The meeting�was called to order 'by Mayor-Puryea�r vvith- the �following counCilmen

COMMUNICATIONS
Request of Shasta County Sheriff's Posse
The Sheriff's Posse of Shasta County, Inc. ; requested a ten year extension
of their present lease in order�to justify the large and necessary expendi-
tu-res fo'r�a survey and report by a competent structural engineer and for
tlie possitile repairs aft er that report is made. They advise the present
;� ��� lease with the City will expire August 31, . 1966. �
Dr. Martin expressed his approval of granting this request provided the
structure was made structurally sound. . '
The City Attorney was directed to research the preserit.lease, to con-
, tact Sheriff Balma regarding their plans and report to City Council.
Public Liability Insurance
� - . 1VIe1 Raub;'Manager of the Christian In'surance Service, 'advised the re=
newal date. on City's Public Liability coverage was October 7th, and
explained the Pacific Indemnity Company had presented their low bid
on a flat charge basis last year for two reasons: Because they felt it
would be in the best interest of the City from a• budget consideration
basis, and because they had hoped, or at least thought it was understood,
that renewal of the policy would be permitted or considered on a negotiation
basis .
'�� � A copy of a letter from Pacific Indemnity Company to Mel Raub, dated
July 31st, was submitted to all councilmen regarding the question
whether or not there will be an increas:e�''in the renewal premium. The
letter states "Presuming no radical change�in the schedule of equipment
it would be saf? to assume the premium level will be left, as is. "
Councilmen discussed at length the legality of negotiation for insurance
coverage and the City Attorney said he was of the opinion City could
negotiate 'or renegotiate insurance coverage under the language of the
State legislation; that City's own code set up purchasing procedure that
anything over $2, 000 should go to bid, but exceptions were made for a
type of special services, that he considered this a type of personal service
that could b,e excluded from bid procedure.

MOTION: Made by Councilman Simons, seconded by Councilman
Fulkerth the City Manager together with the City A.ttorney be directed
to negotiate with�the insurer for City's Public Liability coverage. The
Vote: Unanimous Ayes . �
Mayor Puryear directed that following negotiation, report be given to
the Councilmen.
Recommeridations of the A.irport Commission
Councilman Moty, Airport Committee, briefed the recommendations of
the A.irport Commission as outlined by the City Manager in his memo
to Gouncilmen dated July 26th.. '� �
1 . Approve Charles Bull's request to lease land for the construction of
his contemplated Hertz Rent-A-Car�facility; iricluding gassing
facilities, at the Redding Municipal Airport at either the south
side of the entrance road or in the parking area northwest of the
Administration Building.
2. That two small tables be placed in the lobby of the Administration � �'S�
Building, one with a small sign of the Hertz organization, one
with a small sign on the Avis organization, together with
literature advertising their respective rent-a=car services .
3. That restricted parking only be permittecl iri'pa'rkirig ar'eas along the .
south curb�:�of the Administration Building and in the parking area

� ` 'north of the .Admiriistration Building. -`
4. The westerly curb of the Ad.ministration Buiiding be_ marked and
restricted to bus passengers and freight loading and unloading
� with the last two or three spacea along the southerly end of the

spaces restricted for bus loading and unloading. ,
5. No taxi solic'itations be p'e'rmitted in'side of o'r'�east of the westerly
building line of the Administration Building. �
' 6. TYre'City Attorney be directed'to draft applicab�be perialties for the
violation of these restricted uses comparable to those currently
in effect within the city limits. �� " '
7. �Similar regulations be set up for Benton Field if and when needed. /`�/
8. That Council approve renewing lease for the restaurant at Redding
� � Municipal Airport under the same general terms and conditions

' Co'mpany ext'ericling his temporary operating permit to allow him
to remain arid operate at the present location for the balance of
the current fire season.

