�Reverend Clarence I:. Williams, pastor of the Seventh Day Adventist Church,
Redding, gave the invocation.
The meeting was called to order by Mayor Puryear with the following councilmen
present: Fulkerth, Moty and Puryear. A.bsent: Councilmen Martin and Simons.
Also present were City Manage'r Cowden, City Attorney Redmon, Director of
Finance Courtney, City Engineer Arness, Purchasing Agent Stewart and the
Director of the Wranglerettes Wes Ludwig. �

A.PP�.OVA.L OF MINUTES. . .
The Director of F.inance requested the following correction to the minutes of the
June 5th meeting: A.pproval of Claims and Payroll, Payroll Register No. 21,
total $37, 705.97. (not $37, 714.47), Tota1 Claims and Payroll should read:
$188, 115. 57, correction due to a tabulation error.
M�TION: Made by Councilman Fulkerth, seconded by Councilxnan Moty that
minutes of the last regular meeting be approved, as corrected, as mailed to
each of the councilmen. The Vote: Unanimous Ayes.
C OMMUNICA TIONS .
Redding Youth Teen Center , .
, Vern Speer advises the .Kiwanis Club is now sponsoring a movement that
� the youth of the City build their own building to house a teen center, and
requested that City Council provide a proper location for the Redding Teen �/�
- Center; the financing and the operation of the center would be handled by
the teen agers with.approval and guidance of the Kiwanis Club.
Councilmari Fulkerth briefed council on the aims of the Teen Center, advis-
ing a portion of the Northern Calif. Fire Cache Building, Akard and Cypress
Streets was being considered as a temporary building and the Building
Official of the City was to submit an estimate of cost to bring the building
up to s.tandard.
The location of the Teen Center was very important, the City Manager
said, as good lighting and easy policing were priine requisites.
Mayor Puryear advised whatever the Teen Center did in developin'g their
program they wanted to do themselves; they wanted to police their dances,
make their decisions with no help frorri adults, and this was a fine approach
to their problems. �
Councilman Moty s.aid this was a fine idea; he favored chargirig a small fee
for the rental of the building for the principle involved that the teen center
maintain'their feeling of independence.
MDTION: Made by Councilman Fulkerth, seconded by Councilman Moty
the City Manager be instructed to work with the Redding Teen Center
Board on the details for a lease rental agreement on a yearly basis. The
Vote: Unanimous A.yes.

iri a communication date,d June 14th, advis ed of the Redding Youth Employ-
ment Service, Inc. , a non profit organization whose rriajor aetivity is
developing jobs and publicizing the need of youth for part-time and summer
jobs.
Mr. Thomas Lisota, chairman of the Redding Youth Employment Service,
Z Inc. , speaking from the floor, urged participation by the City of Redding
� � in this program, primarily`for the youth living in Redding, not only in
the summer but:as an all year round program in order that youth may
develop independence and responsibility to prepare th'em for their adu�t- •
hood.
- Mayor Puryear stres'sed the City did use many youths in the Recreation
Department, that only a few key. personnel hired during the summer were
aclults.
There was considerable discussion on the integratio.n of this program with .
various City departments.
Airport Commis si:on Recommeridation
Mr: Charles Hall, Chairman of the Redding Airport Commission, advised
they had-met. on June 15th, and submitted the following recommendation
' i � for council consideration: "----approving Gharles Bull�s request to lease
certain� property at the Municipal Airport at a location sixty feet further
west than his initial proposal. They would permit adequate 2.ccess on the
east and west of his property to the industrial area along the taxiway •
runnirig south from the A.dministration Buildirig. "
MaTION: Made by Councilman.Moty, seconded by Councilman Fulkerth
to approve the recommendation of the Airport Commission regarding Chas .
Bull's request to lease ce.rtain land at the Redding,Municipal Airport.
The Vote: Unanimous Ayes .
City Attorney Redmon ascertained that draft of lease should be submitted
to the A.irport Commission for approval, before final approval of Council.

