Redding, California August 1, -1961 12:00 Noon The meeting was called to crder by Vice.Mayor Siinons with..the following c.ouncil- men present: Martin, Moty and Simons. Late: Councilman Fulkerth. Absent: Mayor Puryear. Also present were City Manager Cowden, City Attorney �2.edmon, City Engineer Arness and Les Lynch, Associate Civil Engineer. Chapter American Red Cross The Executive Board of the Shasta County Chapte.r of the American �Red Cross thanked Mayor Puryear and the City Council for providing them. with the two rooms adjoining the Council Chamber, and stated if it:was agreeable, they would like to move as soon as possible as there was no. cooling system :in the present office. Parker, Chapter Chairman and Mrs. Florence Kehoe, Junior Past President. `�f� Councilman Martin advised he thought official aetion had been taken by the City Council, and he had so informed Mrs. Kehoe, however Vice Mayor Simons stated while tlzere had beeri discussion on this question, officially there had been no action. Referred to the Building Committee and the City Manager. Re Ice Cream Trucks Mr�. and'Mrs. L. A. deLaubenfels expressed their heartiest endorsement to the projected action of the City Cbuncil aimed at controlling the volume of noise ��� emitted by the r.oving ice` cream trucks. � Redding Airport Commis sion Recommendations . Redding Airport Commission recomrriendations, dated July 26th, deferred until /c;�, August 7th. : Commendation of the Fire Department Dr. William W. Dinsmore, D:S. C. , commended ail of=the regular and volunteer firerrien for the prompt and -thorough manner in which they extinguished the fire in his office and for the .consideration shown in helping to remove the water and debris from -the premises . Request �of"t'F�e Shasta County Sheriff's Posse The 5heriff's Posse of Shasta County, Inc. , Herb Gimblin, Chairman, request- ed a ten year extension of the present and existing lease, which expires August 31; 1966,� in order to justify the large expenditure for a survey arid report by a competent structural engineer and for the possible -repairs after��that report ' is made. � Deferred until council meeting of August 7th. Re Rock & Mineral Products Bids The communication from John A. Spann, attorney for Redding Transit Mix, Inc. 325 protesting the legality of bid was to be placed on the agenda for council meet- ing of August 7th. � Re Public Liability Insurance Covera�e Mr. Mel Raub, tlie Christian Insurance Service, under date of July 31st, suggested that the City negotiate for renewal iof this insurance coverage rather than readvertising. - Deferred until next council meeting. SHA5TA COUNTY ECONOMIC COMMISSION Vice Mayor� Sir�ons advised that Lou G:erard's appointment to the Shasta County ��� �� Economic Commission expired A.ugust 3rd, and recommended his reappointment. MOTION: Made by Councilman Martin, seconded by Councilman Moty that Lou Gerard be reappointed to the Shasta County Economic Commission. The Vote: Unanimous Ayes . � � � This is a two year term, expiring August 3, 1963. ' . APPR�VA.L OF ESTIMATE - Water Dept. Councilman Martin submitted Estimate No. 57-W, Water Departmerit Estimate for fire hydrant and irrigation service to the City Hall, estimated to cost $1, 002. 50. �c� � MOTION: Made by Councilman Martin, seconded by Councilman Moty that Estima.te No. 57-W, as submitted, be approved: Voting was as follows: Ayes: Councilmen - Fulkerth, Martin, Moty and Simons . BID - Mistletoe School Trunk Sewer City Engineer Axness submitted tabulation of bids received for tlie construction of the Mistletoe School Trunk Sewer, Bid Schedule No. 193, and recommended bid be awarded to low bidder, McGuire and Hester, Oakland, .in the total amount of $36, 666.,, 10, using total price bid for bid items 1, 2, 3, 4, 5A, 6A, 7A, 8, 9, 10, 11 and 12. � MOTION: Made by Councilrnan Moty, seconded by Councilman,Martin that the recommendations of the C'ity Engineer.be approved, and bid Sc,hedule No, 193 �� � for the construction of the Mistletoe' School Trunk Sewer be awarded to low bidder, McGuire and Hester, in the total amount of $36, 666. 