Councilman 1Vloty said he concu'rred with all the recommendations, except
Item 1 for the construction of a�facility in the par�king are.a northwest of
the Administ.ration Building: He would approve�°the construction at the
south side of the entrance road. �

Re Rock & Mineral -Products Bid
. Mr. John Spann, attorney for Redding Transit Mix, Inc. , under date
of July 27th protested the legality of bid ,of Elledge and Davis because
they had not complied with the regulation that required a deposit of
10% when bid was submitted. That he did not think .this ,difficulty could
be cured by a later submission of the required bond by Elledge and
Davis.
City A.ttorney Redrnon�briefed council on this subject: That Elledge
and�Davis had been the low bidde.r on certain items on Bid Schedule
No. 194, Rock and Mineral Products, however at the time bid was
submitted they did not deposit with the bid security of at least 10%
of the amount of bid, but later they did file.with the City Clerk the
legal bid s ecurity.
Jj� �/ He advised two questions were. raised.- one,. whether council had the
1 legal authority to award the bid and - two; should council award the
bid as a policy matter. He stated it was his own personal,legal opinion
that Gouncil can, if they so desire, award the bid to Elledge and Davis .
Speaking frorn the floor; Mr. Spann advised he represented the opposition
as well as himself; that a principle:was.,involved,, either the specifications
had been.met.or they had not been met; that rules are rules and everyone
was dealing in good faith.
Action deferred until the City Eng;i.neer!s_ po.r�tion of�the agenda.
Change in Tax Roll = 1961�-62 ,
City Assessor Townsend requested changes on the 196?1-62 secured
property tax roll, Assessment Nos. 4147, .272, Z73; .274, 275 and 3121.

that R.esolution No. 2858 be adopted, a resolution of the City Couricil of the

Lake Redding Park A:r,r,oy.o.
Ovid L. . Holmes, Chairman of the Rec,reation.and. Parks Commission,
advised _they were ?.unanimously favorable to the arroyo lake idea and
that a second attempt to develop a lake out of this natural feature in
Lake Redding Park can s.ucceed, especially since the large S. P, well
is being ,mad�e available to supply the necessary water economically.
They tentatively approve this trout lake project, subject to its inclusion
in the mas.ter site plan of the park. ,
", ��� Councilman Moty suggested the use of the natural river rock in cement
as an ideal way to wall the gulc,h and Dr. Martin suggested the City
consult the California Fish and Game Department for pointers on the
habitat of fish. He further suggested the forrnation of an Anglers Club
to teach fishing to the youth of our area with the construction of a'dock, �
or the use of barge or float as a meeting.'place. "Our area is missing
a, bet not having the facilities to teach fishing" he urged.
The development of the arroyo was referred:to Dick Wood, City's
landscape designer, to include plan in the .Master Site plan of the Park,
with priority to be considered.

Municipal A.irport Property
Sig Kriegsrnan, Jr. , Chairman of the R.edding Planning Commission, sub-
mitted recommendations on the proposed sale of 115� acres of the Municipal
Airport property. � It was their recommendation that City not s�ell the 115
acres of larid based ori the following reasons:
That the 115 acres should not be sold unless tlie City is in dire need of funds .
The sale should not be considered until such �ime as an estabIislied trend
of industrial and commercial uses are developed in a closer proximity to
the Municipal Airport. ' '
Iti would be premature �for the �City to rele�ase said p'roperty"to'private "in- ���=�
terests as there would be no guarantee as to how the land would actually
develop other than ori a speculative and piece meal basis, and an approved
plan of land developmerit shoul'd_'first be submitted. �
City Manager Cowden stated the request to`piarchase this land was based on
their desire to acquire frontage property, however the offer was more than
$20, 000: 00 under the City Assessor�s appraisal.
'Th�e City Attorney was directed to go ahead with the' research on the legality
of City'sellirig �2:edding IVlunicipal Airport property to� see if there were deed
restrictions or reversionary clauses.

and Airports would become effective August 17th and uride'r� tlii"s ordinance
permits were required.
Mayor Puryear directed the City Attorney to prepare draft of Resolution
setting fortli specific riiles and regulations for the Airports, and to prepare
' the permits as 'requested�by Mr. Bull.