Redding Chamber of Commerce-Benton Field
Laurence J. Kennedy, Jr. , President of the Redding Chamber of Commerce,
advised they will submit a report on.Benton Field based on objective and
comprehensive study as this is a matter of major importance to the people
and intimately affecting our future welfare.

California Disaster Office-Use of Pipe Shasta Terrace
Harold P. Bowhay, Chief of the Public 5afety Division California Disaster
Office, advised the temporary use agreement between the City of Redding
and.the State of California, California Disaster Office, covering the temp- ��%
orary use of 4000 ft. of 6" quick coupling aluminum pipe and fittings, had
,been extended to October 31, 1961 .
Mayor Puryear commended the City Manager for his efforts on this behalf,
and stated he was very happy this extension was granted and the people
south of town were even happier.

Housing and Home Financing Agency . _
Acting Regional IDirector of Urban �tenewal, John Hill, of the Housing and
Home Finance A.gency, wrote regarding the provision of the local one-
� third share of riet project cost for the proposed urban renewal project in
Redding. He advis es that arrangements made at the time of the application
in regard to the provisions of the one-third share are not made simpTy to
' meet HHFA requirements, but rather to assure to the community itself
, that the one-third share will be available when needed.

' The letter continues:' "With this in mind, a strongly worded resolution by
the City Council to the effect that this obligation is understood and that it ��'�`ja
� is the intent of the City Council to provide the funds necessary to finance
the one-third share when needed would be acceptable for our purposes
with the Survey and Planning A.pplication. The resolution, too, should
indicate possible sources of funds. " ' '

the City Attorney be instructed to prepare a strongly worded resolution
to accompany .the 5urvey and Planning A.pplication of the Housing and Home

Request for Water Service-Outside City Limits
Mr. and Mrs. Clayton Harter, owners of lot and single dwelling iocated at
- 2745 Russell 5treet, advised the well water at this location was contaminated
and dwelling could not be occupied under such conditions; that lot next to
this particular location has city water, and they requested council consider
granting them the right�to hook up to city water. . � ..
City Manager Cowden advised of the present policy estabiishment' that no �� �
' �vater service be rendered outside the city limits, and the only deviation
from this policy had been the area south of town during the course of their
annexation proceedings. �

Referred to the City Manager to refer the question of the annexation of this
area to the Redding Chamber of Commerce Annexation Committee, Mr.

Mr. Cowden was directed to contact Mr. and Mrs. Ha'rter regarding the
policy of the city that no water service be rendered outside the city limits
on new requests. _

1 and Mr. Bertucci had been out of town, and requested defe'rment of the subject on
cooperation for quarters for Radef and Communications until next council meet-
ing. . . `
PROPOSA.L TO PURCHASE PRORERTY-W,Muni. Airport '
City Manager Cowden submitted a memo to all councilmen entitled "Proposal of �
John A. Bryant, Real Estate Broker, to purchase 115 acres of Redding Municipal
� Airport property, lying west of the airport road, at a firm offer of $46, 000".

After receipt of the proposal, the City Assessor made an investigation into the
market value of acreage in the area based on all facts, and in his opinion the
market value was $600 per acre or $69, 000.
This property is zoned M. P. B. 5 in accordance with the Master Zoning Plan of
`�- OC the Municipal Airport.property; use of property restricted to industrial or com-
mercial purposes. The memo states further that the .Planning Director concurred
in the thinking the sale of this property would have no bearing or influence upon
the development of the remainder of the Municipal Airport property since the area
is separated by the County A.irport Road.
He then recommended that Council give consideration to disposing of the property
after the City A.ttorney has determined that there are no deed restrictions under
which the City of Redding acquired the property which would prohibit the City
from selling.it. Property could be sold as one parcel at a per acre cost of not
less than the appraised value, or may consider its sale in parcels of less than
the total acreage. In.the past, he continues, it has been the policy to have an
outside, independent appraiser submit appraisal prior to offering property for sale.