10, and the mayor be authorized to sign contract on behalf of the City. He advise.d oil mat streets in some areas have given extremely good servic.e, could normally be expected to last four to five year�s. � � `� � He advised he had attended a meeting of the Chamber of Commerce Streets and Highways Cornmittee and had presented a request for their members to assist in an educational program to interest residents .of ,cer.tain areas in.the formation of an assessment district for complete street improvements, and this had been referred to the Board of Directors. Councilmen concurred a complete street improvement program for many of the areas should be considered, not the piece meal approach. 326 Referred .to Councilman.Ful.kerth, Street Committee: VILLAGE SHOPPING CENTER 5TQRM DRAIN Les Lynch, Associate Civil Engineer, briefed council onthe,Village Shopping Center Storm Drain, advising the co.ntractors had proposed to install a 24" storrn drain to their property, and have requested City ,pa�ticipate in the i.nstall- ation of a storm dr.ain large enough to provide drainage for. .the tributary area. � In accordance with�the Master Storm Drainage Study made. by,.Clair Hill and Associates in 1960, a 3f3" storm drain is required for this area. They sub- mitted the following proposal to the City: That City pay for the difference in the cost between the 24" line and the 30" line required for drainage of the tributary area at an approximate cost. of $600. 00, ,.the difference in price be- �'���l tween a 24" and 30" pipe being about $1. 20 per lineal foot. They ask only for participation in the additional cost of the larger sized pipe and they w.ill absorb the costs of the installation. . City Engineer Arness recommended approval of this proposal, as it is now Cityts policy to install adequate storm drain pipe not only for the present require- ments, but for the future growth of the areas involved. City Attorney Redmon stated a public purpose is being served by the installa,tion - of the larger sized drainage pipe, and it was very concei_vable Ci.ty may;get its money back when properties are being dev.eloped. M�TION: Made by Councilman_Martin, seconded by Councilman Moty the recom- mendation of the' City Engineer be approved, and the proposal to ins.tall a_ 30" storm drainage pipe at the Village Shopping Center be approved, City to�pay only the difference in cost between the 24" pipe and the 30" pipe. Wim Lely, Orland Manufacturing Company, advised they had been awarded the contract to supply Fire Retardant to the U. S. Forest Service at Redding, and requested an amendment to their permit to allow.-them to remain.at the same locality for the balance of this fire season due to the fact the fire season is at the peak and construction and other activities. would work to hamper the best efforts of every one concerned. ��5� , Ivlr. Lely�s communication dated.July l7th further. states they wish to use the present five gallon per minute water connection. "We will add sufficient addition- , al storage, provide a tr.uck to haul demands above five gallons per minute, ins.tall 100 feet of 10 inch vitreous drain tile past the pump to alleviate �any possible chance of contamination in your well, close the unnecessary ditches and dust coat the area to the north to reduce dust from moving planes. These improve- ments will be made ,at no.cost to the City of Redding, "the. letter states. Check for $93 . 00 was enclosed to cover the 18, 600 gallons of fire retardant used during the month of June. REPORT - Pacific Nortli,west & 1'a�ific Southwest Intertie City Manager Cowden .submitted �R.eport�on;Electricai System Power Requirements Anticipated Load Growth to Year 2; 000 and advised this information is to be ,�>�^ 327 submitted to representatives of the Bonneville Power Administration arid the Task Force at a meeting to be held in San Francisco on August 7, 1961.� BRI�GE AT `SOUTH ST. - Over A. C.I. D. Canal City Mariager'Cowden advised a building permit,had been issued to the developers of the new Village �.'laza Shopping Center and with the natural increase in traffic � when this center is opened, recommended that Council approve the inclusion of the estimated: sum of $60, 000. 00 in the 1961-62 budget to replace the South Street Bridge and to acquire the riecessary rights=of-way to, realign South 5treet at 'this point. ` � C/ MQTION: Made by Councilman Fulkerth, seconded by Couricilnian Martin the � � recommendation of the City`Mai�ager he approved, and the construction of a � � new bridge over the A. Canal at South street be included in the 1961-62 ,j� �-� Budget"in the approximate amount of $60, 000. 