extension of Time ' Building Inspector dtis reported ori property owned by Elna Hopkins, located at 2141 through 2149 East Street ; the pr'operty is known as Mt. Shasta Court arid is of substandard construction. He advised the property owner had been notified and the buildings would be posted against. occupancy.A.ugust 31st. . rt� � �' Mrs. Elna Hopkins requested a six month extension of time, and Mr.. Otis and Fire � Marshal Wade concurred with this request. MOTION: Made by Councilman 5imons, seconded by Councilman Fulkerth to accept the recomrnendation of the Fire Marshal and Building Inspector and a six month extension of time be granted Mrs. Elna Hopkins on the condemnation of her buildings 2141 through 2149 East Street. Cleverdon Mr. Cleverdon, appearing before council, advised that some of. the streets in the district were old creek beds, with water very close to the surface. This was a natural factor over which the' contractor 'had no control �and the unstable soil hacl been a very serious problem; that utilities were very close to the surface on Santa Fe, making this an added"�consideration. - _ _ . Mayor 3'urye'ar spoke of the. intolerable, condition that::has .exis.ted .in the Benton . Tract for many months, with property owners "suffering terrible inconvenience"; the situation was a real problem and in his opinion, the City had been very lenient with the contractor. : • • City Attorney Redmon outlined alternative action open to the counciT. 1 . PROTEST - Re Certain Operations Municipal Airport (Chas . Bull) ' Mr. Charles Bull, owner of the Yellow Cab Company, requested council consideration regarding the "illegal and unethical operations" at the Redding Municipal Airport and expressed the hope they would take immediate action to remedy the situation. He advised there were now five car rental agencies servicing the Municipal Airport, listing them as follows: � A.vis M. Bates (Eureka) Hertz Mr. Hackett's own vehicles National Car Rental He cited a report by one of his agents, Mr. Butler, regarding "National Car Rental" and concluded with the remark now the City has an ordinance he was entitled to protection. That the land situatiori'was, resolved as far as his: proposed construction at the Airport was concerned, howeve r he hesitated to spend considerable money with three agencies operating without a license to operate. "I am at the end of the rope" he said "and here at the advi;ce of my attorney". --_- City Attorney Redmon advised Mr. Hackett would be entitled to a permit for Avis �<�� Rent-A-Car under H and H Flying Service; however if he was operating independent- ly froin this contract, his operation should be stopped.