City Attorney Redmon was directed to do some further research on the 'legal
availability of the property; the City Manager was requested to refer the matter
to the Planning Commission for their study, report and1 recbmmendation, and
to inform Mr. Bryant of.the problems involved in the sale of subject property.
�.E IMPROVEMENTS - Redding Municipal Airport
City Manager Cowden aclvised a letter had been received from Bill Minton, '
County Executive Officer, in which the Shasta County'Board of Supervisors
suggest that certain contemplated improvements at Redding Municip�.l Airport
be postponed until after the County budget is adopted.
Mr. Cowden advised he liad written to`1VIr. Minton suggesting City proceed to
make certain improvements for which money has already been budgeted;these
improvements would have to be done v�hether or not the hangar work i's� com-
pleted at a later 'date. ` � ' /��

In a communication dated June 19th to Mr. Minton, Mr. Cowden itemized his
suggestions: '
1. 5ince sufficient funds are currently b�dgeted to perform part of this
work, we proceed to do all work necessary to prepare the site for the
construction of the contemplated new hangar ("A" of Map No. A-625,
entitled "Municipal A.irport Facility Expansion Plar�� A.fter your budget
has been adopted and sufficient funds are available to complete the project,
we can then proceed to advertise for bids for the construction of the "T"
hangar and fo'r the pavirig of the 'site of the new hangar. �
2. City proceed to blacktop the existing tiedown area. ("B") '
3. City proceed to develop the site of the portion marked "C", including
' � grading, placement of base and paving the area: �
The Dire'ctor of'Finance of the City will keep careful accounting of all costs in
connection with the project and there would be no dange'r of exceeding the amount
of funds currently available for the work.

City Engineer Arness submitted memos to City Councilmen dated June lst, June
15th and June 19th entitled "Irrigation System for Lake Redding Park and Golf:

Mr. Arness briefed councilmen on the program and after considerable discussion
the following recommendations were made:
1 . City to pay cost of Stage 1 (memo dated 6/15/61) and make agreement
' with Lake Reddirig Golf Course to pay annual 'operating cos"ts plus '���
� $t00 annually for amortization of pumping facility:
2: Lake R:edding Golf Course to post $500�in cash or bond for connections
made from the S. P, line to their existing irrigation system. ' TFie
bond to be approved by the City Attorney. The Lake Redding Golf
Course may install this line in lieu of the above $500 deposit if 'they so

3. � Lake• Redding Golf Cours e to maintain and repa'ir the�pump facility at
� their own expense. The City of Redding will operate and maintain
the pumping facilities with all _material and labor costs to be billed
to the Lake Redding Golf Course.

4. The existing 8" welded steel line was constructed in the late thirties
� C{ and it will require checking before we do any work on the pumping
� � station. We will pay for the pressure testing of the line.,. but should
repairs be required, the Lake Redding Golf Course shall pay thE

necessary costs. This item would also require bonding.
Mr. Thompson, manager of Lake Redding Crolf Course, said these recommendations _
met with-his approval,. that it was a.very liberal approach on the paart of the City

Crolf Course for execution by City Council on.July 3rd.

REPORT - Sewage Treatment Plant
�� City Engineer. Arne�ss submitted a comprehensive report-on the.-sewage�-treatment
`,� plant, dated.June 14th. He. advised this w.as an information,item that councilmen
be familiar. with,the�plant when the o.n-site tour.-�:is.� taken shortly.