00 Voting was as follows: � Ayes: Councilmen - Fulkerth, Martin, Moty and Simons Noes: Councilrrieri = None • ' Absent: Councilmen - Puryear � Mrs. Alice Benson, 2177 Cana1 Drive, commended council for this very important item, stating the bridge was in constant use anfl with automobiles, ambularices and pedestrian traffic the narrow brid'ge ma�de it a real hazard. She further pro- tested the practice of teen agers throwing�beer cans in the canal and suggested the placing of garbage cans at this point might help. Mrs. Lola IVliller, 2013 Garden Avenue, stated she would be willing to have hedge cut some �two or three feet if;. this would have any berieficial value on the traffic problem of�. the area. PARKING COMMISSION - R.ecommendations - City Manager Cowden submitted recommendations of the Redding Parking Com- mission dated July 19th: " 1. That "Yield" signs be installed on North Street at Orange Avenue. 2. That "Yield" signs be installed on North Street at Oli.v..e Avenue. � Re South Street Traffic ' That'"Stop" signs be installed on South Street at South and Garden Streets �� � That "Stop" signs be installed on South 5treet at South 5treet at Athens A.venue A.t the "T" intersection of South and Continental Streets, i:nstall one cross- walk on South 5treet immediately to the east of the "T" intersection. ,. _.. ; �' n On South Street at Sequoia 5treet, instalT one crosswalk on �outh Street. At the "off-set" intersection of South Street at both the easterly and westerly approach to the South Street Bridge over the A.. C.I. D. Canal, large signs � be installed indic�.ting that the bridge is narrow and that motorists should watch out for pedestrians and school children crossing the bridge. �..` It is` als�`recommended that a double line be painted in the center of South 5treet commencing at the South Street and East Street intersection extend- ing iri ari easterly direction on South Street to a point where South Street "straightens out" near the South Street "T" iritersection with Continental Street. � In his communication, Mr. Rann, Chairman of the Parking Commission, stated the Engineering and Street Departments would make the necessary installation of the double line, crosswalks and bridge approach signs without delay; as this was not necessary to take before the council for their action. In summarizing these recommendations, Mr. Cowden.advi:sed the Parking Com- mission had gone over the traffic problem on South Street in great detail, 'and that 25% of the total traffic time spent by the Police Department was bri South Street. 328 Mrs . Benson suggested because South Street is so narrow parking of cars be prohibited on both sides of the st-reet both day and night. Mrs. Donna Toenjes advised'many of the owners of property had converted their garages to rumpus rooms or bedrooms and becaus e there is no alley to the back of the property, this would present a serious problem. Mr.. Wm. Snyder, 1092 South Street, suggested the installation of valley gutters to control the speed of cars on South 5treet,< and spoke heatedly on the. necessity to install a "Stop" sign on Continental Street at South. Mr. Elbert Dick, 1089 South Street,. protested the painting of_the double line in front of his residence, stating he has a garage which he uses, that he does not park on the street. He did not think it right he could not get his car out of the garage without crossing the double: line. ° City Attorney Redmon stated he would check into the legality of crossing double lines . under certain ci'rcumstances. . Councilman Fulkerth stated as he saw it, two problems were involved. One, the mass of traffic on South Street, and two, the ineffectual curfew ordinance. ''Where d�oes the�fault lie" he asked. . Councilmen.Moty and Martin both stated the Parking. Commission had given much thought and consideration to this problem, and while it perhaps was not the final answer to the problems of South Street, it merited approval of their recommendations. ' MOTION: Made by Councilman Moty, seconded by Councilman.Martin to approve the recommendations of the Parking Commission and request the City Attorney to prepare�the necessary resolutions for installation of Yield signs on North Street at O'range, and on North Street at O`live'Avenue; the installation of Stop signs on South Street at Garden .and on South Street at Athens Avenue. Voting was as follows: Ayes: Couneilrneri - Martin, Moty and Simons .