EMERGENCY FIRE WA.RIVING SYSTEM
Mr. R. P. Graham, Service Enginee,r the Pacific Telephone and Telegraph
Company, advised the followin,g communities have installed the Emergency
Fire Reporting system: Riv.erbank (near Modesto), Olivehurst and Portola.
He advised that he and Mr. Stewart had spoken with the chief of the Olivehurst
Fire Department, and he had enthusiastically recommended the system which
had been installed,some,seven months . . , :
In Mr. Graham�s communication dated July 26th, he states one big advantage of
their system is the small initial expenditure rather than a large outlay for ex-
pensive r_adio e.quipment,,.and the free maintenance .which they provide.

the number of volunteer firemen and a comparison of the number who now turn
out to fires compared to the number who turned out before the installation of the

S�WAGE TREATMENT PLANT - Tentative Schedule for Improvements .
City Engineer Arness submitted a progress report.on the work under way in the
��'� �v Sewage Treatment Plant, the tentative completion dates and an estimate of the
costs involved. (Memo"S:ewage�Treatment Plant" dated, August 4, 1961 .) The
completion date for .the �chlorinator will be ,the_middl�ea,of October., he advised.
Councilman Moty�said.City's goal should be the best grade effluent.we can poss-
ible afford,• not just-plan to meet-the .min.im,um requirements .
Dr. Martin said the problems of air pollution and water pollution is just not the
City of Redding's problem - with an influx of po,pulation this is what consistently
happens,� and we endamger ourselves by,not including the City Council of Anderson,
and the Board of Supervisors in our,plans. "We are not autonomous'� �he:- eoncluded.
Councilman Fulkerth asked how much longer the present sewage treatment facilities
could be used and wondered if now was the time to look into the future in accord-

ance with the master sewer plan prepared by Clair A. Hill and Associates.
City Engineer, Axne_ss said.it was .his pl�.n to,consider. fr_om.the engineering stand-
point the total additional :sewag.e capacity of the plant and studies will be.made as
the improvements progress; he.would work closely with Clair Hill's Master Plan
and with the Regional Wat.er,Pollution Control. Board. It was his intention this
fall to trace the illicit water coming into the plant by the use of colored smoke
bombs.

The question arose regarding the C,ity, of Anderson's representation if their money
was to be spent at the Airport, but it was stated the establishment of a th�ree man
Board of Control on all capital outlay:expenditures,would giye, Anderson equal
representation with the Boar,d .of Superyi.sors, of,Shasta County and the City of
Redding.
REPORT - Benton Assessment District
- Councilman Moty inquired whethe,r..it_would .be;possible for Cleverdon Co. , Inc.
to complete the improvements as specified in the contract with them for the .�y3
improvements in Benton ;Tract Assessment District 1.96,0-1;,,City Engineer Arness
said he would hesitate to make;a statement. the,y will..not meet the deadlarie, however
it would be "touch and go". He stressed the.fact the, quality, of.work was adequate
it was just Mr. Cleverdon's planning program that has been his problem.
Councilmen were in complete accord no additional time would be extended to Mr.
Cleverdon for completion of this construction, and if work,was not,completed
the matter would be referred to the Bonding Company to complete�the job.

City Attorney Redmon, under,.date of July 28th, submitted a memo to all council-
men entitled "Lease with .Option to Purchase: Mieske, Lease with Option�.to `3`-' ��
Purchase: Firth-Shannon".

This memo outlines the terms of the lease in which the City has the option to
purchase the Mieske property in seven separate parcels over a period of six "years,
with the first parcel havirig a ten footfrontage'�arid the ne�`five parcels each having
four foot frontages and the last parcel having 'a twenty foot frontage. The first
parcel would be purchased for a consideration of $7, 150 and the next five parcels
at the consideration of $3; 600' each �and the rema'ining twenty�feet at`the considera-
tion of $19, 100. - -