PA.RKVIEW A.VE. IMPROVEMENT5 �
City Engineer A.rness reported on the meeting with Parkview Avenue property
owners regarding. curb, -gutter and sidewalk.construction on the south side.of
Parkview Avenue. In his memo dated June 15th, he advises 8 persons attended
the rneeting, representing 5 property.._owner.s;. that mail_survey still stands- at
11 property owners approving the proposed improvements, 6 opposed. From
��%'� his observation, it would appear the majority of the property owners, of the, 5
present, were in favor of the improvements. Based on the card return, it
appeared 4 blocks favored the improvement, 3 blocks were against it.
The memo continues "If we were to assume that all property owners opposed to
this project have returned their cards, and/or would have attended;the June 14th
meeting,. it appears that_an,ass,ess,ment district for this area would have a good
chance of passing,.." He .then,advis.e.s two questions were raised. 1, is the

city planning on constructing sidewalks along the north side of Parkview Ave.
2,what,length of time would property owners. have to pay off .the c.oristruction
costs. � . .
Mr. Arness advised he was checking with the Bond Attorney regarding the cost
on the formation of an assessment district for these improvements, and was
investigating if improvements can be done with city�s participation,''and the
difference in ,costs between,these, two methods of financing the project.
Mayor Puryear asked the City Engineer to�check on, the offer of trie Chamber of
Commerce to assist with this project, stating he felt a house to house canvass
with personal contact to acquaint the property owners with the project would be

Sulphur Creek Trunk Sewer line. The deed provides for the City's waiver of any
and all trunk sewer and,la,teraL connection.charges. for.the parcel of property through
which the City's trunk sewer, line.would ru.n;. the City Engineer and the C,ity Attorney
concurred the waiver of these charges to be reasonable consideration, in view of �G.{
the location of the proposed right of way for the trunk sewer.

PROPOSED ORDINANCE - Relating to A.ircraft and A.irports
City Attorney Redmon submitted a proposed ordinance amending certain sections
of the Municipal Code and adding sections to Chapter 4 of the Code relating to J�/
� Aircraft and Airports . `���!
MOTION: Made by Councilman Fulkerth, s econded by Councilman Moty the
City Attorney be instructed to scan proposed Ordinance relating to Aircraft and
Airports, Ordinance No. 651 . '
Councilman Fulkerth offered Ordinance No. 651 for first reading.
It was requested copies of this proposed ordinance be made available to the
Airport Commission, the Airport Committee, the Board of Supervisors of Shasta
County, the Anderson City Council and all interested parties for review of the
specific items in the ordinance.
REQUE5T - Use of Water Redding Municipal Airport
IVIr. J. Wm. Lely, Orland Manufacturing Company, speaking from the floor,
advised in view of the late bid openings for fire retardent services, it was nec- ���
essary for them to operate in the same area as was used in the last two years
for possibly three weeks.
He advised they would like to use a limited water supply, not to exceed five gallons
per minute with neces sary air gap and any demands in exces s of this quanity shall
be hauled. The 1/2;cent a gallon would apply to all sales in the 1961 season.
. He advised a �property agreement had been prepared by Mr. Redmon, .that was
entirely satisfactory with them; this was prepared as a one year agreement.
He advised they had been .stationed at the A.irport for two years, under the aus-
pices of the Forest 5ervice at first at their request for emergency.aid only.`

Mr. Lely advised the invitation to bid had not been received to date, 'however
iti was expected bids would be opened shortly after the lst of 'July. � '
Councilman Moty said he thought'tliis should be referred to the Airport Commission
and conform to the Master Planning for the �2.edding Municipal Airport.
City Manager Cowden was requested to arrange a special meeting of the Airport
Commis sion to study this problem and subrri'it their�re`commendation t'o the City,
Council. � ' °

A. gentleman, speaking from the floor, asked about a swimming pool that does
not hold water. He questioned whether under the City�s newly adopted ordinance
this woulcl have to be fenced. City Attorney Redmon sugges'ted he cons'ult his
own attorney about liability as an "attractive nuisance'", however as far as City
was concerned, fencing would not be required.
There being no further business, on motion of Councilman Fulkerth, seconded
by Councilman Moty, the meeting was adjourned. � '
